SECTION I - PERFORMANCE WORK STATEMENT

CRIMINAL INVESTIGATION MEDICAL SERVICES

1.0 BACKGROUND

Special agents are duly sworn federal law enforcement officers who possess accounting expertise and specialized skills to investigate complex financial crimes. Agents must be able to safely operate a firearm, handle long hours, and handle stressful, dangerous, and potentially violent situations. Special agents investigate and assist in prosecuting individuals for tax and other financial crimes, such as money laundering, currency violations, narcotics trafficking, organized crime, and fraud.

Since the duties of these positions are exacting and involve the responsibility for the safety of others under potentially dangerous and stressful conditions, all applicants and incumbents must possess physical, emotional, and mental stability. Therefore, all applicants and incumbents must meet the medical standards outlined in the Treasury Enforcement Agent (TEA) medical qualification standards approved by the Office of Personnel Management (OPM) -https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/1800/criminal-investigator-treasury-enforcement-agent-1811/

The Contractor will ensure incumbents and applicants receive the appropriate tests necessary to make medical recommendations.

If the incumbent fails the repeat audiogram, the RMO will notify ERM, and the Contractor will schedule the incumbent for a Functional Hearing Test (FHT).

o If an incumbent has previously received a hearing waiver, the annual audiogram is mandatory. If in the opinion of the RMO, the annual audiogram changes from the previous year’s results, the incumbent may be scheduled for an FHT to re-evaluate the waiver. A repeat audiogram will not be conducted.

The RMO’s recommendation to place an incumbent on TRD should be based upon the safety concerns that the incumbent may pose to him/herself, colleagues, and/or public citizens.

(b) TRD is appropriate when there is an expectation or prognosis that the incumbent will make a full recovery in the foreseeable future, while a medical condition is being evaluated.

(c) The Contractor shall immediately advise CI whenever the RMO determines an injury, condition, or medication poses a safety risk and recommends the incumbent should be temporarily restricted from performing law enforcement duties, driving a Government Owned Vehicle (GOV), participating in defensive tactics, and retaining a firearm.
