Performance of Work Statement
Mission Rehearsal Exercise
1. General. This Performance of Work Statement (PWS) is a non-personal services contract which defines the Contractor requirements in support of the Supporting Battalion and the Supporting Company's Mission Rehearsal Exercise (MRX). The Government shall not exercise any supervision or control over the contract service providers performing the services herein.
Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1. Description of Services. The Contractor shall provide all personnel, labor, equipment, supplies, tools, materials, supervision, transportation, facilities, and other non-personal services necessary to perform the specialized training support requirements defined in this PWS. The Contractor shall perform to the standards of this contract. The Contractor must ensure their work efforts fully support the mission, objectives, and end states of the MRX.
1.2. Background. the Supporting Company deploys multiple Specialized Intelligence Detachments (SIDs) within the Indo-Pacific Command (INDOPACOM) area of responsibility (AOR) to conduct intelligence operations in support of the Supported Force requirements. To accomplish their mission, the Supporting Battalion must train these SIDs to the standards laid out in the applicable Service Training and Readiness Manuals. Due to the nature of Specialized Intelligence operations, these standards are best trained and evaluated in a Realistic Military Training (RMT) MRX that replicates aspects of the INDOPACOM AOR.
1.2.1. MRX Overview. The MRX produces SIDs capable of conducting the full spectrum of Specialized Intelligence operations within permissive and semi-permissive CI threat environments during competition and crisis. The training audience for the MRX will be approximately sixteen
(16) participants. The exercise emphasizes sensitive HUMINT collection operations in support of overarching operational goals by a simulated higher echelon and integrates with a co-operating Reconnaissance unit's exercise to provide mutual support towards desired training outcomes. The exercise begins with an academic’s block of instruction on Government-designated facilities (OCONUS) from 15 – 28 July 2026 in which participants are trained on foundational Specialized Intelligence skills as well as advanced operational tactics, techniques, and procedures (TTPs).
Participants also integrate into portions of the Reconnaissance Battalion's exercise academic’s phase to generate multi-discipline TTPs and awareness. MRX culminates in a seventeen (17) day scenario driven RMT from 28 July to 15 August 2026 that simulates a permissive to semi-permissive AOR for SIDs to conduct simulated intelligence collection operations. the Supporting Battalion conducts the RMT for MRX at the same time as the Reconnaissance Battalion's exercise in San Diego to simulate interoperability in a shared scenario context. While complimentary, both MRXs are currently run independently of one another and do not require integration for execution.
1.2.2. Realistic Mission Training Description. The RMT portion of the MRX is conducted in San Diego County, California. Units of action from the Supporting Company are tested and validated in their ability to: conduct clandestine human intelligence collection operations in a semi-permissive environment, conduct advanced counterintelligence tasks, conduct advanced digital and biometric forensic exploitation and analysis, and conduct digital and physical force protection activities to match the simulated threat environment. This is accomplished through RMT, highly detailed and developed exercise scenario(s), and specialized red cell and role player integration that, collectively, immerses the students into an exercise setting which replicates an ambiguous, dynamic, and politically sensitive operational environment.
2. Scope of Work. During the period of 28 July to 14 August 2026, the Contractor shall provide a highly specialized red cell surveillance team, subject matter expert (SME) support, and realistic military training (RMT) exercise support services for the MRX.
2.1. Uniqueness of Requirement. The services required are unique and specialized. The Government requires the Contractor to possess an expert-level understanding of the specific Tactics, Techniques, and Procedures (TTPs) taught in the cooperating Reconnaissance Battalion's Advanced Reconnaissance & Surveillance (R&S) "Buzzard" Program of Instruction (POI). This intimate knowledge is critical to provide a realistic and relevant opposing force and an accurate evaluation of the training audience, ensuring interoperability and shared TTPs between the Supporting Battalion and the cooperating Reconnaissance Battalion in both the training and deployed environments.
2.2. Services. The Contractor's services shall include, but are not limited to:
2.2.1. A red cell team capable of conducting continuous physical and technical surveillance. This includes exploiting contractor-provided devices issued to training participants to simulate a modern technical threat. Devices provided shall be or simulate a traditional government issued cellular phone and will be authorized for remote access, physical access, and simulated network interception.
2.2.2. Providing direct feedback and detailed analysis to the Exercise Control (EXCON) group on the training unit’s digital and physical signatures. This analysis must be evaluated specifically against the benchmarks and standards of the "Buzzard" POI.
2.2.3. The recruitment, management, and supervision of all surveillance role players.
2.2.4. The acquisition and management of non-standard lodging (e.g. “Airbnb,” temporary housing) that meets the exercise's operational and security requirements for all training participants. Due to the sensitive nature of the training being conducted, traditional lodging under the Joint Travel Regulation is not suitable. During the conduct of the MRX all lodging will be considered training areas. Exercise participants will conduct specific events within these areas and be subjected to specific training evolutions not appropriate for conduct in uncontrolled, traditional lodging options.
2.2.5. Providing personnel to support EXCON functions, including individual and team evaluations based on the aforementioned "Buzzard" POI criteria.
2.2.6. Participation in all planning conferences and EXCON coordination meetings to facilitate RMT service requirements.
2.3. Government Property. All items and/or deliverables generated by the Contractor under this PWS, and all associated intellectual property, in whatever form, created, generated, or produced under this PWS shall become the property of the U.S. Government in accordance with DFARS 252.227-7989.

3.1.1. Red Cell Surveillance Team. The Contractor shall provide a dedicated Red Cell Surveillance Team. This team must be comprised of SMEs with documented experience in physical and advanced technical surveillance. The team's primary responsibility is to act as a thinking and adaptive adversary for the training audience. They will be responsible for executing surveillance operations and providing feedback on the training unit's signature management, evaluated against the "Buzzard" POI standards.
3.1.2. Project Manager. The Contractor shall designate a Project Manager and an alternate who will serve as the primary points of contact for all contract matters. The Project Manager shall be responsible for the overall performance of the services required by this PWS and will have full authority to act on behalf of the Contractor.
3.1.3. Lodging Manager. The Contractor shall provide a designated Lodging Manager responsible for the acquisition and management of all participant lodging. This individual will handle all logistics related to sourcing, securing, and maintaining appropriate non-standard housing for the duration of the exercise. The project manager and lodging manager may be the same individual for enhanced continuity.
3.2. Red Cell and Evaluation Support.
3.2.1. Surveillance Operations. The Contractor's Red Cell shall conduct simulated surveillance operations against the training audience. This includes physical surveillance (e.g., static, mobile, foot) and technical surveillance, utilizing devices provided to the training participants to replicate a modern threat environment. EXCON will provide contractor with signed copies of all participant Consent to Monitor forms to ensure compliance with applicable laws and directives.
3.2.2. Signature Feedback. The Red Cell will provide continuous, near real-time feedback to the EXCON. This feedback will consist of detailed reports, photographic evidence, and analysis of the training participants' digital and physical signatures, with a specific assessment of their adherence to the "Buzzard" POI TTPs.
3.2.3. Exercise Control (EXCON) Support. Contractor personnel shall integrate into the EXCON to assist with exercise command and control, facilitate scenario events, and provide SME input for dynamic red cell scripting and adjudication. They will also lead the evaluation of the training audience's performance.
3.3. Lodging Acquisition and Management.
3.3.1. Acquisition. The Contractor shall identify, vet, and secure non-standard lodging facilities (e.g., Airbnb, VRBO, corporate housing, commercial apartments) that meet the specific operational and security requirements of the training audience.
