About this file
This is a Performance Work Statement for cleaning and pumping services at Ellsworth Air Force Base, effective July 9, 2026. The contractor must provide all management, tools, supplies, equipment, transportation, and labor necessary to pump and clean grease traps, sand traps, and oil water separators across multiple base facilities. Services include removal and disposal of solid waste, liquids, oil/grease, and miscellaneous debris, with testing for hazardous characteristics in compliance with federal, state, and local regulations.
Service requirements include ensuring grease traps are free of all grease and residues with water levels above lower inlets and unobstructed inlet/outlet pipes; sand/grit traps and oil water separators must have at least 12 inches of clear piping from the chamber. All collected waste must be dewatered using government-provided Ultra-Dewatering Bags at building 3017. Testing is coordinated by the Contracting Officer Representative and includes Toxicity Characteristic Leaching Procedure (TCLP) Metals, TCLP Benzene, Total Petroleum Hydrocarbons, and Paint Filter Tests as required by Rapid City Regional Landfill. Non-hazardous materials are disposed at the landfill with weight tickets submitted monthly; hazardous materials are containerized and turned into Base Hazmart. Emergency service calls must be responded to within six hours and are priced separately. The contractor must comply with confined space entry and hazardous substance handling standards, immediately report spills to 911 or Base Fire Department, and maintain work areas in neat condition. Non-emergency services operate 0700-1700 Monday through Friday. Appendix A lists 24 service locations with cleaning frequencies ranging from every four weeks to annually, and Appendix B provides detailed requirements for industrial oil/water separator cleaning at Building 3015, including continuity of work requirements, sampling protocols per EPA SW-846, and coordination with Water & Fuel Systems Maintenance personnel.

1. Continuity of Work: The contractor shall not begin work until he/she is certain the work will continue uninterrupted through completion except for weekends, holidays, or prohibitively adverse weather. There shall be no extended periods of delay in on-site work after work has begun.
2. Prior to beginning work, the contractor shall coordinate with Water & Fuel Systems
Maintenance(WFSM) personnel to schedule shut down of one side of the oil/water separator basin and associated equipment to facilitate proper cleaning.

3. The contractor shall run all sludge, oil, and debris through a dewatering bag in the adjacent building and allow the bag to drain until enough water has been drained off to obtain are presentative sample of the solid waste material. The sampling shall be performed within no more than 30 days from the bag being filled. If multiple dewatering bags are used, the sampling can consist of one composite sample with a representative amount of waste coming from each of the bags. Water runoff from the dewatering bag(s) is permitted to flow into building 3015.Dewatering bags will be provided by the government.
4. Samples must be taken of each load prior to disposal. The contractor shall properly sample the waste material from the dewatering bags in accordance with EPA SW-846, as defined by the Resource
Conservation and Recovery Act (RCRA). The sampling shall consist of TCLP Metals and TCLP VOCs. The contractor shall provide a copy of the sampling results to the Ellsworth AFB Hazardous Waste Program
Manager (HWPM) within 10 working days of the waste being sampled. The Ellsworth AFB HWPM will determine the proper disposal method and disposal facility for the waste material.
5. If the Ellsworth AFB HWPM determines that the waste from the dewatering bag(s) is hazardous, the contractor shall properly containerize all of the waste including the dewatering bag(s) into proper containers for disposal. The contractor will provide the disposal containers which will consist of 55-gallon open top drums suitable to meet Department of Transportation (DOT) shipping requirements for the waste. The drums will be required to have open top lids with bung openings. All containers used for collection of hazardous waste must be approved by the Ellsworth AFB HWPM prior to use. The contractor will deliver all containerized waste requiring disposal to the HAZMART with a copy of all sample results for the waste. If the waste is determined to be non-hazardous by the Ellsworth AFB HWPM, the contractor will be responsible to perform a paint filter test prior to disposing of the dewatering bags and their contents at the Rapid City Landfill. The bags may require additional time to drain in order to properly remove enough water from the bags to be accepted for disposal by the Rapid City Landfill.
6. Once the oil/water separator basin is emptied of all petroleum products, water, and sludge, the contractor shall power wash the basin using a hot water pressure washer and detergent to clean the walls, floor, influent channel, effluent channel, and grit chamber of the basin. Waste water and other debris produced during this process, must be collected by the contractor, ran through a dewatering bag.
7. Once work is completed the contractor shall coordinate with WFSM personnel to perform a final acceptance. The contractor shall leave the cleaned oil/water separator basin and associated equipment shut down unless directed otherwise by WFSM personnel.
