PERFORMANCE WORK STATEMENT (PWS)

For

On-Site Inspection & Building Capacity Directorate

Operations Support Department

NATO Conventional Arms Control Information Exchange Course Instruction & Technical Support

1.0 Scope

1.1. Background

The mission of the Defense Threat Reduction Agency (DTRA) is to safeguard America and its allies from Weapons of Mass Destruction (WMD) (chemical, biological, radiological, nuclear, and high explosives) by providing capabilities to reduce, eliminate, and counter the threat, and mitigate its effects. The On-Site Inspection and Building Capacity Directorate builds the capability and capacity of our allies and partners, conducts arms control and risk reduction activities, and develops measures to mitigate dangers posed by national security challenges, thereby enabling the

Department of Defense, the U.S government, and international partners to deter and prevail against

WMD armed adversaries and to prevent, reduce, and eliminate CBRN threats. In fulfilling its mission, the OB-OS Department works closely with NATO on a variety of conventional arms control topics including support for NATO’s annual Conventional Arms Control Information Exchange Course

(NATO Course # S5-64, also known as the “Information Exchange” course). This contract will provide contractor support for the course that was previously provided by the Organization for Security &

Cooperation in Europe (OSCE).

The NATO School Oberammergau (NSO) in southern Germany is NATO's key training facility on the operational level. The school started with two courses in 1953 and now offers over 100 different courses to Alliance members and partners on subjects related to NATO's policies, strategies, missions, and operations. The school conducts multinational military education and individual training in support of current and developing NATO operations, strategy, policy, doctrine, and procedures. This includes cooperation, dialogue, and information exchange, as well as education and training, with military and civilian personnel from non-NATO nations. Annually, more than

10,000 students and conference attendees visit the school.

1.2. Objective

The contractor shall furnish all personnel, labor, and services necessary to conduct this course in direct support for the conduct of the NSO course S5-64: Conventional Arms Control Information

Exchange Course; and under the guidance of the course’s Office of Primary Responsibility (OPR): the

NATO International Staff - Arms Control, Disarmament and WMD Non-Proliferation Section (ADN), or their designated NATO Allied representative.

Tasks will include instruction, configuring systems and software for classroom exercises

(“syndicates”), facilitating syndicates and other respective related tasks, and by conducting necessary coordination with the appropriate NATO-ADN (or their designated representative) personnel, appropriate OSCE personnel, NSO personnel, to include IT, Allied course instructors, and any others necessary for the conduct of the course. A secondary objective of this contract is to train a back-up instructor to be available to provide the instruction should the primary instructor unexpectedly be unavailable.

NATO Information Exchange Instructor tasks include:

• Assisting the NATO ADN Team with Information Exchange Course Redesign (one trip to

Brussels Belgium, Geilenkirchen Germany, or Vienna Austria the first contract year only)

• Preparing instructional materials for the course

• Travel to Oberammergau Germany (once per year for pre-course meetings/preparation and once per year for the actual course – 2 trips per contract year)

• Configuring and testing MS Windows syndicate computers and ensuring network connectivity to the NATO School network is working as appropriate

• Ensuring all software to be used on the student/syndicate computers is operational;

software includes the OSCE’s Automated Data System (ADS) and Integrated Notification

Application (INA)

• Instructing applicable modules (approximately 5 one-to-two-hour long modules) of the

Information Exchange Course

• Servings as the primary facilitator for approximately three to four syndicates and secondary facilitator for three to four syndicates

• Preparing a back-up instructor to teach the applicable course modules and facilitate syndicates

• Providing limited, as needed, technical guidance to the NATO International Staff (IS) office on actions related to their VERITY arms control system and other conventional arms control data concerns.

3.0 Performance Requirements

3.1. Performance Requirement 1 – Provide Project Management of the Effort

The Contractor shall be responsible for management, supervision, and inspection of all tasks as required by the contract. The Contractor shall provide DTRA with effective and timely information regarding project status, issue identification and mitigation strategies. The Contractor shall submit a Monthly Activity Status/Progress Report in accordance with CDRL A001.

3.2. Performance Requirement 2 – Perform NATO Data Management Course Instruction and

Associated Preparation.

The Contractor shall provide course instruction once per year at the NATO School Oberammergau (NSO). The Government estimates one primary instructor with a back-up instructor to be trained within the contract’s base year and to attend the annual course as an assistant / back-up instructor in the base year and all option years. Tasks may include but are not limited to:

• Prepare course module instructional briefing slides, classroom examples and associated training aids.

• Coordinate with instructors from other NATO countries or international organizations on all instructional aspects and to ensure all requisite topics are covered and that any overlap between modules is intentional.

• Participate in pre-course “dry-runs” and associated instructional preparation sessions.

• Facilitate course syndicates as the lead (three to four syndicates) and serve as co-facilitator for three to four other syndicates.

The Contractor shall provide software configuration for the student computers at the NATO School Oberammergau (NSO). Software Configuration duties shall include:

• Configure syndicate computers with all appropriate software, treaty data, training scenarios, etc. to ensure syndicates run smoothly.

• Add all student computers to the NSO virtual environment as necessary and test access.

• Provide configuration support for applications (INA, ADS, Acrobat, MS-Office, etc.) installed on student systems (or virtual machines – VMs).

• If technically feasible and can be accomplished within the annual pre-course preparation session in Oberammergau, the contractor shall configure the student computers with Outlook or “virtualize” the Exchange setup, so students can train on sending/receiving notifications, and on the coordination between the “political” user and the “technical”/arms control user.

3.3. Performance Requirement 3 – Assist NATO Team with Redesign of NATO Data Management

Course

• Provide input/expertise and general support to the NATO team with suggestions to improve the Information Exchange course. Support can be in the form of participating in brainstorming/technical discussions, creating/modifying slides and other instructional materials, research concerning course topics and related activities.

• Travel to Brussels Belgium, Geilenkirchen Germany, or Vienna Austria (one trip, base contract year only) to work on the course redesign.

3.4. Performance Requirement 4 – Train a back-up Data Management Course Instructor

To ensure there is not a potential lack of support for a course session, the contractor shall provide the requisite training to a colleague to be designated as a back-up instructor. Tasks shall include but not limited to:

• The back-up instructor shall be briefed on the course modules to be taught, be provided all written materials for review, and be allotted time to learn the material.

• The back-up instructor shall travel to the NATO School in Oberammergau, Germany with the instructor for each course session and be given hands-on exposure to the classroom, syndicate work areas, student/syndicate computers, etc.

• During that annual trips to Oberammergau the back-up instructor shall become familiarized with the various syndicate computers, student scenarios/exercises and related systems and actions.

The back-up instructor should be comfortable teaching the course modules and facilitating the syndicates at the conclusion of the course and any after-action discussions.

• If the back-up instructor is not needed to teach any modules or be the lead facilitator for any syndicates, the back-up instructor shall be assisting with syndicates and with overall course management as necessary.

3.5. Performance Requirement 5 – Provide technical guidance to the NATO VERITY support team.

• As/if requested provide minimal technical guidance to the NATO VERITY software support team with questions regarding VERITY software upgrades, data integrity, data migrations, and any similar conventional arms control data concerns.

• Support would be in the form of phone conversations, email correspondence or in-person support if already on-site at a NATO facility. Support more significant than a short telephone or in-person conversation or modest email exchange shall be coordinated with the COR in advance.

3.6. Performance Requirement 6 – Provide Documentation

The Contractor shall provide appropriate documentation for all work completed under Paragraphs

3.1 through 3.5 above, as directed by the Contracting Officer’s Representative (COR). See CDRL

A002 - Analyses, Reports, Test Plans, Procedures, Documents, etc. (as required). Documentation may include but not be limited to:

• Course Redesign recommendations

• Notes on syndicate computer configurations

• Talking points on ways to best present the module materials and facilitate the syndicates

4.0 Period of Performance

15 Nov 2024 to 14 Nov 2025 (base year); 4 Option years to follow.

All references to days are calendar days.

5.0 Travel

• Two trips per year for the primary instructor to Oberammergau, Germany will be required.

• One trip in the base year for the primary instructor to Brussels Belgium, Geilenkirchen Germany, or Vienna Austria will be required.

• One trip in the base year and in all option years for the back-up instructor to the NATO School in

Oberammergau, Germany will be required.

Each trip will be for five days of work or less on-site at either the NATO School facilities (Oberammergau) or the selected location for the base year Course Redesign Meeting with travel the weekend before and the weekend following the course.

6.0 Deliverables

Annual NATO Information Exchange Course support is required. Specific deliverables will be identified by the COR and provided by the Contractor according to mutually agreed upon schedules and methods.

The following deliverables are required:

• A001 – Monthly Status Report (a very brief description of actions worked, upcoming travel, etc.).

It is understood that some months may not include any work performed and that a very basic Nothing Significant to Report (NSTR) report can be provided.

• A002 – After-Action Trip Report (following each trip to the NATO School, to NATO Headquarters or other locations)

• A003 - Closeout Funds Available for De-obligation Report and Final Invoice

• A004 – Provide a Listing/Summary of Key Accomplishments/Successes at the end of each Period of Performance.

7.0 Security Requirements

Participating Contractor personnel must be cleared to at least the SECRET level. Deliverables shall be classified appropriately in accordance with published guidance. Performer will not be required to develop classified documents. Classification guidance not already addressed in the Contract Security Classification Specification (DD Form 254) for this contract will be furnished, as required, by the Contracting Officer.

8.0 Government Provided Support

This effort will be performed primarily at the NATO School (NSO), Oberammergau, Germany, possibly the NATO Headquarters in Brussels Belgium, Geilenkirchen Germany or Viena Austria and periodically via telework or at the contractor’s discretion at their corporate/contract offices. Due to the international aspects of this support, the Government will not provide working space nor support such as computers, telephones, etc. The contractor shall provide the required computer/information technology support to be used in preparing for and conducting formal instructional sessions and break-out/syndicate sessions.

9.0 Key Personnel

The primary and back-up instructors performing the hands-on instruction, assisting with syndicates, and configuring all course instructional systems will both be key persons on the contract. The instructors should possess expert knowledge of the data aspects of the various Conventional Arms control agreements supported by the OSCE’s Automated Data System (ADS) software; these include the Conventional Armed Forces in Europe Treaty (CFE), Vienna Document 2011, and the Global Exchange of Military Information (GEMI). The instructors shall also have a complete understanding of the sometimes-complex treaty rules and related algorithms associated with the various treaties and agreements as that is essential to being able to address student questions and facilitate the syndicates.

The instructors should also have a working knowledge of the OSCE’s Arms Control Information Management and Reporting System (iMARS) and be able to install it on the instructor’s computer and provide a demonstration and iMARS overview briefing. Additionally, the instructors should also have knowledge of local area networks for MS Windows computers for the training and small-group environments.
