Statement of Objectives (SOO)
For
Publicly Available Information (PAI) Alerting Service for Situational Awareness
I. Purpose. This Statement of Objectives sets forth the objectives for DoD-wide access to a commercially available enterprise license subscription to a PAI-based alerting solution that has the attributes as described in section V.
II. Scope. The commercially-available license subscription should leverage a variety of publicly available information sources, evaluate content to detect emerging events as they are developing, and push alerts to users based on user-defined areas and topics of interest. The solution must be capable of distributing alerts in near real-time via email, application programming interface (API), web-based application, and mobile platforms. The solution must be available commercially in the marketplace, and able to scale to a DoD enterprise capability, and keep pace with developments and standards within the commercial industry sector.
III. Period and place of performance. The period of performance is projected to begin in June 2026, base plus four (4) option years. This is a web-based subscription service.
IV. Background. The DoD is seeking a commercially-available solution to evaluate publicly available information (PAI) in near real time, to provide situational awareness, force protection, and indications and warnings to the DoD, on global events.
V. Performance objectives. The PAI Alerting Service shall:
1. Certify in writing compliance with data sources’ terms of service.
2. Detect emerging events in near real-time, incorporating data veracity into methods by which alerts are generated.
3. Scale to meet the DoD enterprise.
4. Deliver (push) alerts to users based on user-defined criteria.
5. Send alerts to users via a web-browser user interface, API, mobile application, text message, or e-mail, as selected by the user.
6. Use a wide variety of social media, news and other publicly available information sources across the globe, including the most popular regional social media and news platforms.
7. Provide translation capability for all alerts into English, with the option to view in original language.
8. Display a map interface with event locations.
9. Allow users to search events by text and location.
10. Provide source attribution in alerts and notify the user before they leave the service’s web interface.
11. Provide links to data sources (disabled) used to generate the alerts
12. Provide a menu of common interest profiles that automatically set information filters to tailor alerts, based on topics, geographic areas, or urgency of the event.
13. Provide the ability to create custom alert filters based upon location, event type, time, and with user-selected key words.

14. Comply with the Privacy Act, IC Commercially Available Information (CAI) Policy Framework, and DoDD 3115.18, DoD Access to and Use of Publicly Available Information.
15. Ensure safeguards are in place to protect user information, in compliance with National Institute of Standards and Technology (NIST) SP 800-171 and FAR 52.239-1, DFARS 252.204-7009, DFARS 252.2047015, and DFARS 252.239-7010.
16. Direct users to complete DoD-specific guidance prior to account activation and prevent access if guidance is not met annually.
17. Provide help desk service.
18. Require minimal training for basic use.
19. Include training support providing users with information on how to use the service.
20. Provide a low-bandwidth capability for degraded communications use.
VI. Any operating constraints. As noted in section V, the PAI Alerting Service must comply with the Privacy Act and IC CAI Policy Framework, ensure compliance with DoD and NIST Standards, and ensure that the service complies with all data sources’ terms of service.
