About this file
This document is a Justification for Other Than Full and Open Competition for the FBI Miami Division's boat slip rental. The FBI's USERT (Underwater Search, Evidence Recovery Team) requires a marina slip for a 34-foot boat with specific requirements, including a minimum four-foot water depth, shore power, fresh water connection, secure access, on-site fuel station, boat ramp, and 24-hour video monitoring. Market research identified Harbour Towne Marina as the only suitable location, meeting all technical requirements and being strategically positioned within 20 miles of the Miami office to enable quick deployment for evidence recovery missions.
The contract is a firm fixed-price facility rental for the base period from September 29, 2025, to September 28, 2026, with a total cost of $37,026.00 ($3,085.50 per month). The marina must be registered in SAM.GOV and located within specific geographic constraints: 52 miles from West Palm Beach, 28 miles from Miramar, and 111 miles from Fort Pierce. The FBI plans a competitive procurement in the future and will continue surveying local marinas, but currently sees no expected changes to the requirement. The solicitation allows for other direct costs (ODCs) with prior written approval from the contracting officer.

Market Research (including an Independent Government Cost Estimate)
USERT performed a market survey on the internet and in person in the Dania, FL area to identify vendors that could meet the requirements of the USERT. Here are the results:
Harbour Towne Marina is where the Miami USERT’s 34 foot boat is currently kept. This marina meets all of the technical requirements.
Royal Palm Marina. Does not currently have any slips available.
Cozy Cove Marina. Does not currently have any slips available.
Description of the market research conducted and the results
The Federal Bureau of Investigation’s description of the market research technique(s) it employed to determine the necessity of restricted (other than full and open) competition is provided below.
Reviewing the results of recent market research undertaken to meet similar or identical requirements.
RENEWAL
Other facts supporting the use of restricted (other than full and open) competition
The Federal Bureau of Investigation’s description of additional facts which support the use of restricted (other than full and open) competition is provided below.
The Miami USERT requires the rental of a boat slip in the Dania, FL area which is located within 20 miles of the Miami office. Locating the boat in the Dania, FL area will allow the boat to be ready to deploy in evidence recovery missions in a timely manner. The marina must be able to accommodate a 34 foot boat and must have easy access to the Atlantic Ocean without having to go under any bridges. With the mast up on the boat, it will not clear bridges, and, in certain areas around Florida, the USERT would be forced to wait for draw bridges to be raised. This would greatly impede response times.
Towing a boat of this size is possible but not easy in heavily congested areas. Keeping the boat in a wet slip at a marina the Dania, FL area allows the boat to be ready to deploy at any time. In addition, moving the boat further south would cause issues due to heavy traffic conditions during certain times of the day.
Statement of any actions the agency may take to remove or overcome any barriers to competition if subsequent acquisitions are anticipated
The Federal Bureau of Investigation’s planned and/or executed actions to remove or overcome competitive barriers for subsequent acquisitions are described below.
A competitive procurement is planned in the future.
The USERT Team will continue to survey local marinas for their boat slip needs. At this time, it is not expected that this requirement will change.
Description of the products and/or services required to meet the agency’s needs
The Federal Bureau of Investigation’s description of the requirement which meets its needs is listed below.
The requirement for a boat slip includes: have a depth of four feet or greater during low tide; provide shore power (electricity) that can be connected to the boats electrical system; provide a fresh water connection; be secure and have controlled entry to the boat slips; have a fuel station on location; have a boat ramp on location for deploying Miami USERTs Rigid Hull Inflatable Boat.
