DRAFT

Performance Work Statement

1. BACKGROUND

1.1. Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) requires a 1000-KW Emergency Diesel Generator (EDG) to serve as part of an emergency power supply system (EPSS) for providing primary power and/or standby backup power. Expected run time for any of the rented DG’s is less than 20 hours in a calendar year.

1.2. Scope: Provide one each 1000-KW EDG.

2. GENERAL REQUIRMENTS

2.1. Place of Performance: Building 72 Roe St., Naval Air Station North Island, San Diego, CA, 92135.

2.2. Period of Performance: 10-AUGUST-2020 through 31-MARCH-2021.

2.3. Comply with current federal, state, and local laws, ordinances, and regulations regarding environmental protection and employee safety.

3. PERFORMANCE REQUIREMENTS

3.1. Provide a 1000-KW EDG upon the request of PSNS & IMF, to serve as key components in an EPSS in accordance with (IAW) Chapter 3 of paragraph 4.3

3.1.1. Provide 1000-KW EDG, upon the request of PSNS & IMF that is certified IAW paragraph 4.1 and marked IAW Article 445 of paragraph 4.2, to serve as an emergency power supply (EPS), IAW with Chapter 3 of paragraph 4.3, with electrical ratings of 480VAC, 3-phase, 60 Hz and minimum Kilowatt (kW) power ratings of, 1000-kW. All generators shall have a brake horsepower rating less than 2,000. The neutral bus shall be isolated from the EDG’s ground and comprised of components listed/labeled by a Nationally Recognized Testing Laboratory (NRTL).

3.2. Provide EDG equipped with main output circuit breaker IAW Article 445 of paragraph 4.2. The circuit breaker shall be capable of providing short circuit protection for the generator and providing a continuous current based upon the units KW rating as follows:

3.2.1. Circuit breaker capable of providing a minimum continuous current of 1200 Amperes and short circuit protection for the generator with minimum power rating of 1000kW.

3.3. Provide EDG with output bus bars capable of accommodating the required cables to be attached to the bussing based upon the units kW rating as follows:

3.3.1. Output bus bars capable of accommodating two each 500-kcmil type W cables with lugs (single hole, ½ inch hardware) per phase for the generator with minimum power rating of 1000-kW.

3.4. Provide EDG with both local and remote electrical start features to initiate diesel start and assume the rated electrical load within 10 seconds of start.

3.5. Provide EDG with remote start capability in accordance with Chapter 5.6.5 of paragraph 4.3 with the below listed features:

3.5.1. Remote start contacts integral to the EDG and capable of automatically starting the EDG when contacts are closed or stopping the EDG when the contacts are open.

3.5.2. Accessible remote start contacts that are labeled as the remote start connection points and protected within a NEMA 3R enclosure.

3.5.3. Remote start connections that are of a two terminal design with the ability to be connected using bare wire sized ranging from 16 to 12 AWG.

3.6. Provide EDG with starting equipment per Chapter 5.6.4 of paragraph 4.3.

3.7. Provide maintenance free starting batteries.

3.8. Provide a float-type battery charger integral to the EDG and fed from an external 120VAC, single phase power source, designed so it will not be harmed by remaining connected while the EDG is running.

3.9. Provide EDG with water jacket heater(s), per Chapter 5.3.1 of paragraph 4.3, fed from an external 240VAC or 120VAC, single phase power source.

3.10. Provide EDG with a non-resettable hour meter, per Chapter 5.6.3.3 of paragraph 4.3, to indicate the diesel engines total run time.

3.11. Provide EDG with an integrated fuel tank of double wall UL 142 compliant construction, meeting NFPA 30 venting requirements and sized to provide for 16 hours of full-load run time.

3.12. Provide integrated fuel tank capable of being safely refueled while the diesel engine is in operation.

3.13. Provide EDG with a battery powered control and indication per Chapter 5.6.5 of paragraph 4.3 for EDG control, alarms, visual indication, and automatic shutdown.

3.14. Provide visual and audible alarms with capability to be silenced and include, but not limited to, the following: low lubricating-oil pressure, low coolant temperature, low fuel level, over-speed, emergency stop, low battery voltage, and battery charger A/C failure.

3.15. Provide indication to include a lamp test function and provide indication to include, but not limited to, the following: output voltage, output current, output frequency, output power, fuel level, starting battery voltage level, oil pressure, and coolant temperature,

3.16. Provide automatic shutdown capability of the EDG when the following is experienced: failure to start, over-speed, low lubricating-oil pressure, high engine temperature, and emergency stop engaged.

3.17. House all components of the EDG within a NEMA 3R ISO enclosure, per Chapter 7 of paragraph 4.3. Container must contain minimum of four exterior crane lift points, with any two of the lift points being capable of supporting the full weight of the enclosure and containing a secondary interior containment free of any residual fluids with capability of holding all of the EDG’s fluids (e.g. antifreeze, oil).

3.18. Remove all surfaces of contaminants inside the EDG electrical enclosures and the internal and output bus work.

3.19. Provide new maintenance-free starting batteries.

3.20. Replace all air and fuel filters

3.21. Replace all cracked or worn hoses and belts.

3.22. Perform load test of EDG to a minimum of 80% of full load for one-hour without failure of any component.

3.23. Supply an on-call (24/7) manufacturers technical representative or National Institute for Automotive Service Excellence (NIASE) certified diesel mechanic to provide assistance 24 hours a day, including weekends and holidays, as follow:

3.23.1. Determine whether EDG is repairable or shall be replaced within 4 hours of notification of a problem by the government representative.

3.23.2. Conduct repairs or replacement of EDG to restore operation of the equipment in question within 48 hours after a determination has been made to repair or replace unit.

3.24. Technical Documentation. EDG shall have Operation and Maintenance manual(s), with detailed operating instructions specific for the equipment model provided. Provide proof of EPA off-road certification for the diesel engine and proof of San Diego Air Pollution Control District (SDAPCD) registration.
