C.1 INTRODUCTION
The FBI requires continued Job Order Contract (JOC) services to support the FBI at Redstone.
The FBI necessitates JOC services to support construction, alteration, and repair of industrial, commercial, office, and utility projects at various FBI facilities on Redstone Arsenal, Alabama.
The FBI needs project management, planning, estimating, labor, transportation, materials, equipment, tools, supervision, minimal drawings, and other associated tasks necessary to fulfill the construction requirements of each JOC Task Order (TO).
Contract documents include a Construction Task Catalog® (CTC®) containing Prepriced tasks for construction work with preset unit prices. All unit prices are based on local labor, material, and equipment costs and are for the direct cost of construction.
Bidders will bid two adjustment factors to be applied to the unit prices: one adjustment factor for performing work during standard working hours (see Section C.3.1) and a second adjustment factor for performing work during nonstandard working hours (see Section C.3.2). These adjustment factors apply to every Prepriced task in the CTC®. Bidders will also bid a Non-
Prepriced adjustment factor to be applied to Non-Prepriced work.
This contract provides for 1-year Base Period and up to four Option Periods. All TOs issued during any term of this contract shall be valid and in effect notwithstanding that the Detailed Scope of
Work may be performed, payments may be made, and the guarantee period may continue, after such period has expired. All terms and conditions of the contract apply to each TO.
As projects are assigned, the Contractor will attend a Joint Scope Meeting with the Government to review and discuss the proposed work. The Government will prepare a Detailed Scope of Work
(DSOW) and issue a TO Request for Proposal (TORP) to the Contractor. The Contractor will then prepare a TO proposal including a price proposal, construction schedule, list of proposed subcontractors, and other requested documentation.
The value of the price proposal shall be determined by summing the total of the following calculation for each Prepriced task: Unit Price x Quantity x Adjustment Factor, plus the value of all Non-Prepriced tasks. The TO price shall equal the value of the approved price proposal.
If the TO proposal is found to be complete and accurate, the Government may issue a TO to the
Contractor.
A TO will reference the DSOW and set forth the TO completion time and price. The Contractor will be paid the TO price for completing all required elements of the DSOW within the TO completion time.
Extra work, credits, and deletions will be contained in a Supplemental TO.
C-3
C.1 CONTRACTOR COEFFICIENT
For the life of the contract, in each TO, the Contractor shall provide certain labor, equipment, materials, and rentals/fees that are considered field overhead and therefore part of the Contractor’s coefficient. Those requirements and responsibilities are identified throughout this Statement of
Work (SOW). Note that where notification of a coefficient requirement/responsibility is stated, all associated subparagraphs are also applicable as part of the coefficient. Other coefficient statements within these subparagraphs refer to additional requirement/responsibilities. A consolidated, but not exhaustive, list of applicable coefficient requirements/responsibilities is provided in Technical
Exhibit (TE)-1, “Applicable Contractor Coefficient Requirements and Responsibilitiesi.”
C.2 APPLICABLE CODES, REGULATIONS, AND STANDARDS
All work under this contract shall comply with the most current Local, State, and Federal
Regulations, including any subsequent updates as they occur. The latest edition of building codes and regulations shall be followed for all designs, construction, and materials under this contract.
If there is a conflict between the codes and/or regulations and these contract specifications, the most stringent requirements shall govern. The Contractor shall maintain a copy of each of these documents for use during the term of this contract.
The most current versions of the FBI at Redstone Design Guide, Redstone Construction Standards
Guide Volumes 1 and 2, and the Unified Facilities Guide Specifications shall be used in the preparation and execution of all work under this contract.
Publications listed within this document form a part of this specification to the extent referenced.
The publications are referred to in the text by basic designation only.

C.3 WORK TYPES
C.3.1 STANDARD WORK
Standard work hours are defined as the period from 6:00 a.m. to 6:00 p.m. CST, Monday through
Friday, excluding Federal holidays. All work shall be performed during this period unless otherwise authorized by the Contracting Officer (CO) and approved at least 48 hours in advance unless otherwise specified in the TO. Access to work sites may be restricted to this period due to mission requirements.
C.3.2 NONSTANDARD WORK
Nonstandard work is defined as the period outside of Standard Work, Section C.3.1. The nonstandard coefficient may be used to account for loss of productivity while working in secure areas, for TOs to be accomplished on weekends and during nonstandard hours only, and to accelerate a TO to include multiple shifts both during standard hours and nonstandard hours. Only work specified by the CO, prior to issuance of a TO, or subsequent modification that identifies work requiring nonstandard work hours, shall be multiplied by the nonstandard coefficient.
C.3.3 MINIMAL DESIGN
The Government will require a conventional design developed up to 35% stage for renovation and repair projects (project dependent). If the design requires the services of a registered architect or engineer and if the Statement of Work does not specifically require design services, it is outside the parameters of minimum design. The Contractor is then responsible for submitting documentation that substantiates the proposed approach. The Government shall only provide basic concept design, sketches, and/or drawing(s) information for a specific work requirement. The
Contractor must demonstrate design capabilities of providing quality, cost effective minimal design for multiple TOs simultaneously, which shall comply with Government requirements and all applicable building codes and governing authorities. Government’s initial concept design and SOW for each TO. The Contractor shall then be responsible for further development of the Government’s concept design to a point where the
Contractor’s designs/drawings clearly indicate the proposed method of accomplishing the work, as well as the description, size, and location of all proposed elements of the work. The Contractor’s design must fully comply with the Government’s concept design requirements as well as all governing codes, Unified Facilities Guide Specification, and the FBI at Redstone Campus Design
Guide and Redstone Arsenal Construction Standards Guide which will be provided at award in a portable document format (PDF). The Contractor is expected to use recognized industry standard practices in determining proposed design materials and methods unless the Government specifies otherwise.
C.4 CONTRACTOR PERSONNEL/PROGRAMS/EQUIPMENT MATERIALS AND SERVICES
The Contractor shall not employ persons for work on this contract if such employee is identified to the Contractor by the CO as a potential threat to health, safety, security, general well-being, or operational missions of the installation and its population. Where reading, understanding, and discussing safety and environmental warnings are an integral part of a contract employee's duties, that employee will be able to understand, read, write, and speak English (speaking skills are not required where a Contractor employee is hearing impaired).
C.4.1 PERSONNEL
C.4.1.1 PROGRAM MANAGER
The Program Manager shall have a minimum of 15 years of construction related services and either superintendence or senior construction management experience and possess a program management certification from an accredited source with a program as rigorous as Program
Management Institute (PMI). The PMI programs require at least 2,500 contract hours prior to receiving the Program Manager certifications plus the extensive courses of study. The Program
Manager for the JOC shall have positive past performance overseeing multiple projects of varying complexity with successful completion of those projects on time and within budget. The PM shall have the ability to commit the Contractor, respond to all the various types of service support for the JOC and not delay proposal responses to the Government.
