PERFORMANCE WORK STATEMENT
FOR
ACCESS CONTROL SERVICES

1.0 DESCRIPTION OF SERVICE: The contractor shall furnish all labor, transportation, materials, tools, supplies, equipment and supervision necessary to perform maintenance, repairs, and upgrades on access control systems located at William A. Jones III Building, 1500 West Perimeter
Rd, Joint Base Andrews, Maryland. The aforementioned service shall include the entire access control system; networked and standalone, all associated hardware listed in Appendix A, software/firmware repair, updating and renewal, associated wiring, power supplies, door closures, locking hardware, remote call-in lockdown activation/deactivation, and all other components and capabilities of the access control system within building 1500. The maintenance, repair, and inspection of the access control systems for the building shall adhere and comply with applicable Occupational Safety and
Health Administration (OSHA) standards, in addition to manufacturer’s equipment specifications and recommendations.
1.1 SEMI-ANNUAL PREVENTATIVE MAINTENANCE: The purpose of this work is to prevent and correct equipment deficiencies, minimize breakdowns and service interruptions, extend systems life and maximize efficient operation. The contractor shall perform semi-annual preventative maintenance to maintain proper function of the access control systems. Preventative maintenance shall include software and firmware updates, print driver installation and updates, battery replacements, testing of door operation, and adjustments to doors, locks, and panic hardware. See paragraph 1.4, Reimbursable Parts. The contractor shall back up system information prior to all upgrades, updates or agreement renewals to prevent data loss. The contractor shall immediately notify the Contracting Officer Representative (COR) of any doors that cannot be secured. The contractor shall provide up to 30 minutes of technical support/software overview to operator upon request during each scheduled preventative maintenance visit. Additional support would be requested as a service call.
1.1.1 PREVENTATIVE MAINTENANCE REPORT: The contractor shall provide the COR with a report detailing preventative maintenance preformed and any insufficiencies identified within five (5) business days. When identified, the contractor shall notify the COR of any equipment requiring parts or replacement with an estimated cost of parts and labor hours required to accomplish the repair as soon as possible, but no longer than two (2) business days from identification. The COR will then approve or disapprove the repair as a service call.
1.1.2 FIELD VERIFICATION: The contractor shall field verify the information provided in
Appendix A when conducting preventative maintenance and make notes of any changes so the appendix list can be updated, if needed.
1.1.3 SCHEDULING: The contractor shall provide a preventive maintenance schedule within 15 days after award to the COR for all preventative maintenance work.
1.2 CONTRACTOR QUALIFICATIONS: All work shall be performed by technicians with the below certifications which must remain current throughout the life of the contract.

Software House Dealer Certification
All technicians shall be General Services Administration (GSA) certified when repairing/replacing all GSA door locks, such as X08, X09 & X10 and mounting hardware
(LKM)
1.3 SOFTWARE SUPPORT AGREEMENT RENEWAL: The contractor shall purchase and install the annual software support agreement for the access control software each year, prior to expiration. The existing access control system software is Software House C-Cure 9000. The contractor shall ensure that the software support agreement is registered to the 316th Mission Support
Group Facility Management Office, Joint Base Andrews, MD 20762. The contractor shall provide all associated packaging, paperwork and user guides to the COR/system user and an overview of all updates and changes to the system.
1.4 SERVICE CALL REPAIRS: Service repairs are those deemed necessary by the government between preventive maintenance intervals. The contractor will be contacted by the COR to authorize unscheduled maintenance. Service calls may be in the form of routine or emergency calls as determined by the COR office. Service call repairs shall be free of charge to the Government if warranties apply. All deficiencies shall be corrected during the service call repair whenever possible or within a maximum of one (1) additional business day. If parts must be ordered, then the contractor must notify the COR immediately after realizing the need to order the part with an estimated delivery date for receipt of part and completion of the service call. If more time is required for repair in question, additional time will be considered and/or allotted on a case by case basis. The contractor shall have all equipment and material required to start work upon arrival at the service location. All repair work shall be accomplished in accordance with industry standards and manufacturer’s recommendations using parts specified by the manufacturer or items of equal quality. Downtime of the system shall be kept to an absolute minimum. The contractor must notify the COR of all projected downtime and estimated time for repair. Also, if by chance a door has not been listed by error or addition, the preventative maintenance will not be required until a contract modification is sanctioned.
However, a service call and repair can be accomplished when notified by the Government utilizing repair funds. Upon arriving to JBA the contractor shall notify the COR prior to the start of work. The
COR will annotate the start time on the contractors service ticket. The contractor shall only bill for the time on site, drive time to and from site will not be included in billing. The contractor shall ensure a clean job site that is acceptable to the COR at end of each work day.
When requested by the Government, the Contractor shall provide equipment hookup to the existing monitoring system, startup and/or shut down, service outage for restoration or other similar work resulting from modifications to a building or system, as a routine service call.
Upon request, the contractor shall program new equipment, regardless of installer, into the access control software allowing for immediate activation and use of newly installed equipment. This may include items such as doors that have been upgraded to include access control capabilities, or potential installation of cameras for which the access control system is capable of monitoring. This service shall be requested by the COR as a service call.
1.4.1 SERVICE HOUR. In a firm fixed price contract a service hour consists of all personnel, management, tools, and equipment necessary to accomplish a repair or service call for each hour on the job site. It does not include travel time, or breaks taken while on the job site.
1.4.2 ROUTINE (NON-EMERGENCY) SERVICE CALLS: The contractor shall respond on site to non-emergency service calls within two (2) business days of notification. Normal Duty hours are 7:00 a.m. – 4:00 p.m. EST, Monday through Friday.
1.4.3 EMERGENCY SERVICE CALLS: The contractor shall respond on site to emergency repair calls within two (2) hours of notification.
1.4.4 SERVICE CALL TICKETS. The contractor shall maintain service call records and ensure all records are accurate, current, and provide sufficient data for accounting purposes. Service tickets must have a unique identification number and shall include the date work was issued, the work location, the equipment serviced, a description of service performed and a description of reimbursable parts and their costs. Only service tickets which have been annotated by the COR with the start time, completion time and the COR's signature will be accepted for payment. A copy of the service ticket shall be provided to the COR at the completion of each service.
1.5 REIMBURSABLE PARTS. The contractor shall be responsible for obtaining all parts necessary for the performance of this contract and shall be reimbursed at cost. The contractor shall obtain at least three (3) quotes, if possible, for all individual parts in excess of $3,000. For the purpose of reimbursement, the contractor must submit invoices and supporting documentation. Vendor receipts shall be original.
1.6 DAMAGES. The contractor shall take precautions to prevent damage to government property.
The contractor shall repair or replace damaged items at no additional cost to the government. Once notified of the problem the contractor shall start the process of correcting the damage within one hour.
1.7 INVOICE Contractor shall submit invoices no longer than 15 days after completion of services so the Government can keep realistic track records of funding used and available for planning additional work if needed.

3.0 GOVERNMENT FURNISHED PROPERTY AND SERVICES.
3.1 UTILITIES: The Government will furnish basic utilities necessary to perform maintenance.
3.2 SECURITY, FIRE, and MEDICAL SERVICES: The Government will provide police and fire protection. In the event of a medical emergency, base ambulance service for transporting an injured employee to a local hospital is available on a cost reimbursement basis.
4.0 GENERAL INFORMATION
4.1 QUALITY ASSURANCE: The government will inspect all work performed by the contractor.
Work performance shall be deemed satisfactory and acceptable to the government when the approving official declares the project satisfactory. The government will document all inspections. Contractor shall provide proof of manufacturers and installer qualifications.
4.1.1 EMPHASIS ON GOVERNMENT AUTHORIZED REPRESENTATIVE: Work performed outside the scope of this contract’s performance work statement is not authorized by the Contracting
Officer and is performed at the Contractor's own risk and responsibility.
4.2 INDIVIDUAL POINT OF CONTACT: The contractor shall provide to the Contracting Officer and COR a toll free or local means of communication by which to be contacted during and after normal duty hours (e.g., cell phone number) to meet the required timelines as noted in this PWS.
4.3 NORMAL DUTY HOURS: Normal duty hours are from Monday through Friday, 7:00 a.m. EST to 4:00 p.m. EST.
4.4 GOVERNMENT HOLIDAYS: New Year's Day, Martin L. King, Jr. Day, President's Day, Memorial Day, Independence Day, Columbus Day, Labor Day, Thanksgiving Day, Veteran's Day, Christmas.
4.5 SECURITY REQUIREMENTS: All contractor employees shall carry contractor photo identification at all times. Contractor employees shall comply with any base security measures implemented at all times. This includes, but is not limited to, vehicle and goods searches and identification checks during times of increased security. All personnel employed by the contractor in performance of this contract, or any representative of the contractor entering the government installation, shall abide by all security regulations of the installation.
4.5.1 The contractor shall be responsible for the action of any of their subcontractors and their employees who are working on Joint Base Andrews.
4.5.2 The contractor and subcontractor, if hiring U.S. citizen(s), shall ensure that they are in possession of a valid state driver’s license or state issued identification card and birth certificate. If the employee/hiree is not a U.S. citizen, the contactor and/or subcontractor may hire non U.S.
citizens if they are in possession of a Green Card, Social Security Card, Resident Card, Work Visa and state issued identification card. If driving on base, a state driver’s license and insurance is required.
4.5.3 FEDERAL CRIMINAL HISTORY BACKGROUND CHECK: The contractor and all employees of the contractor requiring access to JBA controlled areas, to include all areas within the pathfinder fence, will be required to successfully undergo a federal criminal history background check and be fingerprinted. The contractor shall be responsible for all costs associated with fingerprinting and the federal criminal history background check. The authorization number is

4.5.4 WEAPONS: Weapons of any sort are not authorized on JBA, this includes guns, knives, swords, nun-chucks, brass knuckles, or any other weapon that has a sole purpose to injure or maim.
Combination tools such as Leatherman and small pocket knives with folding blades less than four inches are authorized if used in the performance of duty. Those found in violation of this directive are subject to apprehension, criminal charges and debarment from the installation.

4.6 ILLEGAL CONTROLLED SUBSTANCE: The U.S. Federal Government is the most vocal opponent of the drug industry and it has set the de facto international standards regarding the legality and illegality of different drugs. Illegal controlled substances and narcotics are not authorized on
JBA. Controlled substances may not be transported on the installation via vehicle or on an individual person. Marijuana/cannabis, cocaine, crack cocaine, LSD, methamphetamine (meth), heroin, anabolic steroids, and psilocybin mushrooms are some of forbidden substances (this list is not all inclusive). Prescription medications are authorized for the person the medication is issued to;
however, the medication must not be expired and the label must clearly indicate the name of the person the medication is issued to. Otherwise, the prescription medication may be deemed illegal by the law enforcement officials. Those found in violation of this directive are subject to apprehension, criminal charges and debarment from the installation.
4.7 BASE ACCESS: Identification cards and vehicle registrations shall be obtained from the
Visitor Control Center (building 1832) located at the main gate entrance of JBA. Owners must present valid drivers' licenses, current registration, proof of insurance, and any other information deemed necessary to obtain a vehicle pass. While on the premises of JBA or any of its affiliate sites, contractor personnel shall represent themselves as non- government employees by conspicuously displaying badges at all times.
4.7.1 Lost vehicle and entry passes shall be reported immediately to Security Police and the COR.
4.8 PHYSICAL SECURITY: The contractor shall be responsible for safeguarding all government property provided for contractor’s use. At the end of each shift, all government facilities, equipment, and materials shall be secured. The contractor shall be responsible for providing and placing all barricades and safety devices during any activities and comply with all Occupational
Safety and Health Standards (OSHA).
4.9 RETRIEVING IDENTIFICATION MEDIA: The contractor shall retrieve all identification media, including vehicle passes from employees who depart for any reason before the contract expires; e.g., terminated for cause, retirement, etc. and return them to the issuing COR or 316
Security Forces Squadron Visitor Control Center personnel before final payment will be made.
4.10 ENVIRONMENTAL COMPLIANCE: The contractor shall comply with all applicable federal, state, EPA, local, and base environmental regulations. This includes the maintenance of Safety Data
Sheets (SDS’s), and all other required criteria so as to minimize pollution, exploitation, and degradation of natural resources. The contractor shall use non-hazardous materials whenever possible.
The contractor shall notify the CO or COR prior to transporting or using hazardous materials on Joint
Base Andrews and submit a completed AF Form 3952 (Chemical Hazardous Material
Request/Authorization) to the CO/COR prior to doing so.
4.11 PARTNERING: The contractor shall cooperate with the Government in performing all services identified in this performance work statement to jointly ensure timely and successful execution of this contract. The focus for all parties should be to maintain life safety of all facilities.
4.12 BASE TRAFFIC REGULATIONS: Contractor employees shall comply with all base traffic regulations, and are subject to random vehicle speed control checks. Contractor’s personnel cited for speeding on the installation may suffer loss of base driving privileges, debarment from the base, or other administrative action. The use of cell phones, except hands-free devices, is prohibited while driving on Joint Base Andrews.
