About this file
This document outlines requirements for laboratory analytical services to support compliance monitoring under NPDES permits at three Corps of Engineers hydroelectric facilities. The selected laboratory must be accredited under NELAP or state programs for required analytes and complete over 3,000 samples annually, testing for parameters including oil and grease, PCBs, and temperature. The base year contract would run from July 2023 to June 2024, with options to extend annually for up to four years total. The laboratory must supply sample containers, coolers, and shipping materials on a monthly or biweekly basis and report electronic results within five days of sample receipt. Responses to the associated sources sought notice will be accepted until May 11th, 2023 to provide capability statements for consideration as a small business prime contractor.

NPDES Permit Water Quality Analyses 2
SCOPE OF WORK
1. Background
The U.S. Army Corps of Engineers (Corps) has been issued National Pollution Discharge Elimination System (NPDES) permits from the Environmental Protection Agency (EPA) Region 10 for Bonneville, The Dalles, and John Day hydroelectric facilities. To ensure the protection of water quality and human health, these permits place limits on the types and am nts of pollutants that can be discharged from the facilities and require routine monitoring f discharge points. The Corps is seeking a certified laboratory for analytical services to d mo trate compliance with NPDES permit limits. Corps personnel will conduct all sampling nd pack ng of samples. The laboratory will be required to complete once weekly transpo tation of samp for analysis and monthly or bi-weekly delivery of sampling supplies from onneville, The Dalle nd John Day Projects.
2. Laboratory Certification The laboratory shall be accredited in accordance with th ational Environmental Laboratory Accreditation Program (NELAP); however, in lieu of NELAP acc ditation the Laboratory may have a current laboratory accreditation includin eith he State of O on Environmental Laboratory Accreditation Program or the Washingt n State partment of Ecology Environmental Laboratory Accreditation Program for the alyte equir n the task(s). If the laboratory cannot conduct a specific anal ical process th y may contract with another laboratory to perform the analysis. All co actor and subc tractors, if any, to be used during the term of the contract must be ide ified with eir list of ualifications, certification, and representative experience.
3. Laboratory Location The laborato y located tion-wide.
4. Wo Period The bas ear, option years sampling schedule (Tables 1 -3) are shown below. Optional years may be ex ised at the Go rnment’s discretion.
Base year – 01 Ju 202 to 30 June2024 Option year 1 – 01 J y 2024 to 30 June 2025 Option year 2 – 01 July 2025 to 30 June 2026 Option year 3 – 01 July 2026 to 30 June 2027 Option year 4 – 01 July 2027 to 30 June 2028
5. Task The Corps anticipates 3,292 samples will be submitted for analysis during the base year. For subsequent years, the Corps anticipates submitting 1,012 samples during option year one and 984 samples for option years two, three, and four. These sampling quantities include an
NPDES Permit Water Quality Analyses 3 optional line item for unforeseen analytical. The actual quantities may be lower due to variables with the projects’ operations and frequency of the optional analytical. Samples submitted shall not exceed the anticipated quantities specified in this paragraph.
All analytical methods must be approved under the most current 40 CFR part 136, unless a particular method is expressly requested by the Corps. All analyses shall be completed within the allowable holding times listed in 40 CFR 136.3, Table II.
Tables 1 through 3 summarize the sampling quantity, frequency, and par meters for Bonneville, The Dalles, and John Day Projects during the base and option years.
