1.0. SCOPE

1.1 Overview

1.1.l Scientific and technical intelligence analysis is required by the Missile and Space Intelligence Center (MSIC) of the Defense Intelligence Agency (DIA). The emphasis of this effort is to assess the theory of operation, characteristics and performance, physical

characteristics, signatures, vulnerabilities and employment of defensive systems. The contractor shall provide coherent and integrated analysis of data related to a variety of defensive weapon systems and using countries. The contractor shall perform the analysis, evaluation, assessment, and documentation of intelligence information on current and future defensive systems, including the subsystems, components, and technologies of each system.

The contractor shall support the acquisition/exploitation of defensive systems foreign materiel.

The contractor shall develop digital models, simulations, and hardware representations of defensive systems and computer-based analytical tools needed to assess foreign defensive system capabilities and vulnerabilities. The contractor shall input parametric data, develop algorithms, and provide quality control of defensive systems databases. Information from data sources shall be used for engineering and scientific assessments and for long-range forecasts of developments in areas ofinterest.

1.1.2 The defensive system components of interest include associated radars; active, passive, and semi-active seekers; kinetic kill vehicles; directed energy weapons; electro-optical and infrared sensors; launchers; missiles and all missile related subsystems; command and control assets; physical and emitting decoys; system :support and maintenance equipment; and related items.

1.1.3 Required expertise shall include detailed knowledge of missile structures, propulsion systems, guidance and control techniques, position, navigation and timing (PNT) techniques, advanced upper stage/ ACM systems, countermeasures and counter-countermeasures, radar systems, electronic designs, antenna designs, transmitters, signal processing techniques, fuzing systems, warheads, launchers, aerodynamic principles, sensors, computers, directed energy devices and technologies, power sources, optics, command, control, communication, and computer (C4) systems, battle management structures, weapon systems trends and forecasts, signature predictions, threat definition, force structures, survivability techniques, system integration, system employment, and system operational factors.

1.2. Definitions

1.2.1 Data sources shall include any source of intelligence data specifically collected by any collection method from any intelligence data. source such as foreign instrumentation signals (FIS), electronics intelligence (ELINT), measurement and signature intelligence (MASI

N

T), geospatial intelligence (GEOINT), human intelligence (HUMINT), communications intelligence (COMINT), open-source intelligence (OSINT), and foreign materiel exploitation

(FME).

1.2.2 Defensive systems shall include air defense (AD), surface-to-air missile (SAM) systems, anti-tactical ballistic missile (ATBM) defense, ballistic missile defense (BMD), anti-satellite (ASAT) defense, anti-tank guided missile (ATGM) systems, and directed energy weapons (DEW) for AD, ASAT, and BMD.

1.2.3 Directed energy weapons shall include any low-energy laser (LEL) or high-energy laser (HEL) weapons, particle beam weapons (PBW), both narrow-band and wide-band radiofrequency (RF) weapons, high powered microwave (HPM), and electro-dynamic kinetic energy weapons (EDKEW) used for AD, missile defense, or ASA T.

2.0. SPECIAL CONTRACT REQUIREMENTS. The following subsections shall contain a list of special instruction and requirements for the contract.
