1.0 INTRODUCTION:

The purpose of this contract is to provide comprehensive advisory, analytical, and integration support to the Joint Staff J‑4 in fulfilling its responsibilities for joint logistics strategy, governance, operations, sustainment, and modernization. Contractor support will ensure the Joint Logistics Enterprise (JLEnt) remains responsive, resilient, and globally integrated to meet the demands of the National Defense Strategy (NDS) and National Military Strategy (NMS).

All work performed under this PWS shall align with the 2025 National Defense Strategy and the Secretary of War’s 25 January 2025 Message to the Force, emphasizing restoration of the warrior ethos, military readiness, and deterrence against key threats.

2.0 BACKGROUND:

The Joint Staff J‑4 serves as the global logistics integrator and principal advisor to the Chairman of the Joint Chiefs of Staff on logistics and sustainment matters. J‑4 develops and implements policies, strategies, and plans to optimize joint logistics capabilities, integrate global requirements, and sustain operational readiness.

By collaborating with Combatant Commands, Services, and interagency partners, J‑4 ensures effective delivery of resources, infrastructure, and support across all domains. J‑4 identifies capability gaps, recommends investment priorities, and advances contested logistics concepts to maintain readiness and operational superiority.
