1 EXECUTIVE SUMMARY
Logistics Integration and Weapon Systems Logistics Networking Support (LOGNET) supports the United States Air Force (USAF) requirements for the technical support of electronic technical data at the aircraft sortie generation level and the Field Maintenance Command and Control Maintenance Information System (FMxC2), formally known as G081/MAF LOG C2, of these aircraft and related systems.
This requirement includes all Air Force Major Commands (MAJCOM). The functional business processes requirements translated into effective and viable system capabilities needed to meet global command and control requirements. The FMxC2 will provide information which includes status of all aircraft, serialized asset tracking to collect, process, collate, validate, report, and archive reliability, availability, maintainability, configuration, inventory, status, performance (sortie/mission), maintenance, warranty and data through web-based applications and cloud base computing.
LOGNET manages resources in support of USAF’s Global Reach mission through inner-operation of logistics command and control functions, sub-functions, as well as staff and wing-level systems.
LOGNET requires contracted support to implement strategic guidance as outlined by USAF. The contractor ensures the technical solutions are compliant with Department of Defense (DoD), United States Transportation Command (USTRANSCOM), USAF, MAJCOMS, and joint architecture and integration goals.
The DoD requires USAF to effectively execute its worldwide assigned missions. To meet their mission responsibilities. USAF requires successful information technology integration of the overall logistics processes, including supporting systems and functions.
The LOGNET requirement encompasses contractor support for four separate interoperability functions where the contractor shall:
Interoperability Function 1: Provide support for Information Technology (IT) infrastructure at wing-level Logistics functions through maintenance and enhancement of the electronic tools (eTools), mobile computing devices (i.e. rugged and standard laptops, tablets, handheld devices, etc.) and supporting systems residing on the respective eTools.
Interoperability Function 2: Provide support for IT infrastructure at Head Quarters (HQ) staff and Program Management Office (PMO) by providing end user support of desktops, mobile devices (laptops, tablets, handheld devices, etc.), servers and conference rooms.
Interoperability Function 3: Provide FMxC2 functional programming support and training to the PMOs as well as Air Force users worldwide. This requirement includes technical assistance to Air Force users, training product development, and database, web page and application programming integration.
Interoperability Function 4: Provide subject matter expertise (SME) for technology, policy and system integration recommendations. This requirement shall require an in-depth, sequential process demonstration of the implementation of each policy and/or IT infrastructure recommendation and potential impact to aircraft launches or generation.
2 SCOPE
The general nature of the Air Force LOGNET support requirement involves technical support of MAJCOMS Logistics eTools, support of the AF Field Maintenance Command and Control Maintenance Information System (FMxC2) PMO and related systems. This IDIQ encompasses integration of Air Force Aircraft Maintenance Information Systems (MIS). It also ensures existing and planned information systems fully integrate within USTRANSCOM and USAF IT systems and required communication architectures to meet the Air Force Aircraft MIS’s planning, tracking, and execution requirements.
The IDIQ performance work statement (PWS) will cover aircraft status, provide serialized asset tracking to collect, process, collate, validate, report, and archive reliability, availability, maintainability, configuration, inventory, status, performance (sortie/mission), maintenance and warranty. Data representation through web-based applications and cloud base computing. The IDIQ PWS also includes system level and application programming, training, program management support, eTool management and support and IT support for staff.
This IDIQ PWS describes the tasks for IT services and related knowledge based functions supporting the USAF and MAJCOMs. The title, LOGNET support, will be used to synopsize the description of all requirements located within this PWS.
For the tasks of this PWS, the contractor shall identify, research, plan, facilitate, analyze, develop, validate, test, manage and recommend business processes in support of Air Force global logistics efforts and coordinate solutions with Air Force Logistics, Installations and Mission Support, Air Force Materiel Command (AFMC), USTRANSCOM, Component Commanders, and MAJCOM system engineers and programmers. Contractor personnel shall comply with the LOGNET Non-Disclosure Agreement (NDA) (Attachment 01). The Government retains all decision authority.
3 REQUIREMENTS/DESCRIPTION OF SERVICES
3.1 Information Assurance Workforce Improvement Program Requirements In accordance with (IAW) DoD 8570.01-M Information Assurance Workforce Improvement Program, and Air Force Manual (AFMAN) 17-1303, Cybersecurity Workforce Improvement Program, the contractor shall provide Information Assurance Technical (IAT) Level II, Information Assurance Manager (IAM) Level I, and Information Assurance System Architect and Engineer (IASAE) Level II certifications for contractor personnel as required for PWS task requirements. Positions responsible for performing any of these functions as stated in the subparagraphs below, regardless of the contractor’s occupational title shall be identified as part of the Information Assurance (IA) workforce and must comply with DoD 8570.01-M and AFMAN 17-1303, Cybersecurity Workforce Improvement Program for specific requirements to meet certification levels.
3.1.1 Information Assurance Technical (IAT) Category
An IAT category position is defined as anyone who is given access rights to manage core/DoD Information Networks Operations (DoDIN Ops) service(s), servers, or end-point devices. The contractor shall provide at a minimum IAT Level II certified personnel as required by DoD 8570.01-M.
3.1.2 Information Assurance Management (IAM) Category
An IAM Category position is defined as anyone who has oversight of cybersecurity programs or functions involving management decisions for the administration of core/DoDIN Ops service(s), network devices, servers or end-point devices. The contractor shall provide at a minimum, IAM Level I certified personnel for positions in this PWS performing IA management in computing environment.
3.1.3 Information Assurance System Architect and Engineer (IASAE) Specialty An IASAE specialty position is responsible for the design, development, implementation, and/or integration of a DoD IA architecture, system, or system component for use within the Computing Environment (CE) (Level I) or Network Environment (NE) (Level II). Level III within CE, NE, and enclave environments. The contractor shall design, create, integrate, and/or maintains customized software and database application(s) for use on Air Force networks/systems. The contractor shall provide at a minimum IASAE Level I and Level II certified personnel as required by the DoD 8570.01- M.
3.1.4 Provide the following to the Contracting Officer Representative (COR) as Contract Data Requirements IAW DoD 8570.01-M and AFMAN 17-1303:
Required at a minimum, for Interoperability Function 1, Task 1, Interoperability Function 2, Task 2 – 4, and Interoperability Function 3, Task 7 and 8.
3.1.4.1 Provide a list of individuals and positions that meet the IA technical Certification
Requirements. (CDRL).
3.1.4.2 Appropriate cybersecurity certification(s) applicable for assigned cybersecurity workforce position (CDRL).
3.1.4.3 Copies of the following Government provided forms/memorandums:
3.1.4.3.1.1 Provide signed Formal Statement of an Assigned Responsibilities (CDRL).
3.1.4.3.1.2 Provide signed Privileged Access Agreement (PAA) if privileged access is required for each
Information System/Platform Information Technology (IS/PIT) system necessary to perform assigned duties (CDRL).
3.2 Interoperability Function 1
Provide support for IT infrastructure at wing-level Logistics functions through maintenance and enhancement of the eTools, mobile computing devices (i.e. rugged and standard laptops, tablets, handheld devices, etc.) and supporting systems residing on the respective eTools.
3.2.1 Task 1: Technical Support Services for Logistics Functions (i.e. sortie generation, back shop, aerial port, logistics readiness)
The contractor shall provide support for IT infrastructure at Wing-level sortie generation and Logistics functions through maintenance and enhancement of the eTools/ Mobile Computing Devices (i.e., rugged and standard laptops, tablets and handheld devices, etc.) and supporting systems that reside on these eTools including a server environment within the Logistics community. The contractor shall provide IAT Level II and IAM Level I certified personnel IAW DoD 8570.01-M to accomplish Interoperability Function 1 tasks. Support for Interoperability Function 1 is included in Task 1
Enter all trouble ticket items to include problem resolution, date/time problem reported, date/time problem fixed, and recommendations into the government provided trouble-ticketing system. Provide an Enterprise IT Performance Metrics Report that provides detailed information dashboard that is briefed weekly to the government to assess program status of these trouble tickets that are open over 15 days (CDRL).
3.3 Interoperability Function 2
Provide support for IT infrastructure at Staff and FMxC2 Program Management Office (s) (PMO) by providing end user support of desktops, mobile devices (laptops, tablets, handheld devices, etc.), servers and conference rooms.
The contractor shall provide IAT Level II and IAM Level I certified personnel as required IAW DoD 8570.01-M to accomplish Interoperability Function 2 tasks. The contractor will provide a point of contact (POC) and alternate for afterhours support. Support for Interoperability Function 2 is included in Task 2, Task 3, and Task 4.

Included in Task areas 2, 3 and 4.
3.3.1 Task 2 – Technical Support Services
Manage Government approved mobile devices, functional eTools (wired or wireless) and be responsible for the technical administration and operational monitoring of functional end user device and servers.
3.3.2 Task 3 – Information Technology Equipment Custodian (ITEC) Support Track, document and manage all government furnished IT equipment and assets listed in Task Order Tables. Provide updated floor plans detailing current ITEC asset locations as required. Inventory will be conducted IAW local Communications Squadron procedures and schedules.
3.3.3 Task 4 – Executive Communication and Presentation System Maintenance and Support Provide Tier 1 (on-site), Tier 2 (on-site), and Tier 3 (may be conducted remotely) (as determined by the Government installation lead) maintenance and support for executive communication and presentation system (ECPS), commonly referred as video teleconference (VTC), and related equipment installed within each task order. Government installation lead, defined in each Task Order, will approve Tier 3 assignments. Provide a cost rough order magnitude (ROM) to the Government for all parts not covered under current warranty with available supplier list within two business days of identification of need.
3.4 Interoperability Function 3
The contractor shall provide FMxC2 functional programming support and training to PMOs as well as FMxC2 users worldwide. This includes technical assistance to FMxC2 users, developing training products, and building databases, web pages and application programming.
3.4.1 Task 5 – Aircraft Maintenance Information System (AMIS) Management and Support
The contractor shall provide management, training and support functions for FMxC2. Analyze, implement changes to data, coordinate, document and manage updates to the FMxC2. Manage global user accounts. The contractor shall provide inputs to business processes and system capabilities.
3.4.2 Task 6 – Aircraft MIS Functional Assistance Office (FAO) Support The contractor shall provide Tier 1 help desk support to the functional user point of contact at the MIS units, DISA, AF, and MAJCOMS. Part of the support will include System Change Request (SCR) requirements, management and testing.
3.4.3 Task 7 – Programming Support
The contractor shall provide IAT Level II and IAM Level I certified personnel IAW DoD 8570.01-M to accomplish the correct level with the role, position, duty description, responsibilities and privileges of assigned personnel. For programming efforts developed at DISA the contractor will follow DISA’s procedures and documentation. Programs for the staff, the contractor shall provide all programming efforts and provide Programming Support Effort (CDRL).
The contractor shall analyze user requirements, translate user requirements to documents/design documentation and prepare final documentation for government approval. From these requirements, will then program, code, enhance databases, web pages and software applications in order to integrate required capability.
The contractor shall provide all programming efforts and shall be documented and delivered to the COR within five business days of completion.
3.4.4 Task 8 – Aircraft MIS Software/Database Enhancement and Management The contractor shall provide IAT Level II and IAM Level I certified personnel IAW DoD 8570.01-M to accomplish the correct level with the comments rate role, position, duty description, responsibilities and privileges of assigned personnel. For programming efforts developed at DISA the contractor will follow DISA’s procedures and documentation. Programs for the staff, the contractor shall provide all programming efforts and provide Programming Support Effort (CDRL) The contractor shall create, implement, document, and support life cycle MIS configuration management processes, practices, procedures in compliance with applicable DoD, DISA, US TRANSCOM, USAF and command regulatory guidance governing IT assets and systems. Will also design, document and program approved modifications, respond to systems change requests and/or enhancements to the programs that fall within the MIS umbrella. Code programs and provide documentation changes from user requests or requests from the FMxC2 program manager. Provide serialized asset tracking to collect, process, collate, validate, report, and archive reliability, availability, maintainability, configuration, inventory, status, performance (sortie/mission), maintenance and warranty and data.
3.5 Interoperability Function 4
The contractor shall provide SME for technology, policy, system integration recommendations; assist in the tracking, recording funding obligations and disbursements for managed program accounts by using Government financial systems. .
3.5.1 Task 9 – Program Management
The contractor shall provide SME for technology, policy, and system integration recommendations.
Recommendations shall include detailed forecast demonstrations on how policy and IT infrastructure recommendations’ implementation affect Logistics functions, especially aircraft launches or sortie generation. Identify and coordinate approved IT solutions to meet Air Force directed Enterprise Logistics Strategies, technical and functional specifications.
3.5.2 Task 10 – Financial Management
The contractor shall track, record funding obligations, disbursement, prepare and process request in accordance with agency processes and procedures using the Government provided numbers and requirements. The contractor shall assist government personnel in financial management by workload modeling, efficiency studies, fact finding, feasibility studies, ”should-cost” analyses as required, to include briefing these findings.
3.5.3 Task 11 – Exhibit and Tradeshow Assets Management
Store and comprehensively manage government’s Exhibit and tradeshow assets. Review, inspect, catalog, number and photograph as necessary. Provide on line inventory and management of Exhibit, including hardware, graphics, monitors, furniture, collateral, etc. In addition, all support material uploaded, including CAD’s, renderings, set-up instructions and photos (CDRL).
4 CONTRACTUAL REQUIREMENTS
This PWS will support an Indefinite Delivery/Indefinite Quantity (IDIQ) contract. Specific Task Orders (TO)s will supplement the IDIQ by specific Task Order PWS requirements. The contractor shall be responsible for adherence to all contractual requirements of this IDIQ PWS and subsequent Task Order PWSs. Task Order PWSs’ supplemental contractual requirements shall not relieve the contractor of these IDIQ PWS contractual requirements. In the event that there is a conflicting statement between this IDIQ PWS and a Task Order PWS, the Task Order PWS shall take precedence.
4.1 Task Order Information.
4.1.1 General
The contractor shall provide LOGNET support services and perform tasks in accordance with separately issued Task Orders. The contractor shall not start performance on any requirement until the Contracting Officer issues a Task Order.
4.1.2 Task Order Proposal
Request for Task Order proposals will be issued by the Contracting Officer and include: detailed PWS describing the task order requirements; security instructions if required; any required Government inputs; required period of performance; a list of deliverables; and additional data, as appropriate, to assist the contractor in understanding the task.
The contractor shall prepare Task Order Proposals utilizing IDIQ established labor categories and labor rates for the respective task order period. After receipt of proposal, the Government and contractor may enter negotiations. As a result of the negotiation, the Contracting Officer may award a firm-fixed-price Task Order.
4.1.3 Program Tasks Synchronization
No later than 15 days after contract award, the contractor shall identify to the COR, an employee who shall be the primary representative, and an alternate representative, responsible for all requirements awarded under each task order, participating in Program/Project Management Reviews and ensuring all standards referenced herein are adhered to.
4.1.4 Task Order Management
The contractor shall establish and provide a qualified workforce capable of performing the required tasks. The workforce may include a project/task order manager who will oversee all aspects of the task order. The contractor shall monitor work performance, measure results, ensure delivery of contracted product deliverables and solutions, support management and decision-making and facilitate communications. The contractor shall institute and maintain a process that ensures problems and action items discussed with the Government are tracked through resolution and shall provide timely status reporting. Results of contractor actions taken to improve performance shall be tracked, and lessons learned incorporated into applicable processes. The contractor shall establish and maintain a documented set of continuous improvement processes for administering all contract and Task Order efforts with an emphasis on cost-efficiency, schedule, performance, responsiveness, and consistently high-quality delivery. The contractor shall provide transition plans as required. Additionally, the contractor staff will participate in and frequently lead, facilitate, and organize numerous meetings in a variety of capacities.
4.1.5 Services Summary
The contractor’s performance at the task order level will be assessed monthly by a process that measures success towards achieving defined Task Order(s) performance objectives. The Services Summary will be IAW AFI 63-101, Acquisition and Sustainment Life Cycle Management, AFI 10-601, Capabilities- Based Requirements Development and Federal Acquisition Regulations (FAR) Subpart 37.6, Performance-Based Acquisition.
4.1.6 Contractor Performance Reporting
The contractor’s task order performance will be monitored by the Government and reported in Contractor Performance Assessment Reports (CPARs) or a Customer Survey, depending on the dollar amount of the task order. Performance standards shall include the contractor’s ability to provide or satisfy the following:
4.1.6.1 Provide satisfactory solutions to requirements with the necessary customer support
4.1.6.2 Provide solutions and services that meet specified performance parameters
4.1.6.3 Deliver timely and quality deliverables to include accurate reports and responsive proposals
4.1.6.4 Ensure solutions to requirements are in compliance with applicable policy and regulation
4.1.7 Changes/Deviations
Changes to task content, price, schedules, and deliverables shall be documented by a modification to the task order. Only the Contracting Officer may authorize changes to any resulting Task Order awarded under this contract.
4.2 Place of Performance
The primary place of performance shall be in Government facilities at Scott AFB, Illinois. In addition to Scott AFB, Illinois, the contractor shall provide services at AF locations in CONUS and OCONUS installations, and at DISA locations. There will be locations that support can be performed remotely, while hands on support will be performed with Temporary Duty Locations (TDY’s). The contractor shall perform LOGNET requirements in the United States Air Force in Europe (USAFE), Pacific Air Forces (PACAF) and Central Command (CENTCOM) Theater or other locations worldwide as required by the Government. The contractor shall be responsible for, and shall comply with, all rules and regulations applicable to contractor performance in foreign countries. Each task order will identify the specific place(s) of performance.

4.3 Technical Expert Status Accreditation (TESA) – Germany
4.3.1 This IDIQ requires the utilization of technical expert personnel IAW Army in Europe Regulation (AER) 715-9 in support of PWS Task 1.
4.3.1.1 Army in Europe Regulation (AER) 715-9 “Contractor Personnel in Germany – Technical Expert, Troop Care, and Analytical Support Personal”, establishes procedures for government and contractors to follow is enforced in this contract.
4.3.1.2 The Germany positions will fall under the North Atlantic Treaty Organization (NATO) Status of Forces Agreement status accreditation of contractor employees as technical expert (TE) employees.
4.3.1.3 The contractor shall comply with all AER 715-9 requirements, including education and experience requirements, as the contractor is required to staff personnel (must be US citizens) in Germany. The contractor shall immediately notify the COR if a TESA employee, once accredited, is no longer performing duties requiring accreditation. Short-term temporary duty TDYs may be performed IAW AER 715-9.
4.3.1.4 IAW AER 715-9, the Government is authorized to provide the following logistics support items: Commissary, to include rationed items; Army Air Force Exchange Service (Military Exchange) to include rationed items and purchase of Petroleum, Oil, & Lubricants; military postal service; children are authorized to attend DoD overseas schools; local Government transportation for official government business (non-tactical); emergency medical/dental services; local Morale, Welfare and Recreation services; Class VI, to include rationed items;
military banking facilities; Customs Exception; Mortuary Service; legal assistance credit unions; and North Atlantic Treaty Organization Status of Forces Agreement Letter and/or Stamp.
4.4 Contractor Personnel Supporting U.S. Armed Forces Deployed The contractor may be required to support contingency operations and accompany U.S. Armed Forces deployed outside the United States.
Medical requirements, specific shots and immunizations, and special medical tests that are only available from the Government and are required for deployment, shall be provided by the Government at no cost. All other medical requirements costs will be reimbursed to the contractor but must be approved in advance by the Contracting Officer in writing. Being mission-essential, the contract employees may deploy to Priority Group 2 High Threat Areas, identified in Under Secretary of Defense (USD) Personnel and Readiness Memo on (U) Revision of Priority 3 Anthrax and Stage 2 Smallpox Vaccinations for Follow-on Forces, 14 Feb 03 (S). Consequently, the Contractors shall comply with the applicable AFI’s and other mandates.
The Government will provide chemical warfare training and suits including gas masks and inserts. Such training and equipment is REQUIRED for deployment to Medium and High Threat Areas.
Recruitment and retention incentives IAW the Department of State Standardized Regulations (DSSR) may be authorized for contractors providing required support when in travel status. Danger Pay and Post (Hardship) Differential allowances for such travel will be authorized IAW the DSSR. The allowances for such costs shall be identified separately. The allowance for a specific location, as determined by the Department of State Office of Allowances, will be considered effective when the contractor lands on the ground of such location (i.e. “wheels down”).
4.5 Telecommuting
Telecommuting may be allowed on a limited basis, at the Government’s discretion, and shall be pre-coordinated with the respective Government COR.
4.6 Normal Hours of Operation
For information purposes, normal Government duty hours are 0800-1700 unless otherwise stated. In the event of an office shutdown (i.e., inclement weather).
While working on Government installations, Contractor employees shall observe work hours, unless specifically stated otherwise within the PWS, and days customary of that specific Government location.
For planning purposes, Government installations observe all Federal holidays. Federal holidays are defined as the calendar date that the following holidays are observed: New Year’s Day, Martin Luther King’s Birthday, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, Christmas Day, other Federal holidays declared by Congress or the President. Additionally, Government installation may experience periodic closures including closures caused by inclement weather.
Remote access shall be coordinated with the respective LOGNET COR.
Contractors may request to attend respective Government organizational team building events but attendance is not mandatory. If contractor employees do attend, the contractor shall not charge the Government for participation.
The contractor shall not use time and resources paid by the Government to attend Government organizational team building events.
4.7 Government-Provided Workspaces, Technology, and Incidentals The Government will provide the following resources to the contractor for task performance:
4.7.1 Workspace location(s) at a Government facility for all approved contractor employees.
4.7.2 Computers with preloaded software, telephones, access to fax, copier, printer, standard office and administrative supplies, e-mail accounts and base network access for the approved number of contractor employees while performing work at Government facilities.
4.7.3 Access to available technical information (i.e. standard configuration, DoD) directives, Air Force directives) as required for the performance of each task order.
All Government-provided workspaces, technology, and incidentals remain the property of the Government and shall be returned upon completion of the support services.
4.7.4 Property Protection
Property protection for facility where the contractors’ primary work center is located will be the responsibility of the local facility manager and local Government Security Manager, or their duly authorized representative the respective installation’s security program. The contractor shall safeguard all government-owned equipment and materials in his/her possession or use.
4.7.5 Government Driver’s License
The Contractor will be authorized a government driver’s license, when local or country policy requires.
The contractor shall comply with all requirements to obtain a Government driver’s license.
4.7.6 Common Access Card and Restricted Area Badge
Photo identification, such as Common Access Card (CAC) and Restricted Area Badge as required. The contractor shall comply with all DoD, AF, and installation requirements necessary to obtain a CAC and Restricted Area Badge for each employee.
4.8 Non-Personal Services
The Government will neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the contractor feels that any actions constitute, or are perceived to constitute personal services, it shall be the contractor’s responsibility to notify the Contracting Officer immediately. These services shall not be used to perform work of a policy/decision making or management nature, i.e., inherently Governmental functions. All decisions relative to programs supported by the contractor shall be the sole responsibility of the Government.
These operating procedures may be superseded by Theater Commander’s direction during deployments.
4.9 Contractor Identification
4.9.1 The contractor is required to provide identification badges for their employees. All contractor personnel shall wear these badges above the waist attached to yellow lanyards that are distributed by HQ/AMC. The contractor while on duty on the Government site must wear badges and lanyards. These yellow lanyards are the property of the United States Government (USG), and they must be returned to the USG upon termination of contractor employment. Badges are required to identify the individual, company name, and be clearly and distinctly marked as contractor. Size, color, style, etc. are to be mutually agreed to by contractor and Government COR. The contractor’s identification badge will not be used as an entry requirement for installation entry or into any government designated controlled or restricted area.
4.9.2 Contractor meeting participation shall be for SME only. Contractors shall not be construed as a participant in decision-making process.
4.9.3 When conversing with Government personnel during business meetings, over the telephone or via electronic mail, contractor/subcontractor personnel shall identify themselves as such to avoid situations arising where sensitive topics might be better discussed solely between Government employees. Contractors/subcontractors shall identify themselves on any attendance sheet or any coordination documents they may review. Electronic mail signature blocks shall identify their status as “Contractor”. Where practicable, contractor/subcontractors occupying collocated space with their Government program customer should identify their work space area with their name and “Contractor” status. The Government provides zero tolerance for any contractor/subcontractor employee’s failure to properly identify them as such to avoid situations arising where sensitive topics might be better discussed solely between Government employees.
4.9.4 All contractor/subcontractor personnel performing client system technicians (CST) or functional system technician (FST) support shall wear contractor provided, AF-approved LOGNET shirt or blouse.
4.10 Documentation and Data Management
The contractor shall establish, maintain, and administer an integrated data management system for collection, control, publishing, and delivery of all program documents. The data management system shall include but not be limited to the following types of documents: Task Order deliverables, White Papers, Status Reports, Audit Reports, Agendas, Presentation Materials, Minutes, Contract Letters, and Task Order Proposals. The contractor shall provide the Government with electronic access to this data, including access to printable reports.
4.11 Records, Files, and Documents
All physical records, files, documents, and work papers, provided and/or generated by the Government and/or generated for the Government in performance of this PWS, maintained by the contractor which are to be transferred or released to the Government or successor contractor, shall become and remain Government property and shall be maintained and disposed of IAW AFMAN 33-363, Management of Records; AFI 33-364, Records Disposition – Procedures and Responsibilities; the Federal Acquisition Regulation, and/or the Defense Federal Acquisition Regulation Supplement, as applicable. Nothing in this section alters the rights of the Government or the contractor with respect to patents, data rights, copyrights, or any other intellectual property or proprietary information as set forth in any other part of this PWS or the of which this PWS is a part (including all clauses that are or shall be included or incorporated by reference).
4.12 Security Requirements
4.12.1 Clearance
All personnel assigned to this contract shall be United States citizens. Additionally, contractor personnel with access to a government installation, network, and/or classified information and shall possess a minimum of a SECRET Security Clearance granted by DoD. DD Form 254 Department of Defense Contract Security Classification Specification provides security classification guidance to the contractor. The contractor shall comply with applicable DoD/Air Force security regulations when handling classified material.
4.12.2 Base, Restricted and Controlled Area Access
All contracted personnel shall comply with the base security policies for access to the base installation and its facilities, including special security procedures for entry to restricted or controlled areas. The contractor shall comply with Air Force Federal Acquisition Regulation Supplement (AFFARS) 5352.242-9000, Contractor Access to Air Force Installations, which shall take precedence over this paragraph.
When applicable, the contractor shall coordinate with the site point of contact for access and security badges for access to restricted and/or controlled areas. Contractor personnel shall wear these badges at all times while in the secure areas.
4.12.3 Contractor Consent to Background Checks
The contractor and, as applicable, subcontractor shall not employ persons for work on this contract if such employee is identified as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population, nor shall the contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified by Law Enforcement Agency Data System (LEADS) through the National Crime Information Center. LEADS checks will verify if a person is wanted by local, state, and federal agencies. All contractor and subcontractor personnel must consent to LEADS background checks. Contractor and subcontractor personnel who do not consent to an LEADS check will be denied access to the installation.
Information required to conduct an LEADS check includes: full name, driver’s license number, and/or social security number, date of birth of the person entering the installation, and completion of a background check questionnaire. The contractor shall provide this information in conjunction with the contractor’s request for either base or vehicle passes. Completion of a successful LEADS check does not invalidate the requirement for an escort when contractor or subcontractor personnel are working within controlled or restricted areas.
Contractors shall ensure their employees and those of their subcontracts are US citizens. Persons later found to be undocumented or illegal aliens will be remanded to the proper authorities. The contractor shall not be entitled to any compensation for delays or expenses associated with complying with the provisions of this PWS paragraph.
Furthermore, nothing in this paragraph shall excuse the contractor from proceeding with the contract as required.
4.12.4 Contractor Registration of Vehicles on the DoD Installation All contractor or contractor employees’ vehicles used for the performance of this contract shall comply with all local, state and federal regulations. Additionally, all contractors shall comply with foreign government regulations and host nation agreements as required. Passes shall be surrendered to Security Forces upon demand to positively identify a person’s need to be on the DoD installation.
4.12.5 Access to Installation During Force Protection Conditions (FPCONs) No tasks under this PWS are mission essential.
4.12.6 Safeguarding Classified or Unclassified Information.
The contractor shall meet Air Force standards for storing, processing, and handling classified information and systems. Additionally, all resources (e.g. maps, publication/instructions, photos) provided by the government to assist the contractor in the performance of their contract will be surrendered upon termination of the contractor’s involvement in the project or the end of the contract performance period.
4.12.7 Protection of Information
In performance of this contract, the contractor may obtain access to sensitive, nonpublic information.
The contractor agrees (a) to use and protect such information from unauthorized disclosure IAW FAR;
(b) to use and disclose such information only for the purpose of performing this contract and to not use or disclose such information for any personal or commercial purpose; (c) to obtain permission of the government COR before disclosing or discussing such information with a third party; (d) to return, upon government request, any non-public, sensitive information no longer required for contractor performance; and (e) to advise the government representative of any unauthorized release of such information.
4.12.8 Release of Information
The contractor shall not hold any discussions or release any information relating to this contract to anyone not having a direct interest in performance of this contract, without written consent of the Contracting Officer (CO) or designated representative of the CO. This restriction applies to all news releases of information to the public, industry or government agencies, except as follows: information for actual or potential subcontractors or other individuals necessary for the contractor’s performance of this contract.
The contractor shall not issue advertisements about projects performed under this contract without Government COR review and approval. For the purposes of this paragraph, advertisement is considered contractor-funded promotional brochures, posters, tradeshow handouts, World-Wide-Web pages, magazines, or any other similar type promotions.
4.12.9 Information Assurance (IA) Workforce Training
In accordance with DFARS clause 252.239-7001, Contractor personnel shall comply with all AF or respective MAJCOM security requirements pursuant to DoD Directive DoDD 5200.2, DoD Personnel Security Program, which requires DoD military, and civilian personnel, as well as DoD consultant and Contractor personnel who perform work on sensitive automated information systems (AIS) to be assigned to positions which are designated sensitive. All personnel must complete Annual Information Assurance training by on line computer base training (CBT). All personnel must comply with DoD 8570.01-M, INFORMATION ASSURANCE WORKFORCE IMPROVEMENT PROGRAM and AFMAN 17-1303, CYBERSECURITY WORKFORCE IMPROVEMENT PROGRAM, as required in this IDIQ PWS, and must attain appropriate cybersecurity certification(s) applicable for assigned cybersecurity workforce position prior to start of contractual duties IAW DoD 8570.01-M, Paragraph
C2.3.9 (CDRL).
4.12.9.1 Information Assurance Contractor Training and Certification
4.12.9.1.1 The Contractor shall ensure that personnel accessing information systems have the proper and current information assurance certification to perform information assurance functions in accordance with DoD 8570.01-M, Information Assurance Workforce Improvement Program. The Contractor shall meet the applicable information assurance certification requirements, including:
4.12.9.1.1.1 DoD-approved information assurance workforce certifications appropriate for each category and level as listed in the current version of DoD 8570.01-M; and
4.12.9.1.1.2 Appropriate operating system certification for information assurance technical positions as required by DoD 8570.01-M.
4.12.9.1.2 Upon request by the Government, the Contractor shall provide documentation supporting the information assurance certification status of personnel performing information assurance functions.
4.12.9.1.3 Contractor personnel who do not have proper and current certifications shall be denied access to DoD information systems for the purpose of performing information assurance functions.
4.12.10 Non-Disclosure Agreements
Due to the sensitive nature of the data and information worked on a daily basis, the contractor shall require contractor personnel to sign a non-disclosure statement to protect non-public information of the Government. All contractor personnel assigned to the task order shall complete and return a Government-provided non-disclosure statement (CDRL) to protect unauthorized disclosure of sensitive or proprietary information.
As required, all contractor personnel assigned to the contract may be required to complete additional non-disclosure statements prior to technical interchanges to ensure information that is considered sensitive or proprietary by other companies, corporations, or businesses is not compromised. Signed non-disclosure statements shall be provided to the COR for distribution.
4.12.11 Privacy Act
Work on this project requires that personnel have access to Privacy Information. Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations.
4.12.12 Safety
The Contractor shall comply with all safety provisions, e.g., technical specifications, technical publications, Federal Occupational Safety and Health Standards (OSHA) (Title 29 CFR Part 1910). If there is no applicable OSHA standard, the Contractor shall use other applicable national, state or locally recognized sources of safety, health, fire prevention, and airfield operations standards.
4.12.13 Personnel Security
Individuals performing work under task orders shall comply with applicable program security requirements as stated in the task order. LOGNET will support the following levels of security:
Unclassified; Unclassified, But Sensitive; and Secret (S).
This contract requires personnel security clearances at the Secret level and requires all employees to be United States citizens. The security clearance requirements will depend on the security level required by the proposed task order.
