The Broward County Construction Management Division (CMD) seeks three (3) professional architectural firms licensed by Chapter 481, Florida Statutes to provide architectural and engineering consultant services on a continuing term basis for remodeling, renovation, new construction, and other miscellaneous professional services for vertical construction projects.
Pursuant to Chapter 287.055 Florida Statutes, Broward County intends to select consultants to provide continuing term architectural services on a work authorization basis for projects in which the estimated construction cost of each individual project does not exceed the continuing agreement threshold per Section 287.055(2)(g), Florida Statutes, as amended. Currently, this threshold is $7.5 million. The Agreement for each professional architectural firm, including any renewals, shall not exceed a cumulative total of $10,000,000.
Consultants may be tasked to provide comprehensive architectural services for project specific basis and may include: existing facility and site documentation; project budgeting; design-necessitated existing facility assessments and evaluations; project cost estimating; project schedule development and analysis; facility programming; complete architectural/engineering design of buildings, additions, renovations, project-related space planning/interior design, on-site and off-site improvements and other project types.
Potential services for specific projects may include: full design and construction contract document development; construction specification development; contract and bidding document development; code analysis; jurisdictional review and permitting assistance; bid/award support and concurrence; negotiation support; construction contract administration services; construction phase field support services; inspections, construction observation and project progress documentation; post-occupancy surveys and related services; project-related claims analysis and support; surveying; materials and contract compliance testing services; computer-aided and manually generated graphics support; preparation of narratives and other textual project support;
photographic and video-graphic project support; building information modeling (BIM) project support; geographic information systems (GIS) project support; other data and information system project support.
Consultants shall provide all, architectural, landscape design, interior design, or specialty consultant support, surveying, and engineering, including geotechnical, green building (including Leadership in Energy and Environmental Design (LEED)), estimating and scheduling, civil, transportation and traffic, structural, mechanical, electrical, telecommunications and data, life safety, fire protection, plumbing services, either in-house or by subconsultants as required to complete an assigned project. Project specific services may also include project team facilitation and support; hurricane/disaster preparedness and recovery assistance; project status reporting and performance/compliance reporting. Consultant may be required to provide other additional specialty consultants for specific assigned projects.
Work Authorizations may be issued for various facility types including but not limited to: general governmental, cultural, parks and recreation, library, correctional/detention, law enforcement, vehicle maintenance, transit, aviation, seaport, health care, human services, educational, retail, food service, parking, and infrastructure/public works facilities. Work Authorizations may be issued through and managed by CMD in support of other Departments and Divisions of Broward County.
5/11/2026 Page 2 of 2
Consultants will be commissioned on an “as-needed” basis. The continuing agreement will have a duration period of five (5) years. Award of agreement does not guarantee that work will be issued. A Work Authorization and Purchase Order will be issued for every project or task assignment made during the duration of the continuing agreement.
Award of an agreement does not limit the County’s options to procure the services outlined above from other vendors or consultants or from completing all or part of the described services by the County’s own forces. Award does not guarantee assignment of work or of particular projects during the term of the agreement nor an obligation to provide a parity. Documents and other Consultant-provided products produced under this agreement may be reused in the future by the County.
