Performance Work Statement (PWS) Prototype Systems Development and Fabrication Support
Background: Work is being conducted as a part of the Engineer Research and Development Centers (ERDC) military engineering Survivability and Protective Structures research area; the program specifically supports research initiatives with funding through headquarters of the U.S.
Army. As a part of the research, ERDC is required to develop state-of-the-art physical products to mitigate weapons effects with innovative protective structures and conduct multiple validation experiments to validate the prototype systems.
Requirement:
ERDC has a requirement to acquire support capability to develop and fabricate prototype systems using engineering models to aid design and CAD models for visualization. Multiple iterations are necessary to optimize the fabrication and resulting system.
ERDC will provide rough initial designs and the contractor shall produce physical prototypes that capture all of the requirements detailed by ERDC. Periodic evaluation visits/meetings will be required, especially during the development phases. Once fabrication is complete, the contractor shall participate in prototype evaluation tests performed by ERDC and incorporate evaluation data into prototype upgrades to meet prototype intended requirements. The type of prototype systems vary in function, size, and quantity, dependent on the ERDC’s mission requirements. To successfully meet this requirement, the contractor shall possess the following:

• Designs to include Al/Steels, pneumatics, hydraulics, electrical, plastics, composites etc.
• Technical Data Package Creation (including drawing and specification documentation)

• Rapid prototyping
• CNC Router (Aluminum, Plastics and Composites)
• CNC 3 axis Milling
• CNC 5 axis Milling
• CNC Lathe
• Certified manual welding (TIG, MIG and Brazing)
• Robotic Welding
• Raw Material Cutting (Plasma, Waterjet, Band sawing, Laser and Oxy-acetylene Torch)
• Tube and Bar Bending
• Sheet Metal Fabrication
• Mil-spec Painting/ Coating
• Final Product Assembly
• Ability to work with customers in the field
• Packaging and Shipping
• Delivery

Example Tasks:
ERDC developed a 90% design of a rapidly deployable protective barrier that folds out of a container, accordion-style, on wheels. Using hydraulics, the system can lower down into a temporary hold position. ERDC sought assistance in finishing the design (to include how to incorporate the hydraulic lines effectively into the design) along with support in fabricating the first prototype. During the fabrication of the first prototype, other issues came up, requiring ERDC and the fabrication team to come up with a solution to the problem. The fabrication team was able to implement this solution into the first prototype, fixing the issue.
ERDC developed a 90% design of a rapidly deployable retrofit for use inside buildings. ERDC sought assistance in finishing the design (to include how to be able to incorporate modular connections onto vertical supports) along with support in fabricating the first prototype. ERDC also sought assistance in conducting proof of concept tests on the first prototype.
