PERFORMANCE WORK STATEMENT (PWS)
TACTICAL ELECTRONIC WARFARE CRITICAL TECHNICAL SKILLS COURSE
AND OFFICER IN CHARGE (OIC)/CHIEF SIGNALS INTELLIGENCE (SIGINT)
FAMILIARIZATION COURSE
1. Background
Navy Expeditionary Intelligence Command (NEIC) has a requirement to procure two (2) specialized training courses. The products and services identified are essential items required for upcoming deployments and for continued operations. NEIC provides Navy and Joint commanders with tactical Indications and Warning
(I&W), Force Protection (FP) and Intelligence Preparation of the Operational Environment (IPOE) through
Signals Intelligence (SIGINT), and Electronic Support (ES) to win decisively in all phases of military operations.
2. Objective
The objectives of the courses are to provide instruction in theory, fundamentals, and practical application of learned theory and knowledge to effectively use equipment in permissive, semi-permissive and non-permissive environments during expeditionary missions.
3. Scope
This Performance Work Statement (PWS) provides requirements for instruction of Tactical Electronic Warfare
(TAC-EW)/ SIGINT personnel. The Contractor shall provide the necessary services to support NEIC in the task areas specified herein. Training will be specifically for military operations. The Contractor shall develop full courses of instruction to train personnel for operations in permissive, semi-permissive, and non-permissive environments.
4. Tasks
The Contractor shall develop two (2) courses of instruction. One course shall utilize basic and intermediate theory, effective employment of specialized equipment and associated tactics, techniques and procedures. The second course shall be a customized TAC-EW/SIGINT familiarization course to include operational employment and policy for Intelligence Exploitation Team (IET) leadership to include Officers-in-Charge and
Leading Chief Petty Officers. Focus of effort shall include communication infrastructures existent outside of the continental United States. Course material shall emphasize minimizing both electronic and physical signature of technical systems employed, the Tactics, Techniques and Procedures (TTP) utilized.
IET members should be able to apply sound repeatable methodologies and techniques on how to effectively plan and execute TITLE 10 and TITLE 50 missions, Own Force Monitoring (OFM), Digital Blue Force
Signature Management, full-spectrum RF surveys and environment characterization, from analog and digital communication to non-communication radio signals. The most effective use of collection equipment in the most realistic training environment is required. Contractor shall provide personnel with demonstrated tactical expeditionary SIGINT experience and demonstrated experience instructing courses and students similar to this course and its prospective students. Course material shall present realistic scenarios to personnel for effective training, including the unconventional and tactical nature of operational missions.
4.1. Course Requirements
4.1.1. The contractor shall tailor course of instruction (COI) covering Title 10 and Title 50 TTPs with special emphasis on the employment of devices and tactics for use in permissive, semi-permissive and non-permissive environments. All instructor-led training and scenario-based exercises shall be tailored to the specified mission. Likewise, training events shall be tailored to specific, emerging mission requirements.
4.1.2. The COI shall provide ten (10) weeks of TAC-EW/SIGINT training for each class of a minimum of two (2) students up to six (6) per class and a two (2) week TAC-EW/SIGINT familiarization course tailored for non-SIGINT leadership personnel. The course shall be tailored to meet specified mission requirements and schedule. The COI may require modification if the unit mission requirements or TTP changes. All required changes shall be brought to the contractor’s attention no later than six (6) weeks prior to the course start date.
4.1.3. Curriculum. The contractor shall develop, tailor, coordinate, and deliver course schedule and curriculum leading up to the first training evolution. The Government representative will communicate required changes to support organizational learning objectives and then approve the final curriculum. Once approved, the contractor shall perform activities associated with the implementation of course activities in accordance with course curriculum. Ongoing training updates shall be accomplished via communication with authorized Government representation plus feedback from students, sponsors, and results from prior training events.
4.1.3.1. 10- Week Course Topics. Contractor shall provide instruction in sequential order for the 10-week
TAC EW/SIGINT COI, to include, the following topics:

4.1.3.1.8. Rover software application fundamentals
4.1.3.1.9. Government Furnished Equipment (GFE) will be provided as listed for Sections 4.1.3.1.10 –

4.1.3.10. GFE: Receiver Set, Portable Direction Finding equipment and software training. TAC-EW operator should be able to demonstrate the ability to:

4.1.3.1.18. One (1) week culminating exercise based on the previous nine (9) weeks of instruction. This exercise shall incorporate the second week of the leadership course to plan and execute mission planning electronic warfare mission sets.

4.1.3.3. The contractor shall provide training in a logical order based on the training topics above.
4.1.4. Course Instruction. Contractor shall provide instructors, rental cars, role player, and facilities for the courses. Course material shall include at a minimum all topics defined herein. The contractor shall carry out necessary pre-course preparation activities prior to the commencement of each course.
These activities shall include:
4.1.4.1. Coordination with host activities and survey of actual sites and training venues.
4.1.4.2. Preparation of student course material.
4.1.4.3. Coordination of hotel or other venue rentals needed to affect training in a realistic environment.
4.1.4.4. Configuration and testing of the Government-furnished equipment (GFE).
4.1.4.5. Coordination of any supplemental instruction aides.
4.1.4.6. Operation exercise planning and rehearsal.
4.1.5. The contractor shall prepare both courses prior to execution of the ten (10) week course. The contactor shall coordinate with host activities and end-users receiving training, prepare training support items, and completion of required exercise rehearsals.
4.1.6. Course instruction shall emphasize knowledge, theory, and practical application of the material.
The contractor shall teach students operation of equipment with emphasis on practical application use of the equipment in real-world operational environments.
4.1.7. Student Study Guide. The contractor shall create and deliver a Student Study Guide of reference material. The Student Study Guide should include individual sections for each subject listed in paragraph 4.1.3 above. Student Study Guides shall aid students in maintaining the skill level acquired while attending the course.
4.1.8. Student Evaluation of Course. Contractor shall develop a course evaluation form to be completed by students throughout the duration of the course. An evaluation shall be completed by each student to be provided to the designated Government representative and shall not be reviewed by the Contractor. Contractor shall administer course evaluations with the objective to receive honest evaluations of course material, instructors, and support personnel as well as protect student privacy. Contractor shall administer and deliver student evaluations at the end of the second, fourth, sixth, eighth, and tenth weeks.
4.1.9. Instructor Evaluation of Students. Contractor shall evaluate student's mastery of course material at a minimum of once a week. Evaluations shall test students on both material presented that week, and cumulative knowledge since the beginning of the course. Emphasis should be given to how effective a student practically employs equipment utilizing the taught theories and TTPs.
Evaluations shall be given to the designated Government representative at the end of the week's instruction. Evaluations shall be in Contractor’s format.
4.1.10. All training will incorporate realistic, live and or recorded RF signals to scenario-based exercises designed to both provide mission-unique training and situational elements, and impart experiential learning techniques to ensure all training is fully grasped by the students. Each course will end in a culmination exercise and results of student knowledge, skills, and abilities shall be documented for qualification purposes.
4.1.11. At the conclusion of training, the student will be able to plan and conduct basic and intermediate
TAC-EW/SIGINT activities to support a variety of real-world missions in a variety of environments and settings. Each student will be evaluated for their ability to employ and manage equipment assets, testing of creativity and adaptability in uncontrolled, exercise-based environments and situations.
4.2. Facility Requirements
4.2.1. Training will be conducted at the Contractor’s facility. The facility shall include, realistic scenario training areas to enhance exercises reinforcing skills taught during classroom evolutions. The classroom shall accommodate up to six (6) students and their equipment, with restroom facilities and adequate lighting. Scenario training areas shall enhance role playing credibility and provide students a controlled environment in which to refine skills. The facility shall be owned or leased by the Contractor and the Contractor shall provide verification of facility during course date coordination. Additional locations shall be considered Mobile
Training Team (MTT) Sites. There is no minimum or maximum space for the facility or scenario exercise location.
4.2.1.1. All Training facility/Scenario Exercise location(s) shall be within thirty (30) miles from Naval
Air Station Oceana Dam Neck Annex, Virginia Beach, VA.
4.3. Personnel Requirements
4.3.1. Program Manager (PM). The contractor shall assign a program manager to work closely with a designated Government representative. PM shall be responsible for personal management, management of Government material and assets, and contractor personal and facility security.
4.3.2. Instructors and Subject Matter Experts (SMEs). The contractor shall provide instructors and
SMEs that have a minimum of five (5) years’ experience supporting highly specialized training needs of tactical expeditionary operations and other Government customers.
4.3.3. In addition to the above required instructor qualifications, the contractor team shall have a minimum of two (2) years’ experience teaching the following:
4.3.3.1. Commercial communications infrastructure to include GSM, CDMA, UMTS, LTE, 5G and Wi-Fi
4.3.3.2. Vehicle and dismounted operations
4.3.3.3. Low Visibility/Low Signature (LV/LS) operations
4.3.3.4. Tactical ES/EW/SIGINT equipment
4.3.3.5. Electronic and physical signature reduction
4.3.3.6. OFM and Blue Force signature management
4.3.3.7. Planning and executing Title 10 operations
4.3.3.8. Planning and executing Title 50 operations
4.3.3.9. Operating highly complex and relevant scenarios
4.3.4. Role Players. Contractor shall include role-playing agents ("rabbits").

6. Government Furnished Equipment (GFE)
6.1. GFE includes the technical equipment necessary to meet the customer’s specific mission requirements. GFE will be provided for the duration of training only. Note: Government will coordinate with the contractor in the event technology isn’t available to support the training and will adjust the curriculum as appropriate. List as follows:

6.2. Contractor shall be responsible for proper storage and security of GFE while at the Contractor’s site and training location(s).
7. Other Unique Requirements and Considerations
7.1. Government representative will monitor students and initial delivery of equipment. The representative will be responsible for providing fully functioning GFE to students at all times.
Contractor shall maintain equipment in accordance with FAR Part 45 Government Property.
8. Place of Performance
8.1. Training shall be conducted at the Contractor's facility and must be within a thirty (30) mile radius of Naval Air Station Oceana Dam Neck Annex, Virginia Beach, VA.
9. Intelligence Oversight
9.1 The contractor shall carry out their authorized intelligence and intelligence-related activities in strict conformity with the U.S. Constitution, applicable laws, Executive Orders (E.O.), and other relevant directives.
9.2 The contractor shall report any Questionable Intelligence Activity (QIA) or Significant or Highly
Sensitive Matters (S/HSM) immediately upon discovery, without waiting for substantiation, to the
COR and TA.
