PERFORMANCE WORK STATEMENT (PWS)
1. Introduction. Tobyhanna Army Depot serves an important role in supporting the Warfighter and is a recognized leader in providing World-Class Logistics Support for Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) Systems across the Department of Defense. Integral to the success of this mission is the need to provide 400 Hertz power for the shops working on many of the radar systems and the radar test sites.
2. Background. The scope of this performance requirement includes inspecting, testing, minor repairs to 400 Hertz converters in use throughout the depot. Additional 400 Hertz converters may come online due to construction or depot mission requirements. Removals may result from the replacement or obsolescence of 400 Hertz converters or change in mission requirements. In the case of adding equipment, the Contractor may request an equitable adjustment to incorporate the new equipment into the contract. Likewise, an equitable adjustment shall be due the Government for equipment that no longer requires maintenance due to obsolescence or other reasons. The desired outcome is to have all systems fully operational should the need to employ them arises.
3. General Requirements.
3.1 Place of performance. Buildings and test sites located on Tobyhanna Army Depot.
Tobyhanna Army Depot (TYAD) is in the Pocono Northeast region of Pennsylvania.
3.2 Period of performance. The period of performance for this effort is a base year and two option years to extend services for an additional two years at the Government’s discretion.
3.3 Contractor Personnel.
3.3.1 General. The contractor shall provide trained and experienced service technicians with recent and relevant experience with the types/manufactures of 400 Hz converters located at TYAD and to provide quality services IAW manufacturers’ specifications. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government.
3.3.2 Service Contract Labor Standards. FAR 37.107 and 41 USC Chapter 67, Service Contract Labor Standards, provides for minimum wages and fringe benefits as well as other conditions of work under certain types of service contracts.

The roster shall indicate which individuals are U.S.
citizens and which are resident aliens (immigrants). Due to limited availability of Government personnel, Contractors shall not be permitted to employ non-resident/non-immigrant aliens as part of the Contractor’s on-site workforce. All non-resident/non-immigrant aliens must have approval prior to being permitted access to TYAD. Such approval must be obtained by requesting access through the following: apply at the alien resident’s embassy; proceed to the U.S. Embassy; proceed to the Department of the Army; proceed to Army Materiel Command;
proceed to U.S. Communications - Electronics Command (CECOM); proceed to TYAD. All non-resident/non-immigrant aliens granted access to TYAD or assigned duty location are required to be escorted by Government personnel. One Government escort can accommodate a maximum of two non-resident/non-immigrant aliens. Due to limited availability of Government personnel, visitors requiring escort may not be permitted access, or access may be limited to a certain time and duration. The following documentation shall accompany the roster for each individual named on the roster as a resident alien (immigrant): a) a copy of a verifiable form of identification, such as a driver’s license or a passport; and b) a copy of a valid Department of Justice Immigration and Naturalization Service Form I-551, Alien Registration Receipt Card (“Green Card”). 3.3.6 The roster which the Contractor submits is amendable. However, up to five (5) workdays will be required to perform a security check on any personnel added to the roster. The Contractor is urged to include contingency or “backup” personnel in the original roster in order to avoid delays due to roster amendment. 9.5.5 TYAD will perform security screening of all Contractor employees, inclusive of subcontractor personnel that the Contractor anticipates will be performing work on-site, performing at TYAD and for any other representative/employee before a TYAD badge or TYAD site badge is issued. Any Contractor employee(s) already on site who have not been screened or employees who are on site in transition to this Task Order will be subject to security screening as scheduled by TYAD. This security screening does not relieve the Contractor of the responsibility to conduct thorough pre-employment background checks and drug screening if required. Applicable forms will be provided to the Contractor for completion by the Contractor and Contract worker. Contractor workers will not be granted access to the worksite until security screening is completed and access is approved. Any workers on site who fail screening will not be permitted further access to TYAD.
3.3.7 Contractors whose personnel are denied entry to TYAD or assigned duty location due to the security requirements are not relieved of their obligation to provide the required contract performance and must do so at no additional cost to the Government. Any Contractor failing to perform or that fails to perform in a timely manner under such circumstances may be terminated for default or be subject to other contractual remedies as appropriate.
3.3.8 If work requirements dictate that contractor personnel require access to secured locations/buildings, it is the responsibility of the contractor to coordinate with the COR to obtain the escort(s) required and any associated elevated security clearances.
3.4 Hours of Operation. All contractor services shall be performed between the hours of 7:00 AM and 4:30 PM Monday through Friday, excluding federal holidays, unless coordinated and approved by COR. Tobyhanna Army Depot operates on an alternate work schedule allowing for a regular day off (RDO) every other Friday.
