About this file

This is a Draft Performance Work Statement (PWS) for the U.S. Coast Guard's design and installation of replacement Ship's Service and Emergency Switchboards for the 154 WPC Class Cutters (Hulls 1101 through 1138). The contract objective is to upgrade switchboards on Fast Response Cutters currently using older RAACI switchboards experiencing obsolescence and part supply issues, with the goal of improving system commonality across the fleet by retrofitting these vessels with Point Eight Power switchboards.

The PWS outlines a comprehensive process including a feasibility proposal, installation design ship checks, detailed installation planning, prototype installation on two cutters, and comprehensive testing. The contract will have a base 12-month period with four 12-month option years, focusing on providing all necessary labor, materials, and technical support to replace switchboards across 36 cutters. Key deliverables include feasibility reports, installation plans, prototype installations, operational testing, and providing replacement parts to support future installations. The primary performance locations will be the contractor's facility and vessel home ports, with potential additional work at USCG facilities in Norfolk, VA.

DEPARTMENT OF HOMELAND SECURITY (DHS) – U.S. COAST GUARD (USCG)

PERFORMANCE WORK STATEMENT (PWS)

FOR

DESIGN AND INSTALLATION OF REPLACEMENT SHIP’S SERVICE AND

EMERGENCY SWITCH BOARD FOR THE US COAST GUARD 154 WPC CLASS

CUTTER (HULLS 1101 THROUGH 1138)

<Contracting Officer enter final date solicitation is released>

1.0 GENERAL

1.1 Description of Services

This is a non-personal services contract to provide all labor, materials, services, equipment, supplies, power, accessories and facilities to upgrade the Ship’s Service and Emergency Generator Switchboards on the United States Coast Guard (USCG) 154’ Sentinel Class (154 WPC) cutters, Hulls 1101 through 1138. The Government shall not exercise any supervision or control over the Contractor employees performing the services herein. The Contractor’s employees shall be accountable solely to the Contractor who, in turn, is responsible to the Government.

1.2 Background/Scope

Earlier 154 WPC class cutters, also known as the USCG Fast Response Cutter (FRC), utilize Ship’s Service and Emergency Switchboards designed and built by RAACI (Robichaux Automation and Control, Inc.). These are applicable to all Phase 1 cutters (Hulls 1101 thru 1132) and early Phase 2 cutters (Hulls 1133 thru 1138). These switchboards utilize Woodard EasyGen 3200 series controllers and Siemens 3VL circuit breakers and PLCs. The RACCI switchboards use older technology that is currently experiencing obsolescence and part supply issues. Hulls 1139 and up utilize switchboards designed and built by Point Eight Power, incorporated via an Engineering Change Proposal through the acquisition program. To improve commonality of systems and address obsolescence within the FRC fleet, the U.S. Coast Guard seeks to retro fit Hulls 1101 through 1138 with Point Eight Power switchboards. The generator, switchboard model and manufacturer vary based on the hull number as shown below:
