PERFORMANCE WORK STATEMENT (PWS)
HILL AFB BASE INTEGRATED ENVIRONMENTAL SUPPORT TASKS (BIEST)
PART 1
GENERAL
1. GENERAL: This is a non-personal services contract to provide specialized environmental work for Hill Air Force Base (AFB). The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 DESCRIPTION OF SERVICES/INTRODUCTION: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform environmental work for the Base Integrated Environmental Support Tasks (BIEST) as defined in this Performance Work Statement (PWS) except for those items specified as Government furnished property and services. The Contractor shall perform to the standards in this contract.
1.2 BACKGROUND: The United States Air Force (AF) and other Department of Defense (DoD) agencies are faced with shrinking budgets and reduced staffing. In an effort to gain efficiencies through volume purchasing and to reduce the administrative burden of managing multiple contracts for various environmental services, the Air Force Civil Engineer Center (AFCEC) is seeking to procure multi-year, multi-media contracts for environmental services at its installations. Services to be provided support the AF Environmental Quality (EQ) program.
The primary mission of Hill AFB Main Base is a logistics center employing approximately 24,000 military and civilian personnel, reservists, and contractors. Hill AFB is located about 30 miles north of Salt Lake City and comprises an area of more than 6,650 acres and includes 228 miles of roads, 1,475 buildings and 11 aircraft hangars. The 13,500-foot runway accommodates any aircraft in the Air Force inventory. In a typical year, locally based and transient aircraft will log more than 50,000 takeoffs and landings. Hill AFB is home to many operational and support missions, with the Ogden Air Logistics Center serving as the host organization. The center provides worldwide engineering and logistics management. Major industrial operations at Hill AFB include depot level maintenance of the F-35 Lightning II, F-22 Raptor, F-16 Fighting Falcon, C-130 Hercules, T-38 Talon, A-10 Thunderbolt II, and 27 other actively-flying, mature and proven weapon systems. Additionally, Hill AFB is the center for depot maintenance of Intercontinental Ballistic Missiles and related equipment, and a worldwide center for landing gear repair.
There are several geographically separated units (GSUs) associated with and managed by Hill AFB. The 388th Range Squadron operates and maintains the Utah Test and Training Range (UTTR). Hill AFB has support responsibility for the operation of the UTTR, located approximately 100 miles west of Hill AFB in northwestern Utah, and for the 740-acre Little Mountain Test Facility (LMTF) located approximately 20 miles northwest of Hill AFB. The UTTR is a major range and test facility and is used for air-to-air-combat, air-to-ground inert-practice bombing, and gunnery training by Department of Defense aircrews. UTTR encompasses approximately 11,000,000 acres of designated Military Operating Airspace (MOA) and approximately 1,000,000 acres of land area. Approximately 1,000,000 acres of land is divided into two noncontiguous ranges, the UTTR North Range and the UTTR South Range, each with several areas appropriated for munitions storage, testing, and training. The UTTR North Range includes the Thermal Treatment Unit (TTU), the Missile Test Area (MTA), the Oasis and Eagle maintenance facilities, numerous target and test areas, and the Helicopter Air/Ground (HAG) bomb training area. The TTU provides open burn/open detonation (OB/OD) services to all branches of the armed services. Bomb and gunnery training areas on both the North Range and the South Range are also used by all branches of the armed services. The UTTR South Range, abutting Dugway Proving Grounds, is used primarily for test and training such as inert and live bomb drop activities. The 75th Civil Engineering Group, Environmental Branch (75 CEG/CEIE) manages the EQ program at Hill AFB and all associated GSUs.
1.3 OBJECTIVES: The overall objective of the requirements detailed in this PWS is to provide the support and services needed to execute the AF EQ program at Hill AFB pursuant to and in compliance with all applicable: federal, state, and local statutes and regulations; AF and DoD instructions, manuals, handbooks, regulations, guidance, and policy letters; Executive Orders (EOs); programmatic goals and initiatives; and industry standards and codes.
1.4 SCOPE: The type of EQ support services to be provided include: environmental conservation, environmental compliance, pollution prevention, and environmental operations and maintenance support activities necessary to support AF and AFCEC environmental mission requirements. Providing EQ services includes furnishing all the personnel, equipment, tools, materials, vehicles, facilities, supervision and other items and activities necessary for, or incidental to, the performance of work set forth herein. The Contractor shall accomplish the EQ program support services as detailed in Part 5, Specific Tasks, of this PWS. The Contractor shall accomplish all required PWS tasks in a professional, safe, and timely matter.
1.5 PERIOD OF PERFORMANCE: The period of performance shall be for one (1) Base Year of 12 months and four (4) 12-month option years. The Period of Performance reads as follows:
Base Period
1 April 2022 through 31 March 2023 Option Period I

1.6.7.7 Operations Security (OPSEC):
Reference: National Security Decision Directive (NSDD) 298
DOD 5205.02
DODD 5205.02E
AFI10-701AFGM_2018-01
All contractors, subcontractors, their employees, associates, and consultants who have access to critical information must comply with the DOD and Air Force-sponsored Operations Security (OPSEC) program. The OPSEC Program is directed by NSDD298, DOD Publications, and applicable Air Force guidance.
OPSEC is a systematic means of identifying and protecting information which an adversary could use to their advantage or to our disadvantage. Critical Information (CI) is generally unclassified but can become classified through compilation. This sensitive information has been identified by the organization’s OPSEC program as requiring protection. OPSEC Measures (OM) are control standards with which all personnel must comply in order to protect CI against adversaries.
Responsibilities:
The base OPSEC Program Coordinator will provide / approve OPSEC training curriculum for use by the Contractor. Critical Information and Indicator Listings (CIILs) must be protected by all contract personnel. Approved organizational OPSEC measures must be used by all contract personnel to protect critical information in their possession and protect against current foreign intelligence and industrial espionage threats. The OPSEC PM/Coordinator and the Lead contractor must ensure all contract personnel working on the contract or having access to CI attend initial and annually recurring refresher training and that the approved curriculum is presented. Training must be provided before contract personnel are allowed access to or handling of critical information. All contract personnel will comply with the organizations OPSEC standards and practices as trained. Additional training may be required based on updates to critical information, OPSEC measures, intelligence threat/vulnerability, or other fundamental changes to the OPSEC program. The OPSEC Coordinator is responsible for contacting the OPSEC Program Manager if OPSEC isn’t written into the contract.
