About this file

This Performance Work Statement (PWS) details a contract for Long-Endurance Unmanned Surface Vehicle (USV) Data Collection Services for the Naval Oceanographic Office (NAVOCEANO). The primary objective is to collect high-resolution multibeam sonar bathymetry data in international waters, specifically targeting the Western Pacific region (20N-40N, 140E-180E), to enhance maritime navigation safety and situational awareness. The contractor will provide an autonomous maritime solution involving data collection, processing, delivery, and 24/7 customer support, with six survey missions needed annually, each covering approximately 100 nautical mile² areas.

The contract will span a base year from September 30, 2025 to September 29, 2026, with four 12-month option periods and a potential 6-month extension. The USV must be capable of operating autonomously, collecting multibeam bathymetry data in compliance with International Hydrographic Organization standards, and delivering various data formats including raw sensor data, processed bathymetry grids, and metadata. Key technical requirements include using multibeam sonar systems, vessel positioning systems, surface sound speed sensors, and supporting oceanographic sensors, with all data to be processed, evaluated, and made accessible through a secure online platform.

PERFORMANCE WORK STATEMENT (PWS)

NAVAL OCEANOGRAPHIC OFFICE (NAVOCEANO)

LONG-ENDURANCE UNMANNED SURFACE VEHICLE (USV) DATA COLLECTION SERVICES

1.0 BACKGROUND:

The Naval Oceanographic Office (NAVOCEANO) collects, edits, quality controls, grids, and databases a wide variety of high-resolution hydrographic and bathymetric data. This information provides the most complete worldwide coverage of ocean and littoral zone depths. The Naval Oceanographic Office (NAVOCEANO) is responsible for providing hydrographic and bathymetric survey data to the National Geospatial-Intelligence Agency

(NGA) in support of Navy requirements for Safety of Navigation (SoN) products. While the primary purpose and overall arching requirement is SoN, the data are also utilized in a variety of other products that provide improved situation awareness for the Fleet.

The US Navy has a need for additional bathymetric data in many ocean regions to enhance the safety of navigation and understand features of the sea floor but does not possess the vessel capacity to collect the data using traditional crewed platforms in the near-term time horizon. This request aims to enhance the mission effectiveness by shifting tasks traditionally performed by crewed platforms to obtaining services that provide long-endurance USV data collection. This transition will optimize resource allocation in alignment with Department of Government Efficiency

(DOGE) Cost Efficiency Initiative.

2.0 OBJECTIVE:

The Contractor shall supply an autonomous maritime solution for data collection, processing sonar data over small-scale features as identified by the Government, data delivery, and customer support that enhance the mission of

Naval Oceanographic Office (NAVOCEANO).

The Contractor shall provide data collection services to Naval Oceanographic Office (NAVOCEANO) for autonomous maritime sonar data collection and processing of small-scale features. The services shall meet the following requirements:

• Data Collection: Autonomous operation for sonar data collection over specified features.

• Data Processing: Processing and post-processing of data packages according to Government-provided guidelines and quality standards.

• Data Delivery: Near real-time data accessibility via a secure online platform during survey.

• Customer Support: 24/7 helpdesk and technical assistance for platform access, data usage, and issue resolution.

3.0 SCOPE:

The Contractor shall provide all personnel, equipment, tools, materials, supervision, and any items, necessary to perform the long-endurance USV data collection services. The Contractor shall collect and process high-resolution multibeam sonar bathymetry data to map submerged features in accordance with International Hydrographic

Organizational (IHO) collection standards.

The oceanographic/hydrographic/bathymetric collection system at a minimum shall consist of multibeam sonar, vessel positioning and orientation system, surface sound speed sensor co-located near the face of the multibeam transducer, as well as supporting oceanographic sensors for the collection of sound velocity profile data.

The Contractor will operate vehicles out of task specific Area of Interest (AOI) agreed upon during Survey

Administration meeting with NAVOCEANO Subject Matter Expert (SME). Collection at sea for each task will be calculated for approximate number days based on 100 nm 2 in size. The Contractor is neither required nor permitted to use non-U.S. ports for mission operations in any non-US countries, including their Exclusive Economic Zones

(EEZ), territorial waters or marine sanctuaries.

4.0 PERIOD OF PERFORMANCE:

4.1 Ordering Period: The period of performance associated with this PWS shall be for a twelve (12)-month base period, four (4) twelve (12)-month option period, and one (1) six (6)-month extension period per FAR 52.217-8.

Period of Performance

Base Year 30 September 2025 – 29 September 2026

4.2 Recognized Holidays/Government Closure: Federal law (5 U.S.C. 6103) establishes the public holidays for Federal employees. Any other day designated by federal statute, executive order, presidential proclamation and/or local determinations relating to adverse weather conditions, national emergencies, administrative closings, or similar Government directed facility closings may require office closure. During such periods of closure, Contractor employees will not be allowed to work nor will the Contractor be compensated, however, offsite work is allowed, with Contracting

Officer's (KO) approval, on a case-by-case basis when mutually agreed upon by the Government and the Contractor.

4.3 Hours of Operation: The Contractor is responsible for conducting business as required to meet agreed upon terms. The Contractor must at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this PWS. The stability and continuity of the work force are essential.

5.0 PLACE OF PERFORMANCE:

The services will be performed remotely, with data accessible via a secure online platform at near-real-time capability. Survey areas are located in international waters. Specific locations will be fully within international waters, and well beyond US boundaries identified after a contract is awarded.

This activity covers hydrographic and oceanographic survey data to cover submerged hazards (e.g., seamounts).

12.0 PERFORMANCE STANDARDS:

12.1 This PWS not only discusses work to be performed, but also contains performance standards and acceptable performance levels (APL). Performance standards are "tools" the Government uses to measure level of performance. A standard is an optimum performance level against which actual performance can be measured or evaluated. For example, in the statement "complete a service call in 24 hours" the standard is 24 hours. The number of days actually taken to finish this task is the performance indicator, which determines if the work performed was below, met, or exceeded the standard. Developing accurate performance standards is crucial to ensuring that the actual performance received, regardless of the service provider, meets the requirements of the PWS. This

PWS includes performance standards for each of the Functional Areas of the PWS. The performance standards provided with this PWS seek to state the characteristics of properly completed outputs. Each performance standard contains standards for both quality and timeliness

12.2 Quality Assurance. The COR will inspect for compliance with Contract terms throughout the

Contract period. Evaluation will be based on the Contractor’s compliance with the requirements set forth in the Quality Assurance Surveillance Plan (QASP). The Government will monitor the

Contractor's performance under this Contract by performing surveillance using the QASP. The

QASP is used primarily to determine if the Contractor is performing all required outputs. The

QASP also indicates for Contractors the importance of each required service.
