PERFORMANCE WORK STATEMENT (PWS)
GRINDING SERVICES
1.0 Description of Services/Introduction:
The Fabrication and Technical Support Division of the Naval Surface Warfare Center, Carderock Division (NSWCCD) requires precision grinding services to be performed on a variety of materials, including high-yield carbon steel plates and pre-cut shapes and products.
2.0 Background:
At times, based upon workload and customer timelines, the projects assigned to the Fabrication and Technical Support Division may require precision grinding services be performed by Contractors.
These services may be required for various components composed of a variety of materials. The materials may include but not be limited to ferrous materials (stainless steel products (300, 400, and 17-4 PH series); other steel products (which may consist of, but not limited to, A-36, HY-80, HY-100 steel)); and non-ferrous materials (aluminum (5000, 6000, and 7000 series);
AluminumNickelBronze Alloy materials). The materials may include but not be limited to flat plate stock; round plate stock; tubing; and partially-machined components.
Individual blanket purchase agreement (BPA) calls will specify if the materials will be provided by the Government (Government Furnished Material (GFM)) or the Contractor. Material specs will be detailed in each BPA call.
3.0 Objective:
The purpose of this PWS is to solicit and obtain precision grinding services.
The Contractor shall provide precision services on a variety of materials.
For these services, all work will be performed in accordance with the specifications detailed in the specific BPA call.
Drawings and diagrams will be provided with each BPA call as necessary.
The information supplied in the BPA call may or may not be in electronic format. The format will be at the Government’s discretion and may or may not be limited to one type of CAD file.
If specified in the BPA call, the Contractor will perform certification inspections on the completed components. All equipment/devices used to generate inspection reports must be calibrated. The Contractor will be required to provide a copy of the calibration report for the equipment used upon request.
Final acceptance of serviced components is subject to inspection at NSWCCD.
3.1 Surface Grinding Services
The Contractor will ensure that all plates and pieces are to be ground to a maximum surface roughness of 63 RMS on both sides, unless otherwise stated in the individual BPA call.
The Contractor will ensure that, as the required grinding services are performed, the temperature of all plates and pieces must not exceed 300 degrees Fahrenheit during grinding operations.
The Contractor will ensure that all work be completed with tolerance requirements of +0.003"/-0.003", and flat/parallel to 0.003", unless otherwise stated in the individual BPA call.
Unless otherwise specified in the individual BPA call, the Contractor will have 6 weeks to provide the finished product. In cases where the Contractor is responsible for transport/shipping, the 6-week time period will start from the time materials are available for pick-up from NSWCCD until the delivery of the finished product to NSWCCD. In cases where NSWCCD is responsible for transport/shipping, the timeframe will start from the time the Contractor receives the materials until the Contractor notifies NSWCCD that the finished product is ready for pick-up.
3.2 Cylindrical Grinding Services
The Contractor will ensure that all cylindrical pieces are to be ground to a maximum surface roughness of 63 RMS on both sides, unless otherwise stated in the individual BPA call.
The Contractor will ensure that, as the required grinding services are performed, the temperature of all plates and pieces must not exceed 300 degrees Fahrenheit during grinding operations.
The Contractor will ensure that all work be completed with tolerance requirements of +0.0005"/-0.0005" and flat/parallel to 0.0005", on the inner and outer diameters, unless otherwise stated in the individual BPA call.
Unless otherwise specified in the individual BPA call, the Contractor will have 3 weeks to provide the finished product. In cases where the Contractor is responsible for transport/shipping, the 3-week time period will start from the time materials are available for pick-up from NSWCCD until the delivery of the finished product to NSWCCD. In cases where NSWCCD is responsible for transport/shipping, the timeframe will start from the time the Contractor receives the materials until the Contractor notifies NSWCCD that the finished product is ready for pick-up.
3.3 Angular Grinding Services
Angular grinding requirements will be specified in the individual BPA call as required.
The Contractor will ensure that all angular pieces are to be ground to a maximum surface roughness of 63 RMS on both sides, unless otherwise stated in the individual BPA call.
4.0 Shipping
Unless otherwise stated, the Contractor will include any transport/shipping costs (for pick-up of materials from NSWCCD (if GFM is provided by the Government), and return of finished products to NSWCCD) in their quotes. The point of origin for the materials and the point of delivery for the finished products will be NSWCCD (9500 MacArthur Blvd, Building 9, West Bethesda, MD 20817).
In order to reduce project timelines and any transportation costs as much as possible, the Contractor must be located within 250 miles of NSWCCD (West Bethesda, MD).
Unless otherwise specified, the Contractor shall package and palletize completed components. At a minimum, packaging requirements shall include using paper and light oil protection for all ground surfaces. The Contractor, at a minimum, will insure that the finished products are packaged to prevent damage during transportation.
5.0 Special Qualifications:
The contractor shall have a minimum of 5 years of experience in grinding required materials.
Any other special qualifications will specified in each individual BPA call.
The contractor must be able to perform at least one of three types of grinding services specified in Paragraphs 3.1 - 3.3 of the PWS.
Services offered by the contractor must, at a minimum, meet or exceed the specifications listed in Paragraphs 3.1 – 3.3 of the PWS.
The contractor must have capability of performing services on one or more of the following materials: carbon steel, stainless steel, or aluminum.
The contractor must be able to certify finished product in accordance with specifications in Paragraph 3.0 of the PWS.
6.0 Government Furnished Material/Property/Information:
If GFM is to be provided for the required services, the materials will be itemized in the BPA call.
If the Government directs that any unused GFM be returned to NSWCCD (or other designated location), the instructions for the return of materials will be provided in the BPA call.
For all GFM that possess material tracking identification numbers, the Contractor will restore or transfer the identification numbers as directed in the BPA call.
7.0 Deliverables
Any applicable deliverables will be specified in each individual BPA call. These deliverables may include but not be limited to fabricated materials, certification inspection reports, disposal reports and shipping documentation.
Required deliverables will be itemized in each individual BPA call in the form of the Contracts Data Requirements List (CDRL), DD Form 1423-1. The CDRLs may include, but not be limited to, specifics on GFM; technical data requirements; certification inspection reports/requirements;
