About this file
This document is a preliminary/contract design file for the Ranger IV vessel, specifically the Design File 3 or 3.6, submitted by Loch Harbour Group for the National Park Service's Isle Royale project. The file contains detailed technical specifications and design drawings for a multi-mission passenger and cargo ferry, including area volume reports, schematic system layouts, and technical calculations for various vessel systems such as seawater service, potable water, fire main, lubricating oil, compressed air, ballast, bilge, and fuel oil systems.
The vessel design encompasses a 182.5-foot vessel with dimensions of 36' beam and 18' depth, designed to operate between Isle Royale and Houghton, MI. Key technical specifications include dual hybrid propulsion with two CAT 3512E diesel engines, two Reintjes WAF 675 PTO/PTI gearbox assemblies, two VEM IE4-W61R propulsion motors, two 534 eKW Corvus Orca battery strings, and two diesel generator sets. The design includes comprehensive system schematics for auxiliary systems, with specific attention to marine engineering requirements, vessel safety, and operational functionality across multiple deck levels and compartments.

A. DESCRIPTION
A.1 Seawater Service including Main Seawater
The Seawater system is provided to remove heat from the Main Engine Heat exchangers, Genset
Heat Exchangers and provide water to Utility spaces of accommodation areas. The Seawater system is supplied from two seachests separated port and starboard on either side of the vessel.
The seachests are cross connected by a main and auxiliary seawater suction main. Quick opening
Duplex Strainers with associated valving are provided on the seamain. Strainers are located downstream of each seachest valve, as close to the seachest. The seawater cooling system discharge from the Main and auxiliary engines are combined and led to a single discharge main with discharge connections on the port and starboard sides leading to overboard discharge.
The seawater system includes the provision of seawater to Provisional Cooling Plant and the accommodation spaces particularly the Wet modules, Weather deck Hose bibs, Urinals, Crew spaces, Offices spaces and Staterooms through two Sea Water Cooling Pumps via storage tank.
A.2 Potable Water System
The potable water system is provided with two equal sized freshwater storage tanks, two pressure set-pumps, pressure set including hydro-pneumatic compression tank, water heaters, two hot water circulating pumps, shore supply connections and UV disinfection unit.
The pressure sets supply the entire system demand with one pump in standby. Hydro-pneumatic tank is installed to regulate system pressure without the need for continuous pumping. A UV disinfection unit is included to sterilize the freshwater from the storage tanks.
The cold potable water system will receive potable water via port and starboard shore connections to fill the potable water tanks.
The cold potable water system supplies water to the water heaters. Two hot water recirculation pumps are provided in the hot potable water system, and it will be controlled by thermostat.
The potable water system will be provided for service sinks, galley sinks, drinking fountains, window wiper and showers.
A.3 Firemain System
A dry Firemain system is provided with a dedicated Fire Pump, which is located in the Engine room (lower level). The system consists of sea inlets, suction piping, fire pumps and a distributed piping system supplying fire hydrants and hoses located throughout the vessel. Fire pumps will take suction through strainers from Port and Starboard Seachests crossover header and deliver water to fire stations. Bilge/ballast pump can function as standby pump. International shore connection as a loose fitting capable of being connected to any hydrant or hose will be provided.
The fire main system is designed to deliver water through any adjacent fire hydrants at minimum
2.5 bar pressure. Fire hydrants are positioned in the vessel such that at least two jets of water not emanating from the same hydrant will reach any part of the vessel and one of the jets of water will be from a single length of hose.
A.4 Lubricating Oil including Fill, Storage and Transfer
Lube oil Fill and transfer system is provided for Main Engines and Gensets on the vessel. The lube oil system includes one lube oil transfer pump, one used oil transfer pump and a strainer.
The lube oil transfer pump draws the lubricating oil from the lube oil tank and delivering it to the main engine, ensuring proper lubrication of engine components during operation and a dispensing hose. The dispensing hose will deliver lube oil to the gensets.
The used oil from main engines and gensets is transferred to the used oil tank via used oil transfer pump. The accumulated used oil is then discharged to shore through the sludge pump.
A.5 Compressed Air System
A compressed air system is provided with two compressors, two air receivers, two air dryers for supplying starting air to Main engines and ship service air.
A drainage connection is provided for each air receiver at the lowest point. Each drainage connection is fitted with an automatic trap with a manual valved bypass.
Ship service air is distributed at 116 psig (800 kPa) to all equipment and services requiring compressed air. Pressure-reducing valves are provided where necessary to meet the recommendations of the equipment manufacturers.
Each ship service air outlet is provided with a cutout valve and a quick disconnect fitting.
A.6 Ballast, including Ballast Water Treatment System
A ballast system is provided with a dedicated ballast pump for controlled Ballasting and
Deballasting tanks separately.
Ballasting and Deballasting operations are provided via electric motor operated pump and valves.
Each ballast tank is served by a dedicated tail pipe.
Ballast pumps will take suction from port and starboard Seachests crossover or from any ballast tank to deliver water to ballast tanks or overboard discharge.
The internal arrangements of seawater ballast tanks and ballast water piping inlet and outlet arrangements are designed in accordance with IMO Resolution MEPC.209 (63).
A USCG approved ballast water treatment system is provided in Auxiliary machinery room
(FWD). A ballast discharge shore connection is provided.
The Ballasting/Deballasting system will be arranged for both local control and remote control and shall be monitored.
The Optimarin Ballast System (OBS) offers two operational modes to ensure compliance with both regulatory frameworks. Notably, the OBS does not utilize any chemical or toxic agents in its treatment process, leaving no harmful free radicals in the treated ballast water. Consequently, the water discharged poses no greater risk to tanks, coatings, structures, pipes, or pumps than ambient water, thereby reducing operational costs.
The treatment process relies on a combination of filtration and UV treatment. During ballasting, water is first filtered through a 20-micron filter to remove larger particles, including most zooplankton. Following filtration, the water passes through UV chambers where it is exposed to high doses of UV light, effectively killing, or inactivating remaining plankton, bacteria, and viruses. During de-ballasting, the filter is bypassed, and the ballast water is again treated with UV light to ensure comprehensive inactivation of any organisms that may have passed through the initial treatment.
The selection of the Optimarin 167/87FX2 Ballast Water Treatment Unit is grounded in its compliance with both IMO and USCG regulations, ensuring safe and effective treatment of ballast water. The system's reliance on filtration and UV treatment not only eliminates harmful organisms without the use of chemicals but also significantly reduces operational risks to vessel infrastructure.
A.7 Bilge System
A bilge system is provided to de-water to all compartments, where water may accumulate due to condensation, leakage, washing, firefighting, etc. The system also provides controlling flooding in the propulsion machinery space, hence there will be limited damage to piping systems.
One dedicated self-priming bilge pump is provided with strainer that is easily accessible from the floorplate. The bilge system discharges selectively to the oily bilge tank. Fire/ballast pump can function as standby pump.
Direct bilge suction is provided for Engine room and auxiliary machinery room with means of drainage at the full capacity of the Rule-required bilge pump. Each space fitted with a bilge suction shall be equipped with a bilge high-level alarm.
Each suction branch pipeline from each compartment is connected to the bilge manifolds placed in the engine room and auxiliary machinery room. Each suction line should be provided with a non-return valve.
A.8 Fuel Oil Fill, Storage, Transfer, Offload, Purification, and Service
Two fuel oil fill/discharge connections (Port & Starboard) are provided on the Main Deck. Filling connections are terminated in gate valves and are provided with caps. A valved sampling connection will be provided on the fuel suction lines from the service tanks and at each shore connection with provisions for attaching a pressure gauge downstream of the sampling connection at each filling connection.
The filling connection containment is provided with a drain and screw plug to drain.
Diesel Oil Cargo tanks are to be filled from shore connection and discharge of these tanks to the shore by means of two Fuel transfer pumps located in the Aft Auxiliary machinery Room.
The fuel transfer pumps allow the transfer of fuel oil from the shore to fuel oil day tanks and emergency DG fuel oil tank through fuel oil coalescing filter. The fuel oil is recirculated in the ship’s service day tanks supplying the Main Engines, Diesel Generators and Oil Fired Heaters.
Each fuel return line is provided with a check valve to prevent the back flow of fuel into the equipment.
