1.0 BACKGROUND

The Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY&IMF) is the largest industrial complex in the state of Hawaii and the Pacific region. The facilities and equipment are able to service the navy’s fleet and other agencies. PHNSY&IMF occupies 112 acres, including 114 buildings and 4 dry docks. The plant value of the facility is in excess of $3.0 billion.

The C980 Facilities Division provides the facilities, tools, and equipment for PHNSY&IMF to be successful.

C980 ensures that facility and equipment improvement plans are developed and executed to focus on energy conservation, safety, effectiveness of waterfront work, and improved workflow of industrial processes. The Division must ensure that facilities and plant equipment are maintained properly to meet mission needs.

In order to adequately support the numerous critical facilities at PHNSY&IMF, additional facilities sustainment & security services, specialty skilled labor support services, and engineering evaluation and design services are required.

2.0 SCOPE

The scope of contractor services includes facilities sustainment, security, and engineering support services as defined in this Performance Work Statement (PWS).

Work will be performed on-site at the Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility, Pearl Harbor, Hawaii. The contractor shall perform work during standard PHNSY&IMF working hours (0630 – 1500) unless specifically requested by the Technical Point of Contact (TPOC) and agreed upon 5 days in advance, at a minimum.

3.0 PERIOD OF PERFORMANCE

Base Year: 8/25/2021 – 8/24/2022 Option Period 1: 8/25/2022 – 8/24/2023 Option Period 2: 8/25/2023 – 8/24/2024 Option Period 3: 8/25/2024 – 8/24/2025 Option Period 4: 8/25/2025 – 8/24/2026

Due to the dynamic work environment of PHNSY&IMF and frequent unforeseen/emergent requirements, the contractor shall determine the number of personnel needed to execute the tasks based on schedule and workload needs as they arise.

4.0 PERFORMANCE WORK SPECIFICATIONS

The contractor shall provide mission essential services to meet security and operational requirements for facilities supporting submarine and surface combatant ships. Contractors performing this work shall meet all security requirements for PHNSY&IMF Controlled Industrial Areas (CIA), Controlled Nuclear Information Areas (CNIA), Nuclear Work Areas (NWA), and shall always adhere to all applicable Safety and Health guidelines for PHNSY&IMF.

The Contractor will provide services in alignment to PHNSY&IMF’s work schedule such that deliverables of this PWS are subservient to PHNSY&IMF mission operations and associated safety and security requirements, while conducting work in and around the installation.

The contractor shall meet and conduct initial consultation with the TPOC within one week of award for detailed tasking and work specifications. The TPOC assists the Contracting Officer’s Representative (COR). The government’s TPOC will answer questions concerning technical requirements.

At a minimum, the contractor shall communicate directly with the TPOC on a weekly basis throughout the period of performance to discuss work status and scheduling, issues, and concerns. The contractor shall communicate directly with the TPOC to provide consultation and concept development as requested.

The contractor shall provide essential facilities sustainment, security, and engineering support services.

The Performance Work Specifications are described as follows.

4.1 Naval Shipyard Facilities Sustainment & Security Services (Estimated 10,624 hours)

4.1.1 Sustainment and Security Services. Contractor shall provide services that include, but are not limited to:

4.1.1.1 Temporary/re-locatable facilities planning, installation, and relocation.

4.1.1.2 Temporary/re-locatable facilities preventative maintenance, repair, and renovation

4.1.1.3 Temporary/re-locatable facilities demolition, removal, and disposal

4.1.1.4 Temporary/re-locatable facilities inventory management & tracking

4.1.1.5 Emergency response assistance for emergent/unforeseen facilities issues including leaks, power outages, malfunctioning security doors, malfunctioning HVAC systems, etc.

4.1.1.6 Assist PHNSY&IMF with the resolution of emergent safety issues

4.1.1.7 Waterfront cleanup & disposal of material

4.1.1.8 Furniture planning, repair, installation, relocation, removal, & disposal

4.1.1.9 Electrical power installation for facilities

4.1.1.10 Installation of Information Technology (IT) services including CAT-5/CAT-6 cable & IT cabinets

4.1.1.11 Hurricane and inclement weather preparation and facilities tie-downs

4.1.1.12 Hazardous Materials (HAZMAT) control, remediation, and abatement

4.1.1.13 Vegetation control & removal

4.1.1.14 Pest control & removal

4.1.1.15 Ground Toning for underground utilities

4.1.1.16 Heating, Ventilation, and Air Condition (HVAC) Systems repair, installation, and removal

4.1.1.16 Assist PHNSY&IMF in establishing security controls (e.g., CNIA workspace) for various on-going facility projects throughout facility planning, set-up, and execution.

4.1.1.17 Assist PHNSY&IMF with the resolution of emergent security issues

4.1.1.18 Assist PHNSY&IMF with minor facilities maintenance work including carpentry, painting, roofing, and welding.

4.2 Skilled Labor & Engineering Support Services (Estimated 1,000 hours)

4.2.1. Skilled Labor Services. Upon TPOC request, contractor shall provide skilled labor to accomplish specific tasks that may require qualified personnel with specific certifications. Skilled Labor Services requested may include, but are not limited to the following:

4.2.1.1 Electrical (Journeyman Level Certification)

4.2.1.2 Plumbing (Journeyman Level Certification)

4.2.1.8 Mobile Crane Operations (Crane Operator’s License Required)

4.2.1.9 Forklift Operations) (Forklift Operator’s License Required)

4.2.2 Engineering Support Services. Upon Government TPOC request, contractor shall provide a licensed Professional Engineer (PE) on a temporary basis to perform engineering evaluation or design. Engineer support services include, but are not limited to:

4.2.2.1 Structural analysis of facilities (floor loading, material degradation, etc.)

4.2.2.2 Temporary/re-locatable structures

4.2.2.3 Fire alarm and fire suppression systems

4.2.2.4 Electrical systems for facilities

4.2.2.5 HVAC systems

5.0 PERSONNEL

Contractor shall provide personnel in accordance with the following.

5.1 Key Personnel:

Key personnel must have extensive experience (5+ years) managing facilities projects and must have (5+ years) experience directly related to the task and functions he/she intends to perform under this PWS.

The Government reserves the right, throughout the term of this contract, to request work histories of any contractor employee for purposes of verifying compliance with this requirement. If the TPOC questions the qualifications or competence of any person performing under the contract, the burden of proof to sustain that the person is qualified as prescribed herein shall be upon the contractor.

The following labor categories are designated as Key Personnel for this PWS. Multi-trades tasking has been identified as a methodology of reducing manpower requirements. The category target qualifications are as follows:

5.1.1 Senior Program Manager (Estimated 24 hours)

Must demonstrate a minimum of (5) years of experience managing facilities projects. . Senior Program Manager will serve as the primary point of contact with the customer and is responsible for program planning, risk management, overall systems management, and staff supervision.

Communicates directly with COR and TPOC.

5.1.2 Project Manager & SME Consultant (Estimated 200 hours)

Must demonstrate a minimum of (5) years of experience managing facilities projects.. Manages assigned tasking to ensure that implementation and prescribed activities are carried out in accordance with specified objectives: Plans and develops methods and procedures for implementing program, directs and coordinates contract activities. Reviews reports and records of activities to ensure progress is being accomplished toward specified program objective/deliverables and modifies or changes methodology as required redirecting activities and attaining objectives. Prepares program reports and controls expenditures in accordance with contract budget allocations. Communicates directly with COR and TPOC.

5.1.3 On-Site Assistant Project Manager & Environmental, Health, & Safety (EHS) Manager (Estimated 2,000 hours)

Must possess Bachelor's degree from an accredited college or university and demonstrate a minimum of five (5) years of management of Naval Shipyard projects and processes, including facilities planning, installation & renovation processes, Military Construction (MILCON), Other Procurement Navy (OP,N), Industrial Plant Equipment, Minor Property, development and setup of project management facilities, ship temporary systems, dry-dock and berth-side facilities, production shop processes, and coordination of the installation and testing of remote monitoring of electrical, air, or other utilities.

5.2 Non-Key Personnel:

The following labor categories are designated Non-Key Labor Personnel for this PWS. Although contractor is not required to submit resumes for general labor personnel categories, the contractor shall provide a listing of Non-Key Labor personnel who will be assigned to the categories of labor specified below as non-key. The contractor must certify that all proposed personnel meet the prescribed minimum requirements.

5.2.1 Field Installation Technician/Security Escorts, Entry Level (Estimated 8,000 hours) Previous experience with Naval Shipyard projects & processes is preferred, but not required for personnel in this labor category. Personnel with previous experience in multiple trades is preferred, but not required.

5.3 Skilled Labor & Engineering Support Personnel

5.3.1 Skilled Labor Personnel. (Estimated 1,000 hours)

The work covered under this PWS may require skilled labor. Upon TPOC request, the contractor shall provide skilled labor with the proper qualifications or certifications required for specific tasks. Level of qualification and/or certification required will be determined by TPOC. Contractor is responsible to provide proper documentation to ensure that personnel in this category meet the qualifications requested by TPOC.

5.3.1.1 Skilled Labor personnel in this category may be asked to provide services including, but not limited to those listed in section 4.2.1.

5.3.2 Engineering Support Personnel (Estimated 350 hours)

Work covered under this PWS requires engineering design or evaluation. Upon TPOC request, the contractor shall provide a licensed Professional Engineer (PE) for specific tasks. Contractor is responsible to provide proper documentation to ensure that personnel in this category meet the qualifications requested by TPOC.

5.3.2.1 Engineering support services include, but are not limited to those listed in section 4.2.2.

6.0 REQUIREMENTS & QUALIFICATIONS

The contractor shall adhere to all applicable requirements and qualifications as described in this PWS.

6.1 Requirements:

The complexity and scale of naval shipyard nuclear and non-nuclear work requires that the contractor have extensive experience (5+ years) with shipyard facilities, including dry docks. Contractor shall demonstrate past performance of work to meet facilities requirements that supports ship and shop repair operations and integrates facility pre-requisites for power, ventilation, mobility, etc. Contractor shall have experience with Naval Shipyard project management processes and project space requirements, equipment used in the ship repair process, knowledge of nuclear work areas and nuclear control processes, shipyard space management knowledge including project office spaces, dry dock laydown areas, and engineering spaces.

Contractor is required to have past experience in the following areas:

6.1.1 Resolving safety/health discrepancies such as fire, safety, or hazmat issues, remediation, HVAC issues, and abatement of man-made vitreous fibers (MMVF).

6.1.2 Fire alarm and/or fire suppression evaluation, design, and installation

6.1.3 Planning and design for crane and/or forklift compatible structures for training spaces, project management spaces, engineering spaces, and production workspaces.

6.1.4 Compliance to Safety and Health Work Practices for Contractors and Contractor Environmental Specification Guidelines in Naval Shipyards.

6.1.5 Repair and installation of doors & locks required for secured naval shipyard CNIA spaces and other secured controlled work areas for readiness inspection.

6.1.6 Installation of fiber (single-mode) underground via micro-trench; fabricate, install, and test CAT-5/CAT-6 cable.

6.2 Qualifications:

Contractor is responsible for ensuring all necessary equipment and personnel qualifications are met before performing any work that requires qualification. Contractor is responsible to confirm level of qualification required with TPOC prior to performing any work that may require specific qualifications.

Qualifications include, but are not limited to:

6.2.1 Professional Engineer License, as requested by TPOC

6.2.2 Licensed Electrician (up to Journeyman), as requested by TPOC

6.2.3 Licensed Plumber (up to Journeyman), as requested by TPOC

6.2.4 Environmental Health and Safety (EHS) Qualification in accordance with “Safety and Health Work Practices for Contractors Working with Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility”

6.2.5 Crane Operators License.

6.2.6 Crane Operators Medical Certificate.

6.2.7 Basic Rigging Certifications and Hand Signal Certification.

6.2.8 Certification of all rigging gear to be used

6.2.9 Fall Protection Qualifications

6.2.10 If a reach forklift is to be used in crane-like operations:

6.2.10.1 Certification that a specific forklift can be used in a crane-like operation

6.2.10.2 Certification that all associated lifting & rigging equipment can be used in a crane-like operation

6.2.10.3 Reach Forklift Driver certification

7.0 MATERIALS & INCIDENTALS

The work covered under this PWS will require the contractor to provide specialty skilled labor support services as requested by TPOC and purchase incidental materials. The government anticipates approximately 19 jobs to be requested of the contractor throughout each 12-month POP. Based on the average materials cost of 19 number of similar/equivalent jobs, the government estimates approximately $86,840.95 in materials & incidentals charges (10% of yearly budget).

7.1 Material & Incidentals Allowances

Contractor is allowed to utilize up to 10% of total yearly budget on materials & incidentals required for specific tasks covered under this PWS. For this PWS, allowable materials & incidentals include, but are not limited to the following:

7.1.1 Lease/Purchase of specialty tools or equipment (requires TPOC approval)

7.1.3 Consumable Materials

7.1.3.1 For this PWS, consumable materials include, but are not limited to: lumber, screws, nails, drills, drill bits, drywall, sheetrock, metals studs, wedge anchors, hangers, mud, paint, primer, adhesives, sealant, electrical wiring, electrical breaker, electrical disconnect, conduit, batteries, piping, valves, couplings, pumps, shafts, sealant, molding, weather stripping, toilets, sinks, faucets, drains, cabinets, doors, door handles, door hinges, locks, sheet metal, metal rods, tape, plastic sheeting, tarps, drop cloth, paint brushes & rollers, buckets, saw blades, saws, drills, sandpaper, sanders, extension poles, vacuums, fans, air conditioners, flooring, ceiling tiles, ceiling tile grids, roofing materials, toilet paper dispensers, hand soap dispensers, shelving, decking, fencing, rebar, concrete, fire alarm & suppression materials, CAT-5/CAT-6 fiber cables, extension cords, GFCI outlets, lightbulbs, and lighting ballasts.

7.2 Reporting:

Consumable materials must be tracked and included on invoice reports. Contractor must get written approval from TPOC prior to purchase of any materials & incidentals costing over $500.

7.3 Budget:

The government may elect to increase the amount of funding allowable for materials and incidentals as deemed appropriate by the C980 TPOC, C980 Department Head, and the COR. Contract modifications will be completed, as necessary, to increase the material requirements. All materials & incidentals purchased by the contractor utilizing funding under this PWS shall become government property at the conclusion of the contract POP.

8.0 DELIVERABLES & INVOICING

All deliverables will meet the requirements set forth in this section. Deliverables will be provided with minimal or no grammatical errors. Reports will be prepared in the format requested by TPOC and will generated using applicable MICROSOFT available programs (to include, but not limited to WORD, EXCEL, ACCESS, POWERPOINT, PROJECT, VISIO and SHAREPOINT). All deliverables in this section shall be provided to the TPOC electronically, via email.

8.1 Required Deliverables:

8.1.2 Weekly Work Tracking Report. Shall include, but is not limited to the following:

8.1.2.1 Brief description of tasks performed each day

8.1.2.2 Specific location of work

8.1.2 Monthly Invoice Report. Shall include, but is not limited to the following:

8.1.2.1 Labor hours & rate charged to each personnel category each month.

8.1.2.2 Materials purchased each month, including a description of each task for which the material was purchased.

8.1.2.3 Other incidental costs incurred each month

8.1.2.4 Each invoice report shall include monthly and cumulative expenditures

8.1.3 Plan of Actions & Milestones. Upon TPOC request, contractor shall provide a Plan of Actions & Milestones (POA&M) for upcoming tasks. POA&M shall detail contractor schedule & projected completion dates. Once agreed upon, the contractor is responsible to meet projected completion dates.

9.0 INSPECTION AND ACCEPTANCE

Inspection and acceptance of service and reporting will be performed by the TPOC or COR. If the quality of work performed by contractor is deemed unsatisfactory, the contractor has 14-business days to resolve any issues. Any additional materials & labor required to resolve those issues will be provided at no cost to the government.

10.0 GOVERNMENT FURNISHED RESOURCES

PHNSY&IMF will provide the necessary information in order to fulfill the performance objectives prescribed in this PWS. Manuals, texts, briefs and other necessary materials required to perform the services will remain the property of the U.S. Government. Initial familiarization /orientation will be provided by the PHNSY&IMF. Standard Operational Procedures will be available to the contractor at the place of performance.

11.0 SECURITY/ACCESS REQUIREMENTS

11.2 On-site Service provided labor shall be United States citizens.

11.3 Basic Security/Access Requirements for Position(s):

11.3.1 Access to Shipyard Facilities

11.3.2 Access to “Controlled Unclassified Information (CUI)” information

11.3.3 This contract does not require a security clearance level and clearance granted by the

Defense Security Service (DSS). However, Contractor personnel shall recognize that

PHNSY & IMF deals with sensitive information and other proprietary information, which are valuable, special, and unique assets. Contractor personnel shall not divulge, disclose, or communicate in any manner, any information to any third party without prior written consent. Contractor personnel shall protect information and treat it as strictly confidential and will abide by the security requirements of SECNAVINST 5510.36.

A violation of this paragraph shall be a material violation of this agreement.

11.3.4 Additionally the Contractor personnel shall follow all procedures in requesting and obtaining a PHNSY & IMF “Green” standard access control badge for all Contractor personnel performing work. Sufficient time shall be allowed by the Contractor to obtain the necessary badges prior to work.

11.3.5 Should Contractor personnel receive or suspect they have learned of classified information beyond their level of clearance, the Contractor shall identify and report suspicions to the COR.

11.3.6 U.S. Citizenship is required for facility access. The Contractor shall conduct background investigations on personnel who are used in connection with this contract. Only those individuals with favorable investigations shall be utilized on this contract.

11.3.7 Identification badges shall be worn at all times when performing work, including while attending Government meetings and conferences that may take place outside the facility.

11.4 The Contractor performing services shall be required to comply with all Pearl Harbor Naval

Shipyard & IMF rules, regulations, and training that is applicable to conduct safety, security, and procedures governing site entry and exit.

12.0 SERVICE CONTRACT REPORTING

Services Contract Reporting (SCR) requirements apply to this contract. The contractor shall report required SCR data fields using the SCR section of the System for Award Management (SAM) at following web address: https://sam.gov/SAM/.

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year.
