3.0 BACKGROUND.
· The Bureau of Reclamation (BOR) has a museum collection that includes seven (7) interpretive dam models, and a wall map that were made by hand using unique techniques no longer utilized in model building. The objects are estimated to be over seventy years old. The objects were created in the 1940’s and 50’s to showcase BOR work to congress and the American public. The objects were accessioned into the Mission Support Organization (MSO) museum collection to formally recognize their importance and conserve them.
· The objects are unprotected and on display in an industrial workspace where debris and detritus are regularly in the area and ultimately collect on the objects. Recently, unauthorized contract personnel not trained nor proficient in object conservation attempted to restore the objects. As a result, the objects are considered damaged due to the materials and techniques used by untrained and unauthorized personnel.
· BOR is seeking on-site services in building 56 on the Denver Federal Center (DFC) that will mitigate the damage from unauthorized restoration, stabilize previous damage and structural instabilities, conduct a thorough cleaning of the objects and install protective measures on each object to ensure their conservation. This work is pivotal in the conservation and preservation of museum objects that help tell the history of the Bureau of Reclamation.
· Work will include movement of the object from their current location to a designated space within the same building to conduct the preservation work. Work will also include lead paint sampling, cleaning of each object, stabilization of previous damage and mitigation of the unauthorized restoration attempts as well as protecting the objects from future deterioration.
