PERFORMANCE WORK STATEMENT (PWS) FOR

THE US COAST GUARD PENTAGON EXHIBIT

1.0 GENERAL.

1.1 BACKGROUND.

The USCG is the smallest of the five uniformed military services with a total workforce of approximately 85,000 military and civilian personnel. However, unlike the Army, Navy, Air

Force, and Marine Corps that are all subordinate to DOD, the USCG is a law enforcement component subordinate to the Department of Homeland Security, and thus is a unique contributor to the overall national security mission, with the capability and legal authorities to support the

DOD in joint domestic and international missions in support of national defense.

The Pentagon hosts a variety of displays within the building’s corridors commemorating the

Department of Defense (DOD) missions, the services’ various subcomponents, and their supporting agencies. These exhibits are critical community relations and marketing tools to communicate historic milestones and capabilities.

The current US Coast Guard (USCG) display is 105-feet of emblems, small art reproductions, and chronologic history, fixed to the interior structure within the 4A corridor; due to facility features (doors, windows, etc.) this display is partitioned into seven segments. This display is a full-spectrum rendering of the Coast Guard’s history and legacy since 1790, leading to the current-day 11 statutory missions, and terminating at the year 2006.

The current display is outdated, has visible signs of wear and fading due to age, and requires thematic refinement to more accurately communicate the strategic significance of USCG contributions to national defense.

The current display does not provide a succinct message to Pentagon staff and visitors that the

USCG is the oldest, continuous sea-going service, and has been a participant in every major combat campaign since 1790.

1.3 OBJECTIVE.

The US Coast Guard (USCG) requires the replacement of an existing exhibit, to include fabrication and installation the new exhibit on Coast Guard combat history within a single corridor of the Pentagon in accordance with an approved design. To do this, USCG requires the contractor to fabricate the exhibit offsite and install it.
