About this file
This Performance Work Statement (PWS) defines requirements for mitigating and managing obsolescence of the H-47 aircraft through design, engineering, reverse engineering, prototyping, modification work orders, technical data packages, fabrication, experimentation, concept exploration, testing, and logistics support. The contractor must provide comprehensive engineering services including design documentation, system integration, failure analysis, configuration management, quality management, and airworthiness certification support.
Key requirements include hardware/software fabrication, mechanical/electrical systems manufacturing, composites work, third-party software integration, and testing services. The contractor must maintain AS9100-compliant quality management systems and provide integrated logistics support including maintenance task analysis, provisioning, technical documentation, and training. The PWS outlines extensive Contract Data Requirements Lists (CDRLs) covering engineering, management, safety, and logistics deliverables. Work will be performed primarily at contractor facilities under a 60-month IDIQ contract that can accept multiple funding types including APA, AWCF, RDT&E and OMA funds. The contractor must be capable of supporting both -30 level and -50 level modification work orders for H-47 and potentially other aviation platforms.

PERFORMANCE WORK STATEMENT (PWS)
CH-47 Obsolescence Engineering (Re-Engineering), Modification, Manufacturing, Testing & Logistics
1.0 SCOPE
This Performance Work Statement (PWS) defines all tasks that may be required to mitigate and manage obsolescence of the H-47 aircraft. The work to be performed includes utilizing a company to design, engineer, reverse engineer, prototype, generate MWOs (validation and verification), create technical data packages, fabricate items, experiment, conduct concept/studies exploration, testing and qualification, and program management of any associated logistics sustainment for new equipment storage support, training, equipment systems or similar capabilities as required as related to obsolete items on the H-47. This effort will have broad scope and be tailored as needed to suit the Obsolescence Management Team’s needs within the above listed parameters.
1.1 Background
PM Cargo requires flexibility and quick reactions from industry partners to support operational requirements and sustain the Cargo PMO mission. These capabilities include concept exploration, technology refreshments, countering obsolescence, technology maturity assessments, studies, testing, prototyping and manufacturing, and qualification to support effective storage and upgrades required for the fielding of capabilities from baseline aircraft to modifications required to support technology upgrades and items needed to manage obsolescence risk that maintain fleet operational readiness. In some cases, proof of producibility / manufacturability to drawings could be considered as a bridge to follow-on procurement as risk reduction efforts to finalize Modification Work Order designs, manufacturing level TDPs development and development of repeatable manufacturing processes. The intent of this effort is to ensure the supported Weapon System readiness and capabilities exceed that of our Nation’s opposition and are available and ready at our Nations call.
The objective of this performance work statement is to define the requirements that may be required to mitigate the obsolescence impact on the H-47 fleet.
