This is a Statement of Work (SOW) for Business Intelligence support services to the Naval Air Warfare Center Aircraft Division (NAWCAD), Webster Outlying Field (WOLF), operating under an organic Lead Systems Integrator (oLSI) model. The work supports the Integrated Command, Control and Intel Systems (IC2&IS) Division in developing comprehensive business intelligence platforms that translate operational data into command-level assets through performance dashboards, trend analysis, and key performance indicators (KPIs) to enhance decision-making and support defense weapons systems programs.

The contractor must provide services across four primary technical areas: Technical and Project Management Support (planning, coordination, WBS development, design reviews, and scope management); Analytics Application Development (platform feature development, integration of customized and commercial software, data science capabilities, API-driven data products, and UI/UX design); Data Engineering Services (data pipeline design, governance mechanisms, data integration, cataloging, quality control, and NIST security controls); and Artificial Intelligence Engineering Services (AI model development, testing, workflow integration, and Robotic Process Automation solutions). All work must support multiple funding categories including Working Capital Fund (WCF), Operations and Maintenance (O&M), Procurement (PROC), Research, Development, Test & Evaluation (RDT&E), Non-DoD, and Foreign Military Sales (FMS).

All personnel must obtain security clearances (interim Secret within 60 days; Top Secret within 120 business days for designated positions), DD Form 254 compliance, Common Access Cards (CACs), and System Authorization Access Request (SAAR) forms. Work will be performed approximately at a Government site with 100 percent at contractor facilities within 100 drivable miles of St. Inigoes, Maryland, with telework and remote work eligibility defined by position type (routine telework, local remote, or distant remote within the contiguous United States).

Contractor obligations include monthly progress and financial status reporting, Work Breakdown Structure documentation, participation in design reviews and technical meetings, transition-out planning with data transfer provisions, OPSEC program implementation, Operations Security protocols, Antiterrorism training compliance, information security marking and handling (classified and CUI), and Organizational Conflicts of Interest mitigation reporting. The contractor must maintain IT compatibility with Government systems (Microsoft Windows 10/16, Microsoft Office/Project 2010/2016, Adobe products, Internet access, and Flank Speed), provide meeting facilities supporting classified discussions up to Secret level with teleconference capability, ensure all media are virus-free, and maintain real-time voice and data communications with the IC2&IS Division during working hours.
