Performance Work Statement

For

Maintenance and Repair of Vehicles and Equipment

At

Various Air Force Installations, CONUS

Air Force Civil Engineer Center (AFCEC) Wildland Fire Branch (WFB)

1.0 Introduction

This Performance Work Statement (PWS) provides the details of the services to be provided at various Air Force Installations throughout the Continuous United States (CONUS) in support of the Air Force Wildland Fire Branch (AFWFB).

2.0 Background

The primary mission of the Air Force’s Wildland Fire Management Program is to conduct prescribed fire and mechanical fuel reduction for the purposes of ecosystem management and hazardous fuels reduction on all lands managed by the Air Force, on its installations located in all states and territories, in accordance with all Federal environmental laws and regulations, including the Sikes Act. As such, the AFWFB utilizes various vehicles and equipment on a daily basis that must be maintained and/or repaired when necessary. Thus, it is necessary to provide ongoing preventative maintenance and corrective maintenance or repair services when required.

3.0 Objective

In carrying out work assignment(s) issued under this PWS, the Contractor shall provide for the servicing, maintenance, and repair, including minor and major repairs (e.g. overhaul, modification, or refurbishing), of designated equipment, vehicles, and associated items currently being utilized at our Wildland Support Modules (WSMs). See Attachment C for geographic locations. For this PWS, the Contractor can be the manufacturer or its approved vendor. The Contractor and its vendors shall be, at a minimum, ASE (Automotive Service Excellence) certified, including specific certifications for heavy equipment mechanics, as well as those covering diesel engines, hydraulics, and electrical systems, if applicable. The intention of this PWS is to obtain said services on an as needed basis. The Contractor shall perform such services at a time mutually agreed upon by the WSMs and Contractor. The Contractor must provide all management, supervision, labor, parts, material, tools, incidental engineering services, and transportation necessary to perform maintenance, repair, inspection, testing, and component replacement to keep equipment operating as originally specified by its manufacturer or modified with the approval of the Air Force.

For the purpose of this requirement, preventive maintenance (PM) is a proactive, scheduled approach designed to prevent equipment failure through routine inspections and applicable tasks. Corrective maintenance (CM) is reactive, repairing equipment after it breaks down, including major repairs. Generally, the objective of PM is to maximize the life of the equipment and reduce downtime while CM’s goal is to restore functionality.

4.0 Scope

The Contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and non-personal services necessary to perform PM and repair services (CM), including disposal of hazmat (i.e. oils, lubricants, sealants, etc.). The Contractor shall make requested purchases needed to perform the periodic/impromptu corrective maintenance or repair of equipment. Additionally, the Contractor, without additional expense to the Government, must obtain all licenses, permits, and insurance required to perform the work in this PWS, if necessary. The Contractor must comply with all applicable federal, state, and local laws. If necessary, evidence of insurance, licenses, and permits must be provided to the Contracting Officer prior to commencing work. Final approval of estimates/repairs is needed by the COR.

4.1 Inspection and Scheduled Preventive Maintenance:

The Contractor shall provide periodic PM inspections as defined by equipment specifications, for at a minimum annually, with an option to request service visits for unexpected maintenance request and PM service support to ensure proper and serviceable operation of equipment. All PM services times and schedule would best be aligned during the AFWFB Module “off seasons” (see Attachment D). The contractor shall stay in accordance with original equipment manufacturer (OEM) guidance and approved industry/commercial practices and standards. The Government will provide uninterrupted access to vehicles or equipment that is maintained. If the Contractor cannot complete this task on the installation, the Government may be able to ship equipment to the contractor’s facility. However, prior notice (30 days minimum) will need to be provided.

The Contractor shall source/provide any parts and fluids necessary for scheduled PM, and perform any repairs, replacement and/or modifications necessary to return the equipment to fully serviceable/operational capability.

Any additional repairs/parts needed not specified in scheduled PM shall be immediately reported to the authorized personnel of the serviced WSM. Authorization to proceed must be provided prior to beginning work or ordering parts. See section 4.2.

The Contractor shall provide maintenance service reports to the CO/COR of all PM services performed a maximum of 30 days after completion (See section 7.1).

4.2 Repair and Unscheduled Corrective Maintenance:

The Contractor shall source/provide any parts and fluids necessary for repair, and perform any repairs, replacement and/or modifications necessary to return the equipment to fully serviceable/operational capability. The Government will provide uninterrupted access to vehicles or equipment that is maintained. If the Contractor cannot complete this task on the installation, the Government may be able to ship equipment to the contractor’s facility. However, prior notice (30 days minimum) will need to be provided.

Any repairs/parts needed and not specified in scheduled maintenance shall be reported to the COR with a written estimate to include all elements (labor hours, parts, consumables, etc.) to complete the repair and return the equipment to fully serviceable/operational capability. Depending on complexity of repairs, completion of CM/repair and return of equipment is expected to be within a maximum of 30 days.

The Contractor shall respond to any request for emergency repairs/CM within 24 hours of receiving said request. Repair services shall be performed at a time mutually agreed upon by authorized personnel of the serviced WSM and Contractor.

The Contractor shall provide maintenance service reports to the CO/COR of all PM services performed a maximum of 30 days after completion (See section 7.2).

5.0 Hazardous Materials/Waste

During maintenance and repair on Air Force (AF) property, the Contractor shall be responsible for complying with all federal, state, and local regulations regarding hazardous materials (HAZMAT) and hazardous waste (HAZWASTE) if any, as outlined in AFI 90-821 Sections 1.2.1.2, 1.2.1.3 . The Contractor shall be responsible for the safe handling, storage, and proper disposal of hazardous materials they bring onto and/or leave with the installation, including maintaining Material Safety Data Sheets (MSDS) and complying with OSHA regulations (29 CFR 1910.1200). Additionally, the Contractor shall properly dispose of all hazardous materials (i.e. petroleum, oils, lubricants, sealants, etc.) derived as a result of maintenance and/or repair of equipment and engines. Upon completing any work, the Contractor shall leave the area clean, neat, and orderly.

6.0 Place of Performance and Hours of Operations:

Place of performance for services shall be performed at Government owned facilities as specified in Attachment A - AFWFB Module Locations and Attachment C – Geographic Locations. Normal working/business hours will be Monday to Friday 0700-1600, except federal holidays.
