This is a Draft Invitation for Bid (IFB) document issued by the City of Atlanta Department of Aviation (DOA) for non-consensual wrecker services at Hartsfield-Jackson Atlanta International Airport (H-JAIA). The solicitation seeks qualified bidders to provide 24/7 towing and impound services for vehicles with a gross vehicle weight of 10,000 pounds or less, including motorcycles and light trucks. The service area encompasses the airport property within defined boundaries and may include multiple bidder awards with one designated as primary. The City reserves the right to modify zone boundaries during the contract term. Key requirements include bidders must have a minimum of five years of experience in towing operations within the Metropolitan Atlanta vicinity and maintain an office facility within ten miles of the airport staffed 24/7. Bidders must operate a minimum of three operational wreckers with two drivers per day on-site, with one wrecker available 24/7/365 and a second available 10 a.m. to 10 p.m. daily. The contract mandates a ten-minute response time for airport calls with a $50 penalty per occurrence for delays. Bidders must maintain a minimum two-acre storage facility capable of accommodating 500 passenger vehicles with controlled access, proper lighting, and 24/7 attendant coverage.
Pricing terms require bidders to submit specific towing and storage fee schedules in their bid submissions, with the City receiving revenues from each tow performed. Monthly payments to the City are due by the fifth of the month following service, with a fifteen-day grace period before penalties of $25 per day apply up to fifteen days, after which contract default and termination may occur. Bidders must accept payment via checks, credit cards, and major payment methods without charging merchant fees. The City owns all City of Atlanta vehicles towed and directs storage to Fleet Services locations rather than vendor facilities. Bidders must comply with Georgia state law regarding non-consensual towing (O.C.G.A. 44-1-13) and maintain records accessible to the public 24/7. Additional requirements include background checks for employees, criminal record restrictions for hiring, direct telephone lines to DOA dispatch at bidder expense, electronic reporting capabilities, and compliance with specific impound procedures. The document notes this is part of a multi-step sealed bid process that will include a prequalification phase and a Pre-Solicitation Conference to be noticed separately.
