GENERAL INFORMATION

Operations and Maintenance (Services) at the Bureau of Engraving and Printing (BEP) Western Currency Facility (WCF). The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1 Description of Services/Introduction: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform any and all Services necessary for the safe, clean, efficient and successful operation and maintenance during Normal Operating Hours (Twenty four hours a day, seven days a week, three hundred sixty-five 365 days a year, including all U.S. Government Holidays and BEP’s Shutdown Period [see Part 2, 2.1.14]) of the BEP WCF Industrial Wastewater Pre-Treatment Plant (Plant) and perform such Services in compliance and in accordance with any and all applicable Federal, State, and local laws, regulations, codes, ordinances and conditions (i.e., public and occupational health, safety, and environmental protection, pre-treatment regulations, etc.) that govern the management, maintenance and operation of such a facility. In addition, the Contractor shall provide all Services in accordance with all BEP policies, procedures, guidelines and requirements as defined in this Performance Work Statement (PWS) except for those items specified as Government-furnished property and services. The Contractor shall perform to the standards in this contract.

1.2 Background: The Bureau of Engraving and Printing (BEP) Western Currency Facility (WCF) prints U.S. Currency. The Plant treats the liquid waste generated by both the Intaglio Printing Press roller cleaning and Intaglio Electroplating Plate Making processes. The Intaglio Printing Press roller cleaning waste, which consists primarily of waste ink and the wiping solution, is pumped to the Plant area where it is treated with 35% calcium chloride (CaCl2) solution in a coagulation/flocculation process to remove the ink. The non-hazardous solid precipitant is removed by centrifugation, drummed and disposed of in a Subtitle D landfill. The liquid effluent is pH-adjusted and released to the sanitary sewer for routing to the Fort Worth Publicly Owned Treatment Works. The volume of wastewater produced is proportional to amount of currency produced. There is a 20,000-gallon equalization tank and four 10,000-gallon treatment tanks. Sulfuric acid is used in the wastewater pre-treatment process. Thus, two sulfuric acid tanks are housed in the Plant area.

The wiping solution used to clean the rollers for the 14 Intaglio Printing Presses is prepared in the Plant. Wiping solution is composed of 98.5% soft water, 1% NaOH, and 0.5% sulfonated castor oil. The liquid wiping solution is made up by metering and mixing soft water, 50% solution of NaOH, and the 45% solution of sulfonated castor oil in a closed system. The sulfonated castor oil is received by tank truck and is stored in both a 6,000-gallon tank and a 10,000-gallon tank. The NaOH is received by tank truck and is stored in a 6,000-gallon tank. The wiping solution is pumped directly to each Intaglio press for usage.

The Plant consists of three (3) systems: (1) Waste Water Wipe Treatment System (hereinafter “Treatment System”) (a caustic solution of sodium hydroxide containing castor oil, Intaglio inks and some hydraulic oils from leaks and mineral spirits from cleaning the presses) (2) Water Wipe Solution Unit (hereinafter “Unit”) and (3) Electroplating Treatment System (hereinafter “System”) (containing hexavalent chromic acid, copper sulfate and nickel sulfamate in an aqueous solution). In addition, all the process equipment, control instrumentation, and utilities within the boundaries of the Industrial Waste Water Pre- Treatment Plant and the chemical pumphouse which includes the 25,000-gallon emergency spill tank. The Intaglio Printing and Plate Making processes cannot function if the Plant area is not operating.
