About this file

This document is a Draft Product Description (PD) for the Department of Veterans Affairs' (VA) requirement for a brand name or equivalent Dino-Software Universal Data Manager (UDM) license and maintenance support. The VA has a requirement for storage management and a solution to manage the organization's Z Operating System (z/OS) Storage at an Enterprise Level.

The PD outlines the functional requirements and salient characteristics for the Dino Software UDM or equivalent software, which will be used to replace the Broadcom CA1 software currently in use. The software must provide capabilities such as automating the management of z/OS objects, monitoring the status of z/OS objects, reporting on z/OS Storage subsystems, and maintaining z/OS systems. The period of performance is 12 months with four 12-month option periods. The PD also addresses federal accessibility law (Section 508), energy-efficient products, software licensing requirements, and information security considerations.

PRODUCT REQUIREMENTS

The Department of Veterans Affairs (VA), Office of Information and Technology (OI&T), Infrastructure Operations (IO) Chief of Staff Acquisitions and Logistics has a requirement for brand name or equivalent Dino-Software Universal Data Manager (UDM) license and maintenance support. VA has a requirement for storage management and a solution to managing an organization’s Z Operating System (z/OS) Storage at an Enterprise Level, including, Tape Catalogs, Data Facility Storage Management Subsystem Hierarchical Storage Management (DFSMShsm), CA-Disk, Integrated Catalog Facility (ICF) Catalogs, direct-access storage device (DASD) Volumes, DFSMS objects, Spool data and other related objects. The overall ease of installation and automated analysis provides the controls, information and reporting needed to manage the dynamics of modern Storage environment. VA requires virtual storage access method for records and catalog management; the ability to analyze, diagnose, and report; backups; repair clusters; and integrated catalog facility components. Software maintenance is necessary to receive software upgrades and updates to the licensed central processing unit and mega instructions per second based software. The support includes major releases, point releases, service releases and security releases on a quarterly basis, and/or within 48 hours in cases in which a high-risk vulnerability fix becomes available. These software upgrades and updates are necessary to operate successfully and are required to ensure the software remains operational.

The Contractor shall provide one telephone number and/or a point of contact for VA to contact and open maintenance service calls. The Contractor shall provide secure connection capabilities for the downloading of software updates and/or the uploading of diagnostic information. The preferred protocol for transfer is Secure File Transfer Protocol (SFTP).

All deliverables, including the Deliverable Support Information (DSI) document, will be through the AACLicense@VA.GOV mailbox. Deliverables will include updated software licensing information and instructions on how to place service requests. Payment of invoices will not be made without proper distribution of the deliverables.

Dino’s UDM or equivalent software will be used to replace Broadcom CA1software. The current IO infrastructure has used Dino software in the past and found it to have compatible functionality of the current Broadcom product. The software shall be able to support the proprietary database (Integrated Database Management System or IDMS), structure, protocols, and software application programming interfaces. Dino UDM or equivalent shall provide the following functionality: Automate the management of z/OS objects by dynamically reacting to Console messages or conditions, or users can schedule timed processes to interrogate the status of an object. Monitor the status of z/OS objects via the centralized monitor, which allows a user to view and react to alerts from all z/OS Systems via a single graphical user interface (GUI) window. Report on all aspects of enterprise z/OS Storage subsystems centrally, in real time or historically, using Structured Query Language (SQL) filters. Using a single request, for example, a user can view in a central window the status of Storage groups on all of their z/OS Systems. Maintain z/OS Systems using the Command or Job Control Language (JCL) interfaces which allow users to centrally define, store and run z/OS commands or JCL decks. Simplify the management of z/OS Systems using items such as the Volume Initialize wizard or the Storage Explorers. Simplified installation, minimal customization and pre-configured processes mean users can install and gain the benefits from the product in minutes rather than days.

The Period of Performance (POP) shall be 12-months from date of award with four 12-month option periods.

The Contractor shall provide the items listed in Table 1.0 for the base (licenses and maintenance) and each option period (maintenance only), if exercised, as follows:

Salient Characteristics

1. Automate the management of z/OS objects, by reacting to Console messages or conditions. Users can schedule timed processes to interrogate the status of an object.

2. Monitor the status of z/OS objects and all controlled systems via the centralized monitor, which allows a user to view and react to alerts from all z/OS Systems via a single GUI window. Allows review for status of Jobs, including the output, from multiple systems in a single GUI window.

3. Report on all aspects of enterprise z/OS Storage subsystems request, for example, a user can view in a central window the status of Storage groups on all of their z/OS Systems.

4. Maintain z/OS Systems using the Command or JCL interfaces commands or JCL decks.

5. Collect information on objects and retain Historical information allowing proactive analysis of data to determine any actions required.

6. Trap critical Console messages and send an alert when critical conditions such as DASD errors occur.

7. React to object conditions such as Catalog or VTOC errors or Scratch Tape shortages and take corrective actions. Notify users (email alerts) about the condition.

8. Software shall be tailored to interface with existing products.

9. Create Service Level Agreements and then propagate these to existing customer Systems, via a single mouse click, or implement these standard Service Level agreements as new customer Systems come on board.

11. Analyze System messages, Spool or the general Storage architecture and issue z/OS maintenance commands.

12. Monitor Systems, collect information and react automatically to conditions, or it can be used to perform ad hoc tasks on request.

13. System shall integrate into your existing security infrastructure;

14. Iz/OS and TSO commands can be issued to multiple Systems in a single request. Software allows JCL decks to be centrally stored in a single location and then submitted to multiple Systems in a single request.

15. Command output from all Sysplexes is returned to a single GUI Window.

16. It ensures Commands are submitted using the authority of the caller and not the UDM Server.

17. Drill-down functions ensure easy cross reference between reports. Features can be used to generate Summary reports.

18. History functions simplify predictive analysis; History option display historic information about the selected Storage group.

19. It allows users to analyze the state of an object, such as the utilization of critical Storage Groups, and take actions based on the object’s condition.

20. Alerts can be setup based on a message being issued, a job or process ending, or as a result of a Report query returning data, such as a report process for locating Catalogs, which are full.

21. Software shall work with Capture Data or data that is captured and used to pass to UDM or equal from any point in time, or dynamic, real-time data.
