About this file

This is a Purchase Description document for the Naval Sea Systems Command (NAVSEA) and Strategic Systems Program (SSP) to procure access to industry standards supporting engineering requirements for product development and sustainment.

NAVSEA requires web-based access to non-government standards (NGS) from Standards Development Organizations (SDO) including AIA, ASHRAE, ASTM, ASME, AWS, IEEE, NFPA, SAE International, UL, and US DoD Adopted standards. The Government seeks a minimum of 90% coverage of DoD Adopted ASSIST NGS listings, with access to Naval Instructions and Directives, active and historical DoD Directives, and complete specs and standards databases. Additional requirements include IES Support Services, US DoD Adopted/IPC materials, help desk support, a Global Deposit Account for standards not in standard subscriptions, and annual training for product tools such as Engineering Workbench (EWB) and THREAD (NGS Requirements Management Tool).

The contract deliverables are structured as Firm-Fixed-Price (FFP) site licenses across five primary line items: NAVSEA Washington Navy Yard headquarters personnel (0001); SUPSHIP locations in Bath ME, Groton CT, Pascagoula MS, and Newport News VA (A001); SUPSHIP detachment locations in Marinette WI, San Diego CA, Mobile AL, and New Orleans LA (A002); remote NAVSEA HQ and SSP users limited to 30 users (A003); SSP locations across nine facilities including Bangor WA, Kings Bay GA, Cape Canaveral FL, Magna UT, Sunnyvale CA, Denver CO, Pittsfield MA, Mobile AL, and Mitchell Field NY (A004); and THREAD tool access for NAVSEA headquarters (A005). The period of performance runs from October 1, 2026 through September 30, 2031. SSP requires dedicated account management, customer support, and deposit account functionality. The service is web-based and supported by NAVSEA Headquarters.

2. BACKGROUND

NAVSEA requires access and the ability to obtain industry standards from Standards Development Organizations (SDO) to support product development and sustainment of Navy products. NAVSEA develops and manages its own portfolio of unique military standards, specifications, and manuals, which reference industry standards or Non-Government Standards (NGS) from various SDO. Having a single point of access to all the necessary NGS is naval requirement. Previous access was allowed via KKR, Allium US Holding LLC, Accuris Account N6426721F5090 contract. It provides a centralized NGS search engine website that is accessible via the internet with the establishment of a user account:

• Engineering Workbench (EWB) – Provides access to the complete set of government and industry standards.
