About this file

This is a Draft Performance Work Statement (PWS) for the Saber Net Broadband & Wi-Fi service at Spangdahlem Air Base, scheduled for implementation in March 2026. The 52d Fighter Wing requires a comprehensive, turnkey wireless internet solution providing high-speed broadband and Wi-Fi access to residents in unaccompanied housing dormitories across six buildings (226, 227, 332, 333, 335, and 515). The contractor must install and maintain commercial TCP/IP-capable network infrastructure supporting both wireless access points and hard-wired LAN connections, with minimum sustained bandwidth of 100 Mbps download and 20 Mbps upload, unlimited data usage with no caps or throttling, and 95% monthly operational availability calculated on a 24/7 basis. All network equipment, personnel, maintenance, and technical support are contractor-provided.

Key service requirements include a help desk operational 0800–1700 seven days weekly; on-site support availability 0730–1630 Monday through Saturday; service call completion within 24 hours of the next business day (excluding U.S. and German holidays) for calls not requiring replacement parts; and a captive portal with web content filtering to block pornography, hate speech, malicious sites, VPNs, and illegal gambling. The contractor must log and retain user activity data for a minimum of 180 days to support lawful investigative requests, comply with all U.S. and German government regulations including obtaining a valid internet service provider license from the Bundesnetzagentur (BNetzA), maintain physical security of government property, and ensure at least one English-fluent technician on all installation and repair teams. Deliverables include a project milestone schedule, Telecommunications System Installation Plan, monthly performance and usage reports, and as-built drawings within 30 days of project completion. The related pre-solicitation notice (FA5606SaberNet) indicates TKS as the current sole-source intended awardee, citing existing infrastructure incompatibility with competitors and an estimated $700K installation cost for alternative vendors.
