1.0 BACKGROUND

Navy Expeditionary Combat Command (NECC), established in January 2006, serves as the single functional command for the Navy’s expeditionary forces and as central management for the readiness, resources, staffing, training and equipping of those forces. NECC consolidates, aligns and integrates diverse expeditionary capabilities and combat support elements to create consistent expeditionary practices, procedures, requirements and logistics in the battle space.

To meet mission requirements NECC requires contracted Improvised Explosive Device (IED) counter and defeat integration instruction support. The support is required to address the critical and advanced IED force protection training needs that are necessitated by an adaptable and persistent enemy. The support operations are conducted under the management of NECC at Home Station Training Complex (HSTC) facilities and other supported locations across the U.S. The effort involves continuous assessment of the upkeep, repair and/or replacement of training aids, content update, and associated logistics support that enables the sustainment and use of the HSTC training devices, training support services, technical services development, operations, system hardware/software updates, technology insertion, and technology refresh actions.
