The COR is the Direct/Primary Point of Contact throughout the contract’s period of performance to ensure adherence to performance and the scope of work as described in the Performance Work Statement (PWS). All contract and performance-related communication must be directed to the COR. The COR is the sole, primary point of contact for ensuring adherence to the Performance Work Statement (PWS), and all other contract and performance-based matters.

iv. The Technical Assistants (TAs)/Technical POCs are assigned to each task order to provide their expert knowledge of tasks assigned to the vendor and assist the COR with contract administration. The technical POCs may assist the COR in executing assigned inspection areas and contractor performance oversite duties; however, they may not provide any guidance or clarification directly to the contracting companies or their representatives for questions or issues pertaining to the contract, contract interpretation, or performance-based matters. Any clarification needed by the TA or the vendor should be brought to the attention of the COR for appropriate action. If a TA reaches out directly to you or any of your company’s representatives with contract issues or clarifications, please refer them to the COR, who will address the issue as needed and report to the KO if necessary.

Situational telework allows the opportunity to provide successful performance during special circumstances, during inclement weather, potential government closures, and allows a flexible schedule for doctor appointments and such. Situational telework is a voluntary arrangement, requiring concurrence between the employee's supervisor, approving official or their designee (contractor's employee) and eligible employees. The opportunity to telework can be terminated by the employee's supervisor, approving official, or their designee, if an employee's performance is not meeting the prescribed standards or if their continued participation fails to meet the organizational mission requirements listed within the PWS.

i. For telework accountability and planning purposes, the employee should communicate with their supervisor regarding the tasks they are undertaking and the expected hours of performance. The employee's supervisor or official approver should communicate this information to the Contracting Officer's Representative (COR) and Technical Assistant (TA) for work expectations, office coverage, mission critical tasking, and other transparency purposes.

ii. Situational telework may require advance notice of at least one business day for planning and workload purposes. Should telework be requested on the same day as worked, a written notification from the contractor PM or Site Supervisor to the COR and TA is sufficient on a case-by-case basis and is intended as a singular event, non-recurring in nature.
