2.0 Description.
2.1 Purpose. The purpose of this action is to establish a contract to support, maintain, and improve DMLSS-FM/LogiCole, and through DMLSS-FM/LogiCole, ensure maintenance of BUMED’s inventory in the DHA BUILDER, Maximo or GFEB database, provide data quality control between these systems and Navy iNFADS, and for BUMED and Navy Medicine Readiness activities worldwide. Additionally, this action will introduce and establish Chief of Naval Installation Command’s (CNIC) standard facility software platforms to include Maximo and eProjects, and their fiscal relationship with iNFADS and evaluate the need to fully transition away from DMLSS-FM/Logicole during the course of this contract.
2.2 Background. BUMED currently occupies approximately 2.9 million square feet in non- MTF (Military Treatment Facility) medical readiness, research, and support facilities.
This encompasses three Navy Medical Forces region commands with approximately 273 medical non-MTF facilities worldwide. BUMED is responsible for approximately 569,000 square feet of these facilities, with a PRV of approximately $238.6M. BUMED’s Facility Management Program strategy is to provide a reliable inventory of facilities that meet specific codes and standards, maintain accreditation, and provide the best possible environment for staff supporting the critical medical readiness mission.
BUMED’s Facility Management Program strategy is to provide a reliable inventory of facilities that meet specific codes and standards, maintain accreditation, and provide the best possible environment for staff supporting the critical medical readiness mission.
BUMED’s portfolio may change during the course of the contract. For example:
1. BUMED may in the future be responsible for approximately 1.6 million square feet in non-MTF (Military Treatment Facility) medical readiness, research, and support facilities that have a plant replacement value (PRV) of approximately $705M.
BUMED may then occupy an additional 1.2 million square feet as a tenant. This encompasses three Navy Medical Forces region commands with approximately 273 medical non-MTF facilities worldwide.
2. Congress may direct the transfer of Public Health and/or Medical Readiness facilities from Department of Navy to DHA. This would decrease the size of BUMED’s real property portfolio.
3. The 2019 MUIC transfer of certain facilities from BUMED to CNIC per OPNAVINST
11013.4 Note these facilities will be referred to as CNIC Transferred Facilities or CTFs for the purpose of this document.
The Defense Medical Logistics Standard Support (DMLSS) Program is a partnership involving medical logistics, medical information management, medical information technology, and user communities. Please note: LogiCole is the technical refresh of and successor to DMLSS which will replace DMLSS gradually over the next 1 year. In this PWS, subsequent mentions of DMLSS will mean both DMLSS and LogiCole as applicable.
The DMLSS mission is to improve responsiveness of medical logistics support. The DMLSS Program accomplishes this by implementing business process innovations that increase the effectiveness of medical logistics support and reduce operating cost. The Facility Management (FM) application provides a powerful management tool for standardizing facility management programs throughout the DoD healthcare industry. It provides improved resource management of new and existing medical readiness facilities by enhancing the facility managers’ ability to track and manage facility assets from individual rooms and Real Property Installed Equipment (RPIE) items to entire buildings and facility systems. DMLSS- FM provides the facility manager with funds management capability for budgeting, tracking, and scheduling maintenance projects by providing a more effective means of monitoring, tracking and documenting building conditions, the Joint Commission Statement of Condition (SOC), Plan for Improvement, and other regulatory/safety management programs.
On 19 January 2010 the Assistant Secretary of Defense for Health Affairs issued a Memorandum stating the DOD requirement for implementation of a common process that incorporates BUILDER as the Sustainment Management System (SMS) for facility conditions assessments. The BUILDER database and DMLSS database have common, related data elements that require management oversight and updating. BUILDER will identify work items that require validation. Once validated, work items from BUILDER must be tracked and executed through DMLSS FM work requests and/or requirements with BUILDER updated as the work items are executed. BUILDER sections must be updated when projects are executed through DMLSS FM. The interrelationship between the two databases requires a coordinated effort for successful sustainment and maintenance.
In order for BUMED to sustain long-term improvements in the utilization of DMLSS- FM and BUILDER and in effort to standardize business processes, maintain current data and update data to meet new standards and mandates necessary qualified support personnel must be provided to BUMED Activity Facility Managers.
Furthermore, the 2019 MUIC transfer to CNIC has required that NAVFAC facility management procedures processes and tools be incorporated into BUMED facilities management approach. The understanding and role of CNIC’s IMIG and RMIG process is vital for properly communicating to NAVFAC and CNIC for SRM and MILCON projects requirements. The use of MAXIMO, eProjects and EPG will be critical to the tracking and implementation of both RM and ST projects.

9.4 To support long-term performance tracking, the contractor will benchmark the performance of BUMED readiness facilities and build performance graphs that compare the performance metrics of readiness facilities by facility type.
9.5 To prepare for the next audit year, facilities on BUMED's energy audit list will be reviewed to identify and make any needed changes to the list prior to energy audit contract award (this is done annually because conditions at targeted sites can change over time making a targeted site no longer appropriate for an audit in an upcoming year).
9.6 Collect and Validate Utility Data and Assess Existing Utility Metering
9.7 The contractor will acquire utility data from completed audits, validate annual facility consumptions and allocations for audited facilities, archive the data, and generate and track performance metrics for BUMED’s audited readiness facilities. These are critical steps to assure reliable data that is used to inform energy and water program management actions. In addition, the contractor will assess the penetration of advanced utility metering at BUMED facilities. Contractor will acquire and archive facility energy and water use data for audited facilities (11 buildings/year). As part of the archival, the contractor will validate annual utility consumptions and allocations for all facilities (this assures reliable data to support future energy & water management decisions). For BUMED’s portfolio of readiness facilities, the contractor will build an Energy Star Portfolio Manager account and use it generate and track performance metrics for audited facilities. These metrics will be based on the utility data acquired from facility energy audits. Contractor will also assess the efficacy of the U.S.
Navy’s Advanced Metering Infrastructure (AMI) utility meter installs as it relates to BUMED’s readiness facilities undergoing periodic energy audits.
