PERFORMANCE WORK STATEMENT

MOUTH OF THE COLUMBIA RIVER STAKEHOLDER MEETING FACILITATION, WASHINGTON AND OREGON

1. PROJECT BACKGROUND. This is a non-personal services contract for the Mouth of the Columbia River (MCR) federal navigation project. Services to be provided include stakeholder meeting organization, meeting facilitation, and public outreach for the Lower Columbia Solutions Group (LCSG).

The 6-mile long MCR federal navigation channel is the gateway to the Columbia-Snake River navigation system, which extends 470 river miles inland to Lewiston, ID (Figure 1). The 43-ft. deep channel between the Pacific Ocean and Portland, Oregon/Vancouver, Washington, supports deep-draft navigation. The U.S. Army Corps of Engineers (USACE) annually dredges around 3 million cubic yards (Mcy) of sand from the MCR. The MCR dredged material is placed in the Pacific Ocean at three nearshore sites and one offshore site jointly managed by the USACE and the Environmental Protection Agency – Region 10 (EPA).

The Lower Columbia Solutions Group (LCSG) was formed by the Governors of Washington and Oregon in July 2002. The LCSG is a work group of federal, state, local, and other stakeholders formed to ensure interested parties have a voice in the ongoing management of the MCR and the lower Columbia River estuary. Regular participants include USACE, U.S. Environmental Protection Agency – Region 10 (EPA), National Marine Fisheries Service (NMFS), U.S. Geological Survey, U.S. Coast Guard (USCG), Washington Department of Ecology (Ecology), Washington Department of Natural Resources (WDNR), Washington Department of Fish and Wildlife (WDFW), Oregon Department of Land Conservation and Development (DLCD), Oregon Department of State Lands (DSL), Oregon Department of Environmental Quality (ODEQ), Port of Ilwaco, Columbia River Pilots Association, Columbia River Bar Pilots, Columbia River Crab Fisherman’s Association (CRCFA), and many others. The LCSG focuses on finding sustainable solutions to address policy issues, research gaps, operational constraints, and potential conflicts with environmental resources in consideration of economic, social, and environmental objectives.

The LCSG is composed of a Technical Team and a Management Team, with some individuals participating in both roles. As the team names suggest, the Technical Team deals with mostly scientific and engineering issues at the MCR project; the Management Team directs the group and provides input on regional policy and socioeconomic issues. The LCSG meets up to 4 times per year: via teleconference 2 to 3 times per year and in person 1 to 2 times per year. The LCSG’s most ambitious meeting is the Science and Policy Workshop, typically held after the New Year.

2. THE GOVERNMENT WILL FURNISH:

The following information will be furnished by USACE for this contract upon award:

· Example Quality Control Plan

· 2022 and 2023 MCR Annual Use Plans

· LCSG Meeting Minutes from 2016 to present Any additional government-furnished information and/or equipment required for completion of the identified tasks shall be requested in writing as part of the contractor’s (KTR’s) proposal and mutually agreed to as part of the contract award.

Very Good: Performance meets contractual requirements and exceeds some to the Government’s benefits. The contractual performance of the task or sub-task being assessed accomplished with some minor problems for which corrective actions taken by the KTR were effective.

Satisfactory: Performance meets contractual requirements. The contractual performance of the task or sub-task contains some minor problems for which corrective actions taken by the KTR appear or were satisfactory.

Marginal: Performance does not meet all contractual requirements. The contractual performance of the task or sub-task being assessed reflects a serious problem for which the Contractor has not yet identified corrective actions. The KTR’s proposed actions appear only marginally effective or were not fully implemented.

Unsatisfactory: Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance of the task or sub-task contains serious problems for which the KTR’s corrective actions appear or were ineffective.

APPENDIX B: PERFORMANCE REQUIREMENTS SUMMARY (PRS)

This task order shall contain a Performance Requirements Summary (PRS) table based on performance metrics established during the quality assurance process. The Contractor (KTR) shall review the performance requirements summary and propose any desired revisions during the task order negotiation process. The final performance requirements summary shall be included in the statement of work contained in the task order award package, and shall be used by the Government in the evaluation of the KTR’s performance.

APPENDIX C: QUALITY ASSURANCE SURVEILLANCE PLAN (QASP)

The Contractor (KTR) shall be evaluated periodically during performance of this task order to ensure compliance with the proposed and accepted performance goals, regulations and guidance. This evaluation shall be performed according to a QASP. The KTR shall review the proposed QASP and propose any desired revisions during the task order negotiation process. The final QASP shall be included in the statement of work contained in the task order award package, and shall be used by the Government to evaluate the KTR’s performance. Failure to adequately complete any service or submittal to at least a satisfactory level of quality or timeliness may result in repeat of work, a poor performance evaluation, or both.
