1 SCOPE
This Statement of Work (SOW) defines the efforts required for the limited manufacture, assembly, and test of the Common Processing System (CPS) equipment, spares, and associated technical services. The SOW also defines the efforts required to provide AN/UYQ-107 variants CPS Ordnance Alteration (ORDALT) Kits and related procurements, products, installation and harvesting services to the Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD), Port Hueneme California. Additionally, this SOW defines the efforts required to provide Engineering Services, Supportability and Life Cycle Support and related procurements to NSWC PHD.
This requirement will provide for engineering, logistics, installation, and limited equipment production services including any ORDALT Kits, spare parts and materials required to provide Life-Cycle support for CPS equipment AN/UYQ-107’s. The Contractor shall furnish all labor and materials, except for the Government Furnished Information (GFI) identified in the contract. Program information, deliveries and data shall be handled in accordance with Government instruction.
This requirement will also provide for products and services anticipated to build, test and install the CPS ORDALT Kits. The Contractor shall manufacture, test, and deliver the ORDALT Kits in accordance with the applicable Engineering Change Proposals (ECP), Technical Data Package (TDP) and associated GFI provided under this contract. The products and services provided under this contract are applicable to the below listed United States Navy (USN) and Foreign Military Sales (FMS) programs and other programs as required:
• Aegis Weapon System (AWS), Sponsor – Program Executive Office Integrated Warfare Systems (PEO
IWS) 1.0
• Aegis Ashore – PEO IWS 1.0 / Missile Defense Agency (MDA)
• Surface Electronic Warfare Improvement Program (SEWIP) – PEO IWS 2.0
• Gun Weapon System (GWS) – PEO IWS 3.0
• Air Warfare Destroyer (AWD)/Naval Fires Control System (NFCS) – PEO IWS 3.0/PEO IWS 4.0
• Japanese Modernization (JAMOD) – PEO IWS 4.0

• Maritime Integrated Air and Missile Defense Planning System (MIPS) – PEO IWS 6.0
• Ship Self Defense System (SSDS) – PEO IWS 10.0
This contract will allow multi-user enterprise services to sustain in-service CPS equipment in a “post-production” environment.
NSWC PHD is a field activity of Naval Sea Systems Command (NAVSEA) and is the In-Service Engineering Agent (ISEA) for the CPS.
1.1 Background
The CPS provides a common computing infrastructure for ship combat systems. The CPS is a continuously evolving family of processor and network storage systems, designed to satisfy a wide spectrum of mission critical and mission essential software applications. The CPS maximizes flexibility and functional modularity by incorporating Commercial-Off-The-Shelf (COTS) Non-Developmental Item (NDI) hardware and software compliant with Open Architecture Computing Environment (OACE) technologies and standards. These components integrate together using industry-accepted software and communication interface standards in accordance with System Requirements Documents (SRDs).
The CPS consists of the CPS Enclosure Assembly including power, cooling and hotel services and three subsystems:
The Processing Subsystem, the Storage/Extraction Subsystem, and the input/output (I/O) Subsystem. The Processing Subsystem provides the computing resources to execute Navy combat system application programs on Navy platforms. The Storage/Extraction Subsystem provides the mass storage resources required for Operating System (OS) image storage, program storage, data extraction, and database management. The I/O Subsystem provides the resources required to interface the processing and storage hardware to various external elements.
Through its ability to host multiple types of software applications, the CPS provides the processing resources for multiple Combat/Weapons systems.
The CPS production equipment was designed, developed and delivered under NAVSEA production contract numbers N00024-09-D-5212 and N00024-14-D-5213.
The ORDALT Kits procured under this contract are intended to perform a technical refresh and resolve DMS issues of the AN/UYQ -107’s.
