About this file

This is a Performance Work Statement (PWS) for the Internal Revenue Service's (IRS) Large Business and International (LB&I) division to acquire Bloomberg Tax software licenses and support services. The procurement covers approximately 300 individual user license rights each for Corporate Tax Analyzer (CTA) and Income Tax Planner (ITP) software, along with approximately 600 User Technical Support Packages, with a base year period of performance from 4/1/2026 to 3/31/2027 and four optional one-year extension periods through 3/31/2031.

The IRS seeks to continue using Bloomberg Tax software products that have been critical to their tax audit processes for the past 20 years, particularly for complex tax computations like NOL carryforward/carrybacks, foreign tax credits, and alternative minimum tax calculations. The contract requires the vendor to provide software maintenance, upgrades, technical support, and training, including yearly face-to-face and quarterly virtual training sessions for licensed users. The software will be used primarily on government workstations, with comprehensive security requirements for contractor employees, including background investigations, mandatory IT training, and adherence to IRS security protocols.

Performance Work Statement Bloomberg Tax Software Acquisition

Large Business and International (LB&I)

DRAFT

1 Scope Currently, the IRS uses BLOOMBERG TAX software products - specifically Corporate Tax Analyzer (CTA) Income Tax Planner (ITP), and IMS Middleware (IMS M) software. The software license use rights for CTA, ITP, or ITP/CTA User technical support are provided on an annual basis to IRS.

The IRS mission is to provide America's Taxpayers top quality service by helping them understand and meet their tax responsibilities and by applying the tax law with integrity and fairness to all.

In our global environment, Large Business and International (LB&I) works in partnership with taxpayers to develop strategies, integrate technology, and enhance business processes that unilaterally improve compliance with federal tax laws.

A major business initiative for the LB&I Operating Division and Enterprise-wide has been creation of long-range business IT program policies, strategies, and objectives. Our program initiatives help us better identify, select, and deliver work constituting the highest compliance risk.

Utilization of the Bloomberg Tax software makes us responsive to the needs of our customers while applying innovative approaches to customer service and compliance and adapts our examination program to the challenges brought about by the growing number and complexity of filed returns.

With it we:

• Work cases more efficiently and effectively,

• Increase engagement of our taxpayers,

• Improve leverage of technology and data to resolve casework quickly.

• Improve taxpayer communications and collaboration.

IRS’s objective is to continue the use of Bloomberg tax software products by the LB&I and the Appeals business units. The products are used in the completion of Individual and Corporate Tax Audits and require integration with several IRS tax systems.

Bloomberg Tax products Corporate Tax Analyzer (CTA) and Income Tax Planner (ITP) are Commercial off-the-shelf (COTS) products and are available to any entity for purchase without modification. Thus, “what the taxpayer uses is what the IRS uses”. There are no issues with compatibility in reporting when both parties use the same product.

Vendor shall provide Bloomberg Tax software support for custom software integration, development, and maintenance. Tax law changes shall be quickly adapted and integrated with Bloomberg Tax CTA & ITP software.

CTA and ITP have been used in IRS for the past 20 years and the LB&I and Appeals personnel are very familiar with its use.

A considerable amount of time, money and other resources have been invested into getting Bloomberg Tax software to work with IRS systems and, in turn, IRS systems to work with Bloomberg Tax Software.

These resources would not be recouped should it be determined that an alternate product be found and subsequently utilized.

Due to the complexity and size of returns audited by LB&I, neither RGS nor any current ECM tax software adequately meets our needs. Bloomberg Tax software is much more efficient when used for complex tax computations such as NOL carryforward/carrybacks, foreign tax credit, alternative minimum tax, and other calculations needed for LB&I audits. Therefore, Bloomberg Tax software is critical to the work done by LB&I to carry out our mission statement.
