The project requires replacement of protection, controls, instrumentation, and station service switchgear and transformer at the powerplant and gatehouse facilities. Primary deliverables include: new walk-in duplex control board panels (CSA) with six sections containing PLCs, digital multi-function protection relays, HMI touchscreens, annunciator displays, and control switches; new automation control and monitoring systems with data historian server; programmable logic controllers and distributed I/O cabinets for turbine and gatehouse levels; network communication cabinets with managed switches and fiber-optic infrastructure; 15 kV medium-voltage power cables and related terminations; electrical conduits, cable trays, and grounding systems; 125 VDC battery and charger systems; protection relays (SEL 700G and SEL 787 models); and related electrical components. The contractor must design, fabricate, install, program, calibrate, test, and commission all systems. Factory acceptance testing (FAT) and field commissioning testing are required, along with comprehensive training for facility operators and staff. Spare parts must be supplied including PLC modules, relays, power supplies, meters, and control switches. All work must comply with NFPA 70, IEEE standards, NEMA specifications, and Bureau of Reclamation safety and health standards. The specifications include extensive requirements for submittals, quality control procedures, environmental compliance, hazardous materials handling, cybersecurity implementation, and final as-built documentation.
