About this file
This is a Performance Work Statement (PWS)/Statement of Work (SOW) for the Marine Corps Knowledge Management Officer Qualification (KMOQ) distance learning course development, issued by the Deputy Commandant for Information (DCI), Service Data Office (SDO), and Information Workforce Division (IWD).
The contractor must modernize and restructure the legacy Information Management Officer Qualification (IMOQ) course to align with current Marine Corps operations emphasizing data-driven decision-making, information processes, and Knowledge Engineering. The requirement is divided into two sequential phases over an 18-month period: Phase I (6 months, Base Period) focuses on planning, requirements definition, legacy training assessment, learning objectives mapping to 8055 Military Occupational Specialty (MOS) standards, and curriculum architecture design; Phase II (12 months, Option Period 1) encompasses instructional content creation, software development using Adobe Captivate or Articulate 360, iterative testing (Alpha, Beta, Preproduction), SCORM 2004 v.3 packaging, and MarineNet deployment. The contractor must deliver 12 primary deliverables including kickoff materials, monthly status reports, legacy assessment documentation, T&R/KSA mapping matrices, curriculum outlines, storyboards, draft course content, testing reports, final SCORM deployment packages, organic source files, and final summary reports. Contract performance is Firm-Fixed Price (FFP), with work conducted at the contractor's facilities and coordination meetings occurring virtually or on-site at HQMC DC-I (Washington, D.C.) or TECOM (Quantico, VA). The Government retains unlimited ownership rights to all deliverables, source files, and course materials with no contractor proprietary claims. Required contractor qualifications include demonstrable experience in DoD curriculum development conforming to Navy/Marine Corps LMS standards, SCORM 2004 v.3 compliance, and industry-standard eLearning software. Services must be performed during normal business hours (8:00 AM–4:00 PM, Monday–Friday, except federal holidays), require no classified network access, and involve no government facility access requirements.

Performance Work Statement (PWS) / Statement of Work (SOW)
Deputy Commandant for Information (DCI)
Service Data Office (SDO) & Information Workforce Division (IWD)
1. Background The mission of HQMC DCI-SDO is to guide and implement structural and operational standards across Marine
Corps information related communities. The Marine Corps Knowledge Management Officer Qualification (KMOQ) distance learning course is a pivotal training solution designed to satisfy the training portions of the 8055 Military
Occupational Specialty (MOS) requirements, aligning directly with established Training and Readiness (T&R) standards. The original course (Information Management Officer Qualification (IMOQ)) was initiated by IC4 and deployed to MarineNet (MCeLE) in 2021. This effort modernizes and restructures that legacy material to address critical gaps in Knowledge Management (KM) and modern command and control operations.
2. Scope The existing IMOQ training curriculum is no longer aligned with modern Marine Corps operations, where data-driven decision-making, information processes, and Knowledge Engineering (KE) are critical for tactical and strategic success.
To bridge this capability gap, the Contractor shall provide professional training development, content creation, administrative, testing, and deployment services to design and field an updated Apprentice-Level KMOQ distance learning course.
The requirement is divided into two distinct, sequential phases:
• Phase I (Planning & Analysis): Defining comprehensive course requirements, assessing legacy training, aligning with T&R standards, determining content delivery modalities, and project planning.
• Phase II (Content Development & Deployment): Authoring coursework content, software-driven interactive development, robust testing (Alpha, Beta, Preproduction), packaging to SCORM standards, and final MarineNet production deployment.
3. Performance Requirements The contractor shall…
3.1. Joint Phase I and Phase II Tasking: Administrative and Project Management
3.1.1. Kickoff Meeting: The Contractor shall conduct a kickoff meeting within fifteen (15) calendar days of contract award (or Phase II exercise) to review the management plan, introduce key personnel, and finalize the project schedule. The Contractor shall deliver Kickoff Meeting Slides and Meeting
Minutes.
3.1.2. Monthly Status Reports (MSR): The Contractor shall submit monthly status reports detailing work performed, progress milestones, resource utilization, scheduling updates, and outstanding technical/administrative risks.
3.1.3. In-Progress Reviews (IPR) & Decision Support: The Contractor shall coordinate and conduct scheduled IPRs with HQMC DC-I SDO and TECOM to present design iterations, course structure updates, and seek feedback loops for content delivery mix (text, imagery, audio, video, interactivity levels).
3.1.4. Final Summary Report (FSR): The Contractor shall prepare and submit an exhaustive final report detailing the complete lifecycle of the course development, issues resolved, user testing summaries, and final status of the software transfer.
3.2. Phase I Tasks: Course Planning, Requirements Definition, and Analysis

DISTRIBUTION: DoW COMMUNITY ONLY
3.2.1. Legacy Training Assessment: The Contractor shall perform a technical and instructional assessment of the 2021 KMOQ curriculum, identifying content modules that must be deprecated, modified, or preserved.
3.2.2. Learning Objectives & KSA Mapping: The Contractor shall develop a structured list of
Knowledge, Skills, and Abilities (KSAs) mapped directly to the 8055 MOS T&R performance standards.
3.2.3. Curriculum Architecture Design: The Contractor shall establish the course outline, determine the ideal mix of interactive content delivery (e.g., text, multimedia, scenario-based interactivity levels), and formulate corresponding exam formats and quiz questions to validate KSAs.
3.3. Phase II Tasks: Content Creation, Testing, and System Deployment
3.3.1. Instructional Content Creation: The Contractor shall author all script, storyboard, and interactive content designed to teach KMOQ KSAs. Content must pass quality review check-ins and cross-checks with T&R standards.
3.3.2. Software Development & Packaging: The Contractor shall program the storyboarded modules using standard industry software suites (Adobe Captivate, Articulate 360, or equivalent approved by the Government).
3.3.3. Alpha & Beta Testing: The Contractor shall execute iterative rounds of testing.
3.3.3.1. Alpha Testing: Internal team evaluation of content accuracy, flow, and user experience -
Revise content-Package to SCORM 2004 v.3 standard-Deploy to a testing environment.
3.3.3.2. Beta Testing: Selected external SME/customer evaluation of course functionality and curriculum efficacy - Collect feedback - Revise content - Package to SCORM 2004 v.3 standard - Redeploy.
3.3.4. Final Preproduction Functional & Operational Testing: The Contractor shall perform rigorous functional validation of the entire package (ensuring link integrity, video rendering, scoring accuracy, and bookmarking functionality) before packaging into the final SCORM format.
3.3.5. System Certification and MarineNet Deployment: The Contractor shall coordinate with TECOM and MarineNet administrators to clear final system certifications (including Content Controller and
MarineNet protocols) and deliver the SCORM zip package for complete LMS production integration.
The Contractor shall monitor the live deployment and report completion to the TPOC.
4. Government Ownership and Data Rights The Government shall retain unlimited, unrestricted, and exclusive rights to all deliverables, data, curricula, storyboards, designs, graphic files, audio/video assets, and course materials developed under this agreement.
• Upon successful completion or termination of the contract, the Contractor shall deliver all organic source files (e.g., .cptx for Adobe Captivate, .story for Articulate 360, raw media assets, scripts) and SCORM packaging files to the Government.
• The Contractor shall not retain proprietary claims, licensing requirements, or royalties on the completed curriculum or its source code.
