About this file

This document is a draft specification for the conversion of an existing offshore supply vessel (OSV) into a Pacific Training Support Vessel (P-TSV) for the U.S. Navy. The specification outlines requirements for the pre-conversion OSV, reactivation if in lay-up status, and extensive conversion work including structural modifications, installation of mission equipment, and outfitting of crew accommodations. Key requirements include conversion of liquid mud tanks to ballast tanks, addition of a deck crane for small boat handling, superstructure modifications, and installation of communications, electrical, and monitoring systems. Verification criteria are provided to ensure all requirements are satisfactorily met before delivery. The converted vessel must be ABS-classed and meet all applicable regulatory standards.

1.000 SCOPE

This Specification defines the requirements for the Pacific Training Support Vessel (P-

TSV). The P-TSV will be an existing ship classification society certified offshore supply vessel (OSV) converted for use as a US Navy training support vessel via the requirements specified herein. The scope of this Specification is to provide the pre-conversion vessel requirements and conversion works to accomplish delivery of the vessel ready for service as a U.S. Navy training support vessel.

The Contractor shall provide a suitable OSV for the conversion works that meets the general principal characteristics and requirements of this Specification.

The Contractor shall convert the OSV in accordance with the requirements of this Specification. The major conversion works includes the following:

a. The conversion of any existing liquid mud tanks to ballast water tanks or voids and the removal of any existing bulk mud tanks.

b. The design, installation, and certification of a Contractor furnished, knuckle boom, deck crane.

c. The design and installation of superstructure modifications to meet accommodation, outfitting, and secure space requirements.

d. Installation of deck sockets for the installation of various GFE mission equipment.

e. Installation of C5I mast, cabling, equipment foundations, and secure spaces.

The Contractor shall complete all conversion works for delivery of the vessel with an

International Load Line Certificate valid for 5 years. The contractor shall obtain the services of ABS, coordinate all required inspections, and perform any resulting required repairs. The Contractor shall submit to ABS all drawings necessary for review and approval in order to obtain an International Load Line assignment. The vessel shall be delivered with an ABS Classification certificate in accordance with the requirements of this Specification.

After the completion of all conversion work, the US NAVY will take ownership of the vessel and operate it as a government owned, Public Vessel. The vessel will enter into service as a Navy testing range support boat.

2.000 DOCUMENTS

The following standards and documents are specified in this Specification. While every effort was made to ensure the completeness of this list, the Contractor is required to meet all specified requirements documents cited in this Specification, whether or not they are listed in this section. Compliance with referenced documents is mandatory even where the referenced document may use terms similar to “recommendation”, “guideline”, or “guidance” in their title or text.

Order of precedence - In the event of a conflict between the text of this document and the references (other than Regulatory Body requirements) cited in this document, the text of this document takes precedence. First tier references take precedence over sub-tier references in the event of a conflict. Nothing in this document shall supersede applicable laws and regulations unless a specific exemption has been obtained.

Silence of one document with respect to details or requirements in another document shall not be considered an inconsistency.

Effective issue - Where first tier references, such as industry standards, are referred to, the issue or revision/amendment in effect at Contract Award shall apply.

First Tier and Sub-tier Reference - Any referenced document that is directly cited for use or application by an identifying number or name in this Specification is a first tier reference for each particular use or application for which it is so cited. Any document that is cited in a first tier reference, or in a document referenced therein, is a sub tier reference. A document that is a sub-tier reference in one application may also be a first tier reference in another application when it is cited directly.
