Statement of Work

Fluke Automated Pressure Calibration System Upgrades

1.0 Introduction

The Naval Air Systems Command (NAVAIR) Metrology and Calibration (METCAL) Program has a requirement to procure Fluke Electronics Corporation (Fluke) Automated Pressure Calibration System (APC) model number (M/N) 4332A upgrades to support the current NAVAIR METCAL pressure workload. The APCs in the NAVAIR inventory are used to calibrate pressure gauges, transducers, transmitters, and other high-pressure devices. The Fluke model number (M/N) 4332A is being procured as a configuration upgrade that can support the current NAVAIR METCAL pressure calibration workload. The Fluke M/N 4322A configuration is being sought to upgrade legacy Fluke M/N 4322 systems that have lost functionality due to broken and aging internal components.

2.0 Background

The APCs M/N 4322 in the NAVAIR METCAL inventory, enable users to calibrate almost any type of pressure gauge, transducer, transmitter or switch including the following: vacuum, compound, absolute and high-pressure devices. It provides high-end, laboratory-grade performance across a very wide range, on the bench or in situ. For maximum versatility and portability, the Calibrator consists of a Pressure Controller (the Controller), a Pressure Intensifier (the Intensifier), a Nitrogen Cylinder, and an Accessory Kit. At a minimum 90 % of the current Fluke M/N 4322 APC systems in the NAVAIR METCAL inventory are out of service. This configuration upgrade to both firmware and hardware elements will improve operation and maintenance of the system that will result in greater reliability, maintainability and repeatability.

3.0 Scope

The scope of this effort is to procure up to 254 Fluke M/N 4322A APC upgrades.

5.0 Requirements

5.1 Fluke 4322A Hardware Upgrades

5.1.1 Remove the BaroCheck feature.

5.1.2 Adjust the A150K module from a specified +/- 0.0036 to =/- 0.0054 pounds per square-inch (psi).

5.1.3 Upgrade the Quick Connect (QC) couplings on the model 4322A components of the controller, intensifier, contamination-prevention system (CPS) modules and two test hoses to provided better lock/unlock pressure consistency than the legacy 4322 system and reduced friction so that hand tools are no longer needed to make or break pressure connections.

5.1.4 Upgrade the pressure/vacuum pump assembly by replacing the solenoid and valve components to provide corrosion resistance.

5.1.5 Modify the 4322A pressure controller’s plastic deck to reduce the likelihood of the CPS Driver Circuit and the CPS valve being damaged by a short circuit of the CPS Valve Driver contacts due to an accumulation of liquid on the plastic deck.

5.1.6 Upgrade the CPS circuit by making the fuse holder for the fuse between the CPS contacts and the driver board accessible to an operator without having to remove the pressure controller from its enclosure.

5.1.7 Upgrade the CPS filter assembly so that no tools are required to remove or replace the filters.

5.1.8 Upgrade the Pressure Controller Quick-Connect (QC) Coupling on the supply pressure to the new generation QC coupling found on the 4322A commercial system.

5.1.9 The lid area of the pressure controller shall receive a foam insert stating, “NO STORAGE ON LID”.

5.1.10 Upgrade the pressure controller internals to be protected against liquid spills including oil. The CPS docking on the top surface of the pressure controller shall have improved protection from liquid spills emanating from that area, thus preventing spills from reaching internal components.

5.1.11 Update the Pressure Controller identification plate to reflect the new configuration designation, component and system serialization, and 2-D barcoding.

5.1.12 Upgrade the Intensifier to be case-hardened for a reduction of wear and flaking of the cam.

5.1.13 Isolate the motor encoder sensor to reduce particle contamination.

5.1.14 Upgrade the input (from N2 cylinder) and output (to pressure controller) pressure QC couplings to the new-generation 4322A QC couplings.

5.1.15 Update the Intensifier Identification Plate to reflect the new configuration designation, component and system serialization, and 2-D barcoding.

5.1.16 One (1) each blue and orange Contamination Prevention System (CPS) module shall be returned to Fluke with each system for upgrade and replacement modules shall be issued by Fluke.

5.1.17 Replace each CPS QC coupling with a new-generation 4322A QC coupling found on the commercial system.

5.1.18 Upgrade the purge manifold and filter retainers to stainless-steel versions for corrosion prevention.

5.1.19 One (1) each blue and orange test hose is to be returned to Fluke with each system for upgrade. The QC couplings shall be upgraded to the new 4322A commercial system QC couplings.

5.1.20 Upgrade the spares kits to the new 4322A commercial system spare kits, which is to include a minimum of two (2) additional fuses for each fuse holder and other support items for the upgraded components.

5.1.21 Update the accessory kit identification plate to reflect the new configuration designation, component and system serialization, and 2-D barcoding.

5.1.22 Update the N2 Cylinder Component Identification plate to reflect the new configuration designation, component and system serialization, and 2-D barcoding.

5.1.23 Calibrate all pressure transducer modules from the legacy components of the 4322 shipped by the Navy and the Fluke provided module(s) for the 4322A to the Fluke specification for the M/N 4322A.
