Budget Planning Tool Draft PWS

1. Scope of Work
The scope of this follow-on effort is for the Contractor to further develop and maintain a robust web-based tool that allows SSP and its Field Activities to maintain a detailed and locked program financial database. The tool enables unique SSP integrated business process solutions for Planning, Programming, Budgeting, and Execution (PPBE) efforts including the creation and management of SSP ‘budget packages,’ external budget exhibits, internal budget structures, and financial reporting.
2. Background
Strategic Systems Programs (SSP) is replacing its legacy financial planning system “e2e REMIS” and transitioning to a new web based Budget and Planning Tool (BPT). SSP does not currently have an ‘end-to-end’ solution that can meet its PPBE needs. The command uses Navy Enterprise Resource Planning (ERP) for current year (CY) execution and planning and relies on legacy tools for future year (FY) planning, programming, and budgeting. These legacy tools require significant manual data entry and no longer meet the modern needs of the command. The new tool will support enterprise wide PPBE activities including automated budget package creation, development of external budget exhibits, internal budget structures, out year planning and programming, and execution reviews.
3. Contract Line Item Numbers:
0001 – Ongoing Support and Maintenance (FFP) (Base Year) The Contractor shall provide ongoing support and maintenance for the BPT. Providing such support and completing the tasks described below shall be documented and reported as part of the Monthly Program Status Report. (CDRL Item A001)
Program Management and Support
• The Contractor shall plan work activities, manage its resources, and provide oversight of all task areas within this PWS. The Contractor shall provide resources that have the knowledge, education, experience, and skills to perform the requirements stipulated in this PWS for the tasks assigned.
• The Contractor shall organize, coordinate, and control all activities in compliance with the contract requirements and the timely delivery of the required products and services. The Contractor shall provide program management, project monitoring, and contract administration necessary to manage the contract process to ensure that cost, schedule, resources, and quality requirements are tracked and communicated to the Contracting Officer Representative (COR).
• The Contractor shall provide all management, labor, materials and other services necessary to complete the following tasks. Each of the BPT additions or modifications described below includes effort to document business rules, to design, implement, and test the described addition or modification, and to provide updates to training and documentation when necessary.
• The Contractor shall support the Government with preparation and maintenance of management data inclusive of briefings, Plans of Action & Milestone (POA&M), management reviews, and progress reports. The Contractor shall maintain and update databases and spreadsheets to support project and task requirements. Information shall be kept current.
• The Contractor shall maintain effective communications with the Government and other stakeholders to keep them informed on the status of supported projects and tasks. The Contractor shall notify the Government program manager in writing of all programmatic problems and resolutions of problems immediately upon discovery of such problem(s).
• The Contractor shall support the coordination of internal processes, plans, work products, schedule completion dates, and monitor project and task status and completion. The Contractor shall support the Government on task efforts and use contractor resources. The Contractor shall support the Government with organizing task priorities and allocate sufficient resources in order to efficiently and effectively meet the objectives of each project and task.
Recurring Maintenance and Configuration Management
• This effort will provide periodic maintenance releases to implement minor enhancements and resolve software defects. These include modifications to existing BPT functionality, minor reports, and performance improvements. The effort includes any software upgrades made necessary by external factors, such as upgrades to data center infrastructure or SSP network requirements. The effort also includes maintaining the BPT within a Government data center and coordinating or performing the implementation of security updates and other Information Assurance (IA) requirements.
• This effort includes tracking feature requests and issues reported by BPT users and providing them to the BPT Configuration Control Board (CCB). It includes maintaining a database (backlog) of these feature requests and issues. Upon CCB request, the Contractor will provide a high-level estimate for proposed new features and will provide advice and support to the CCB and Steering Committee. Agendas, reports and minutes from the CCB and Steering Committee meetings will be provided to the Government within ten (10) business days of said meetings.
• This effort includes the planning and documenting of tasks under this order. The Contractor shall document all tasking involved with the BPT and make recommendations to help set milestones as the Government defines requirements. The Contractor shall maintain a 90-day outlook that summarizes planned activity for each of the six two-week development periods (sprints) included in a given 90-day outlook.
Operational and Technical Support
• This effort includes on-going maintenance, technical refresh, and performance and usability improvements to existing BPT capability. It also includes the receipt, logging, and handling of support requests from BPT users, via e-mail, phone, or other avenues and shall not include any requests outside the scope of this contract.
• As requirements are defined to conform the BPT workflows and processes to the customer’s business rules and processes, updated components and interfaces will be developed to optimize the task planning and workflow experience for BPT users and administrators. The workforce tracking (by-the-name workflow) functionality of the BPT, including execution workflows, custom extended attributes, and integration with external tools for data calls and future planning shall be modified and supported as directed by the Government.
• The contractor shall provide periodic maintenance releases to implement minor enhancements and resolve software defects. These include modifications to existing BPT functionality, minor reports, performance improvements, and all software upgrades made necessary by external factors, such as upgrades to data center infrastructure or network requirements. An instance of the BPT shall be maintained within a Government data center and coordinate or perform the implementation of security updates and other Information Assurance (IA) requirements.
Software Compliance and Data Management
• The Contractor shall review system technical and functional architecture issues and keep the Government aware of implications and impact. The Contractor shall review changes and updates to Government instructions, directives, and mandates; assess the impacts of those changes to the software; and recommend course(s) of action to be taken by the Government to assure toolset compliance. The Contractor shall maintain program software security posture and associated compliance documentation.
• The Contractor, in developing information that will be delivered to the Government, shall make the maximum use of existing Government-owned data, and provide maximum multiple use of technical information. Government use of any data deliverable shall not require installation of client software on Government computer systems (except for internet browser, Microsoft Office suite, or Adobe Acrobat Reader). Specific data management functions shall include schedule control for deliverables, maintenance of deliverables, and approval of deliverable format, distribution, and delivery of data products. The Government reserves the right to review all data associated with and developed for this contract. The data, data products, and interfacing products are deliverables.
Training
• The contractor shall provide training for the BPT via both on-site and virtually using DoD approved collaboration tools. This includes the preparation and updating of training documentation and artifacts. Training will include both classroom-style training, one-on-one, and small group assistance.
• The Contractor shall develop training curriculum and provide training materials for the BPT. The Contractor shall apply engineering and analytical disciplines required to provide the SSP community with adequate instruction including applied exercises resulting in the attainment and retention of knowledge and skills required to conduct activity within the BPT. Training shall be based on the specific roles, responsibilities, and system access required for users to perform their job functions.
• A combination of role-based and end-to-end business process training shall be employed to support user retention and accommodate multiple learning styles.
• The Contractor shall develop, deliver, and maintain visual aids, scripts, storyboards, and audiovisual media to be used in eLearning and by instructors in the conduct of classes. The instructional aids and media shall enhance the learning process.
• The Contractor shall document and addressing users’ questions during training. The Contractor shall provide on-going support; maintain all training materials using feedback and continuous evaluation of content, and continuously evaluate training materials and update resources as the program and BPT matures.
0002 – Development (FFP) (Base Year) The contractor shall continue development of the BPT. As software releases are delivered they shall be documented and reported as Software Release Reports. (CDRL Item A002)
• This effort provides for changes to the BPT to conform to SSP’s business process and battle rhythm. This includes the development and update of features and interfaces to optimize the task planning and workflow experience for users and administrators, based on the specifics of each organization’s business rules and requirements.
• The contractor shall support SSP in defining the scope and requirements for the BPT to perform program analysis of “what if” scenarios for past, current, and future fiscal years. This effort will provide for the implementation of reports and dashboards to meet the data gathering and analysis requirements of SSP and its Field Activities. The contractor shall continue to develop the tool’s interface capability, allowing SSP to import data from Navy ERP and link to detailed planning data developed within the BPT, which will permit customizable reports and dashboards to help facilitate execution reviews, obligation/expenditure to benchmark tracking, and carryover planning. The contractor shall provide the implementation of reports and dashboards to meet the data gathering and analysis requirements of the customer, including reports and metrics on both the data itself and the process (i.e. workflow metrics to measure the efficiency of business processes). Dashboards shall be implemented to provide an executive-level overview of tool data, aggregated and filtered at the appropriate levels to relay useful planning and execution information to decision makers.
• This effort will continue to develop the capability to design, adapt, and version budget package format templates for various organizations. The BPT will automatically populate those templates with BPT planning, execution, and reporting data to automate the budget package generation process to the maximum extent possible. Auto-generated budget packages will be exportable as Microsoft PowerPoint presentations or as PDF files.
• This effort will allow the BPT to import and export data between various existing (or future) information systems, such as Navy ERP. This effort will include requirements definition to determine the extent of data sharing capability, development of business rules to define which system or tool should be the “system of record” for a given type of data, and on-site training to propagate the updated business rules and demonstrate and train the new functionality.
• The Contractor shall support integration efforts, data mapping, and data alignment efforts to support increasing data integration, establishing enterprise data standards, improving data accessibility, and strengthening data analytical expertise.
