PERFORMANCE WORK STATEMENT (PWS)

PEARL HARBOR NAVAL SHIPYARD & INTERMEDIATE MAINTENANCE FACILITY

(PHNSY & IMF)

VIRGINIA CLASS EXTENDED DRY-DOCKING SELECTED RESTRICTED AVAILABILITY

(EDSRA) SECONDARY PROPULSION SYSTEM (SPS)

ROTATIONAL DEPLOYMENT MECHANISM (RDM) REFURBISHMENT

Part 1

GENERAL INFORMATION

1. GENERAL:

This is a non-personnel services contract to provide refurbishment services of a Rotational Deployment Mechanism (RDM). The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1 Description of Services/Introduction:

The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision and other items and non-personal services necessary to perform refurbishment services of a Rotational Deployment Mechanism (RDM) as defined in this Performance Work Statement. Except for those items specified as government furnished property and services, the contractor shall perform to the standards in this contract.

1.2 Background:

Virginia Class submarine has one (1) Secondary Propulsion System (SPS). The SPS consists of a Secondary Propulsion Unit (SPU) and a Rotational Deployment Mechanism (RDM). The RDM enables the SPU to deploy, train, and retract. An RDM hydraulic motor drives the training motion of the SPU.

Pearl Harbor Naval Shipyard requires refurbishment services, composed of repair and modification services, from the contractor for the SPS RDM. The SPS RDM will be removed from a Virginia Class Submarine during the upcoming Extended Dry-docking Selected Restricted Availability (EDSRA).

1.3 Scope:

Pearl Harbor Naval Shipyard requires the contractor to perform refurbishment of the SPS RDM removed from a Virginia Class Submarine. Contractor shall inspect, repair, paint, and test the SPS RDM including the Training Motor and Rotary Joint using Submarine Maintenance Standard (SMS) 2380-081-029 Rev B as a guide. If there is any deviation in parts during inspection from the original drawings or repair procedures, contractor shall immediately notify the Contracting Officer Representative (COR) or the Contracting Officer (KO) of this contract. An in-scope modification to this contract may be performed, and additional work shall not proceed until authorization from the Contracting Officer is granted.

1.4 Performance Requirements:

The contractor shall perform RDM inspections, refurbishment, upgrade, and testing in accordance with 1.4.1-1.4.10.

1.4.1 The contractor shall submit RDM Refurbishment Repair and Paint Procedure to Pearl Harbor Naval Shipyard for approval prior to performing refurbishment.

1.4.2 The contractor shall replace RDM components per the approved RDM Refurbishment Repair Procedure. The replacement components are provided on contract N32253-21-C0008.

1.4.3 The contractor shall provide monthly status reports on the progress of the work to the COR and the Technical Point of Contact (TPOC).

1.4.4 The contractor shall paint the exterior of the RDM including training motor IAW Submarine Maintenance Standard (SMS) 2380-081-029 Rev B. Touch-up painting shall be performed in lieu of complete painting where applicable.

1.4.5 The contractor shall provide a final report on refurbishment and painting of the RDM as required within (30) calendar days after shipping of RDM.

1.4.6 The contractor shall perform an upgrading to the motor drive ring as necessary to correct for damage or slot misalignment.

1.4.7 Contractor shall provide engineering support as necessary to analyze mechanical issues experienced by the RDM, determined root cause(s), and identify corrective actions to resolve issues.

1.4.8 Contractor shall provide manufacturing and test support services to refurbish the RDM per paragraph 1.4.

1.4.9 Contractor shall provide manufacturing and production support services to troubleshoot the RDM.

1.4.10 Contractor has government permission to scrap any components removed from the RDM which will be replaced with new parts in the scope of the refurbishment. Any Pearl Harbor-owned material that is not consumed during refurbishment (i.e. residual material), will be returned to Pearl Harbor with the RDM unit upon completion of work.

1.5 Deliverables:

The contractor shall provide the following types of deliverables:

1.5.1 The reports, tests, and reviews shall be provided in an electronic medium (Microsoft, Access, Excel, or Adobe Acrobat)

1.5.2 The contractor shall notify the COR or KO immediately upon any inspection findings that indicate out of scope work, and will not proceed until approval from the KO.

1.5.3 All submittals and deliverables requiring correction shall be corrected and resubmitted by the contractor within fifteen (15) working days of receipt of Government comments. The Government has fifteen (15) working days to return comments to the Contractor. If further comments are required, both the contractor and the Government shall continue to reply within ten (10) working days.

1.6 Period of Performance:

POP: June 1, 2022 – January 5, 2023

1.7 Shipping:

Contractor is to ship RDM asset and any excess material as soon as refurbishment, modifications, and testing has been accomplished. If contractor has completed the repairs sooner than the POP end date, the contractor is to prepare and ship the item before the end date.

Contractor is to ship out the RDM in operable condition in the same manner as received by PHNSY, and ensure the condition of the received packaging is still in good condition to protect the asset in shipment.

1.8 Quality Control

The contractor shall develop and maintain an effective quality control program (QCP) to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which he assures that work complies with the requirement of the contract. The contractor is to submit a QCP within 30 days of contract award to KO of this contract. After acceptance of the quality control plan the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to the QCP.

1.8.1 Quality Assurance:

The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).

1.9 Place of Performance:

The work to be performed under this contract will be performed at the contractor’s facility.

1.10 Physical Security:

The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use.

1.11 Contractor Qualifications:

1) The Contractor shall be an Original Equipment Manufacturer (OEM) or authorized OEM repair facility capable of providing technical engineering and troubleshooting services. Certificates shall be provided upon request by the KO.

2) The Contractor shall have mechanical and technical qualifications in the field of assessing, repairing, troubleshooting, overhauling, performing adjustments, and testing of the RDM.

Contractor must possess the knowledge and expertise in the working functions of the RDM.

Contractor needs to be able to identify and apply knowledge to repair any and all deficiencies related to the RDM.

3) The Contractor shall be a Navy approved service facility for the instruments.

4) Repairs shall take place at the Contractor’s authorized place of operation.

5) The Contractor shall ensure the necessary employee level of expertise for performance of the deliverables described by this PWS and the necessary management and administrative support associated with personnel, equipment and services provided.

1.12 Post Award Conference/Periodic Progress Meetings:

The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5.

The KO, COR and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.

1.13 Point of Contact:

The following personnel are considered key personnel by the government: The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the KO. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager or alternate shall provide a means of contact (direct phone line and email) to allow for prompt communication, Monday thru Friday except Federal holidays or when the government facility is closed for administrative reasons.

1.14 Data Rights

The Government has unlimited rights to all documents/material produced under this contract. All documents and materials, to include the source codes of any software, produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the contractor without written permission from the KO.

All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights.

1.15 Organizational Conflict of Interest:

Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the KO immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the KO to avoid or mitigate any such OCI.

The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the KO and in the event the KO unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the KO may effect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.

1.16 Contractor Manpower Reporting Application

The Contractor shall report ALL Contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site.

Contracted services excluded from reporting are based on Product Services Codes (PSCs).

The Excluded PSCs are:

(1) W, Lease of Equipment;

(2) X, Lease/Rental of Facilities;

(3) Y, Construction of Structures and Facilities;

(4) S, Utilities ONLY;

(5) V, Freight and Shipping ONLY.

The Contractor is required to completely fill in all required data fields using the following web address https//sam.gov.

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk, linked at https//sam.gov.

PART 2

GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES

2. GOVERNMENT FURNISHED ITEMS AND SERVICES:

2.1 Equipment: The Government will provide a Rotational Deployment Mechanism (RDM)

2.2 Materials: The Government has provided materials acquired on contract N32253-21-C0008.

PART 3

CONTRACTOR FURNISHED ITEMS AND SERVICES

3. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:

3.1 General: The Contractor shall furnish all supplies, equipment, facilities and services required to perform work under this contract that are not listed under Section 2 of this PWS.

PART 4

PART 5

DEFINITIONS & ACRONYMS

5. DEFINITIONS AND ACRONYMS:

5.1. DEFINITIONS:

5.1.1. CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.

5.1.2. CONTRACTING OFFICER (KO). A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.

5.1.3. CONTRACTING OFFICER'S REPRESENTATIVE (COR). An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.

5.1.4. DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.

5.1.5. DELIVERABLE. Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.

5.1.6. KEY PERSONNEL. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.

5.1.7. PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.

5.1.8. QUALITY ASSURANCE. The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.

5.1.9. QUALITY ASSURANCE SURVEILLANCE PLAN (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.

5.1.10. QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.

5.1.11. WORK DAY. The number of hours per day the Contractor provides services in accordance with the contract.

5.1.12. WORK WEEK. Monday through Friday, unless specified otherwise.
