1.0 INTRODUCTION
1.1 Purpose
The purpose of this effort is to provide contractor logistical support, sustaining engineering, and sustainment repair for the Guided Missile Launcher Electrical Circuit (GMLEC). The effort will address software and hardware obsolescence impacts, and facilitate the sustainment of GMLEC until 2036.
1.2 Scope
This effort is focused on providing depot level repair support of GMLEC hardware and software to the 576 Flight Test Squadron (FLTS) at Vandenberg AFB, CA, and ensure that three (3) fully mission capable GMLEC sets are available for each quarterly Launch Capability Test (LCT) prior to Operational Test Launches (OTLs) and other test launches. The contractor will coordinate with the 576 FLTS and AFNWC/NMSE to monitor GMLEC readiness levels, and provide logistical support to ship GMLEC components to facilitate hardware repairs. The contractor shall provide hardware and software sustainment engineering as anomalies are identified. The contractor shall provide technical support to the 576 FLTS to facilitate intermediate level repairs at Vandenberg AFB, CA. The contractor shall also identify hardware and software obsolescence issues, identify form/fit/function replacements/solutions, and qualify substitute replacements to meet GMLEC availability requirements. The contractor shall also be able to purchase spare components.
1.3 Background
GMLEC is a ground support test set used to perform Launch Capability Testing (LCT) at Vandenberg AFB. It verifies Launch Facility (LF) Operational Ground Equipment (OGE) functionality prior to each Minuteman test launch or glory trip, which is four times per year. The GMLEC monitors electronic signals through the system control and various cables connected to OGE in the Launcher Equipment Room (LER), simulates Launch Control Center (LCC) and missile commands/responses, and provides printed go/no-go test results. Three GMLEC test sets are stored and maintained by the 576 FLTS at Vandenberg AFB.

Therefore, the Government Program Manager will have the right to reject or require correction of any deficiencies found in deliverables. In the event of rejection of any deliverable, the Government Program Manager, with coordination with the Contracting Officer, will notify the contractor in writing of the specific reasons why the deliverable was rejected. The contractor shall have 30 calendar days, or as outlined in the table in section 7.0 (whichever is shorter) or unless designated otherwise through a PCO letter, to correct the rejected deliverable and resubmit to the Government Program Manager for re-inspection. The Government must approve final versions of data deliverables.
4.6 Data Products Government’s Use Rights
All data products, including software, firmware, source data/code, and associated data parameters, developed under this contract effort shall be Government work with no license use rights encumbrances. All data shall be developed and provided in accordance with the data right clause(s) and CDRLs as identified in this contract.
Unless, the contractor has expressed a claim to provide the data to the Government with less than unlimited data rights, and included said data on the Rights Assertion Table, the Government will assume unlimited data rights (see Defense Federal Acquisition Regulation Supplement (DFARS) clause 252.227-7013). The contractor shall provide engineering and technical services for the efforts described within this contract document.
4.7 Scientific Technical Information (STINFO) and Controlled Unclassified Information (CUI)
Department of Defense (DoD) Instruction 5230.24, Distribution Statements on Technical Documents, Enclosure 4, Table 5, identifies six (6) authorized distribution statements for Scientific Technical Information (STINFO). The Contractor shall mark all scientific technical data, regardless of media or form, with the appropriate STINFO markings (i.e., distribution statement, export control warning [when applicable], and destruction notice) as specified on the DD Form 1423-1, Contract Data Requirements List (CDRL).
For written or printed material, the STINFO markings shall appear in full text on the front cover/title page as specified in the CDRL. Distribution statements shall include all applicable “reasons” based on the contents of the document. The “date of determination” within each distribution statement shall reflect the date of the document, unless otherwise agreed to upon contract award. The Controlling DoD Office (CDO) will review all technical data (e.g., technical reports, test reports, final summaries, and briefings) prior to finalization to ensure the correct STINFO markings are applied to all scientific/technical documents. A distribution statement designation is distinct from, and in addition to, a security classification marking applied in accordance with (IAW) DoD Manual 5200.01, Volume 2, DoD Information Security Program: Marking of Information.
Controlled Unclassified Information (CUI) markings shall be applied to all applicable scientific, technical information documents IAW DoDI 5200.48 Controlled Unclassified Information (CUI). The STINFO information (i.e., Distribution statement, Export Control Warning [when applicable] and destruction
Page 14 of 19 Date: 21 Sep 21 notice) shall be fully spelled out, and shall be placed above the CUI Designation Indicator box. The CUI box only lists the “Distribution Statement line and letter. Place “Controlled Unclassified Information” (do not abbreviate) in the header and footer of each page. NOTE: If the information does not fall within law, regulation, or government policy then the information is not CUI.
