Section 1: Purpose and Pricing

1.1.Purpose

The Chattahoochee-Oconee National Forest intends to establish multiple-award Blanket Purchase Agreements (BPAs) to provide Road Maintenance Services in support of requirements of the Chattahoochee-Oconee National Forest. The services encompassed by these BPAs are commercial and non-personal services.

The Chattahoochee-Oconee National Forest plans to award between 3 and 4 BPAs from this solicitation but may award more (or less) to ensure adequate coverage for all types of work and all geographical areas within the region. Actual work will be competed amongst the BPA awardees through the issuance of BPA calls (orders) using a Request for Quote (RFQ) process as work is identified during the life of the BPAs.

Work will primarily be for the Chattahoochee-Oconee National Forest; however, calls may be issued by other National Forests within the Region 8. Each RFQ will describe a specific project and include all the necessary information for submitting a quote and performing the work. The services ordered may support a specific portion of a project or may encompass providing support from project initiation through project close-out.

1.2.BPA Call Type

Forest Service Contracting Officers (CO) will issue firm fixed priced calls against the BPAs.

1.3.BPA Extent of Obligation

The Government is obligated only to the extent of authorized calls awarded under the BPAs.

1.4.BPA Estimated Ordering Amount

The total estimated program these BPAs will support is $1 million over the 5-year ordering period. This is an estimate only and there are no guarantees for this volume of work. The accumulated value of all calls issued under these BPAs may exceed this amount without modification to the BPA.

1.5.Purchase Limitation

Calls are not expected to exceed $250,000.00 in amount unless agreed to by the government and the BPA Contractor selected for the call award.

1.6.Individuals Authorized to Purchase Under the BPA

Any warranted Forest Service CO, within stated warrant limitations, is authorized to issue calls from the awarded BPAs. The Call CO is the only individual authorized to make changes to the call once issued.

1.7.Schedule of Items

The BPA contains the following service requirements and unit prices.

The unit price listed for each service category is the estimated unit price for the contract period of performance. A BPA holder will submit their pricing based on the material cost and fuel prices at the time of RFQ.

1.8.Mobilization

Mobilization may be required at the call level to complete the work required. All travel must be in compliance with the Federal Travel Regulation accessible at https://www.gsa.gov/policy-regulations/regulations/federal-travel-regulation-ftr. Each RFQ may allow for pricing any necessary mobilization. Applicable per diem rates can be found at www.gsa.gov/perdiem. The contractor shall utilize the U.S. Energy Information Administration website as a reference for diesel prices which is updated daily. U.S. Energy Information Administration - Gasoline and Diesel Fuel Website https://www.eia.gov/petroleum/gasdiesel/

1.9.Non-Personal Services

The Government shall neither supervise Contractor employees nor control the method by which the Contractor performs the required tasks. It shall be the responsibility of the Contractor to manage its employees and subcontractors and to guard against any actions that are of the nature of personal services or give the perception of personal services as defined in Federal Acquisition Regulations (FAR) Subpart 37.104.

1.10.Services Not Covered

Architect or Engineering services meeting the definition of Architect-Engineer Services as defined in FAR Subpart 36.601-4 shall not be contracted for using this BPA

Solicitation 12****** Statement of Work

Chattahoochee-Oconee National Forests Road Maintenance Services

Section 2: Scope 2.1.Introduction

This is non-personal services contract to provide road maintenance services to Chattahoochee-Oconee National Forests. The Contractor shall provide any and all equipment, labor, materials, tools, supervision, mobilization, equipment including safety and other incidentals necessary to perform all work for basic road maintenance activities located within the boundaries of the Chattahoochee-Oconee National Forest as indicated on the Schedule of Items on as “As-Needed”, basis in accordance with maintenance functions as defined in this Statement of Work, specifications, terms and conditions of the base BPA, subsequent Call Order.

2.2.Chattahoochee-Oconee National Forest Background

There’s four (4) Ranger Districts (RD) on the Chattahoochee-Oconee NF, in which each may require road maintenance activities.

The four Ranger Districts are as shown: Chattooga River RD, Oconee RD, Conasauga RD, and the Blue Ridge RD.

2.4.Applicable Laws, Regulations and Policies

Key laws, regulations and policies that may apply to work under BPAs are included below. This list is not all-inclusive. The Contractor must ensure compliance with all relevant laws and regulations, including any local regulations.

Public law, regulations, manuals, and handbooks referenced are subject to change. Any new legislation or changes to existing documentation are incorporated into the BPA by this reference.

2.5.Place of Performance

The work to be performed under this contract will be performed at the Chattahoochee-Oconee National Forest is located in the State of Georgia as shown on the enclosed map. See separate attachment for each Ranger District with the roads that may require maintenance. Roads which may be designated to receive maintenance under this contract are under the jurisdiction of the USDA Forest Service. Work to be performed under this contract is comprised of various maintenance activities as listed in the Schedule of Items and in accordance with the Technical Specification.

2.6. Period of Performance

Call Orders may be placed throughout the entire contract performance period. Call Orders issued by the Government will detail the areas to be serviced, the services to be provided and order in which performance is required. Actual quantities of services ordered will depend upon existing conditions at the time of the Government inspection.

A list of road names and road numbers with the District that will require the maintenance will be delivered to the selected contractor prior to award of the call order. A number of USFS Roads with high traffic volume roads may require recurrent maintenance/blading on a more frequent basis dependent on weather conditions and traffic pattern at various times of the year.

Prior to beginning work, the Contractor is responsible for identifying appropriate commercial sources of material except where a specific source for a particular material is identified on the Contract Plans or Contract.

Period of Performance: The Period of Performance shall be for one (1) Base year of 12 months and four

(4) 12-month Option Years. The Period of Performance reads as follows:

Base Year: October 13, 2021 – October 12, 2022

Option Year I: October 13, 2022 – October 12, 2023

Option Year II: October 13, 2023 – October 12, 2024

Option Year III: October 13, 2024 – October 12, 2025

Option Year IV: October 13, 2025 – October 12, 2026

2.7. Emergency Response Time

In the event of emergency maintenance needs which fall outside the call order specified for the call order period, the Contractor must be able to respond to oral or telecommunicated orders under this contract within 24 hours. Such orders will be issued by the Contracting Officer and will be confirmed by a written call order issued by the Contracting Officer. The Contractor will receive compensation for the cost to mobilize equipment to the response location at the rate specified in the Schedule of Items. See Activity Code 280 - Emergency Equipment Movement of this contract for further details.

2.8. Superintendence by the Contractor

At all times during the performance of the contract and until the work is completed and accepted, the Contractor shall directly supervise the work or assign and have on the work site a competent superintendent who is satisfactory to the Contracting Officer Representative/Contracting Officer and has authority to act for the Contractor. The superintendent shall be designated in writing to the Contracting Officer prior to the commencement of work on the first call order. This individual shall be able to read, speak and understand English.

2.9. Equipment Requirements and Transportation

All equipment proposed to be used for performance of the work shall be of the size, type, number and in such condition to properly pursue the requirements of this contract. Grading equipment must be capable of cutting, crowning, and shaping operations necessary to meet the requirements of Activity Codes applicable in the technical (performance standards) requirements and Typical Section Drawings.

The Contractor's proposed equipment shall be made available for inspection prior to award of the call order. If at any time during the course of this BPA the equipment is deemed unsatisfactory, the Contracting Officer Representative/Contracting Officer may order removal and may require a satisfactory replacement, at Contractor's expense. Replacement equipment, if ordered, is to be onsite and working within 48 hours.

Any movement or transportation of equipment to or from work areas required to pursue the work in the call order, to repair or replace equipment, or for the Contractor's convenience shall be at the Contractor's expense.

3.0. Public Safety and Traffic Control

The Contractor shall exercise caution and care while pursuing the work to prevent unnecessary conflict with, or potential hazards to, road users or others within the work area.

The Contractor is to pursue all work on site in accordance with all Federal, State and Local laws governing the transportation and work being performed.

The Contractor shall erect warning signs in advance to any place on the project where operations may interfere with the use of the road or trail by traffic and at all intermediate points, where the new work crosses or coincides with an existing road or trail. The Contractor shall post warning signs on each end of the section of road being worked. Signs are to be of the size, quantity, and colors as required in the current edition of the "Manual on Uniform Traffic Control Devises", (MUTCD). A copy of MUTCD is located at the SRFS Engineering Building and may be made available to the Contractor for in office reference on request. These signs shall be moved as needed to properly delineate and identify the section of the road being maintained. At no time shall these signs be more than two miles from operating equipment and shall be in placed only when road equipment or persons are performing operations. All slow-moving equipment is to have a reflectorized "slow moving" vehicle emblem properly attached.

All work requiring closure of a road must be scheduled and approved by the Contracting Officer's Representative (COR) in writing prior to the commencement of that portion of work. All work is to be scheduled so that at the end of a working day, the road is passable for the type of traffic normally using the road. If for any reason traffic hazards (segments of unfinished work which may present a hazard to

Chattahoochee-Oconee National Forests Road Maintenance Services road users, such as rolls of surface material, berms on the shoulder, etc.) are left in or adjacent to the road after normal working hours, the work is to be properly signed as hazardous and visibly illuminated at night.

3.1.Site Travel Restriction

There may bridge weight restrictions. A map will be provided to the Contractor upon award of the contract to delineate the bridges with weight restrictions and alternate routing necessary to accomplish the task orders.

3.2.Documentation

1. Accomplishment Reports

The Contractor shall maintain records of accomplishments using the Activities Schedule/Accomplishment Report form. These records are to be delivered to the COR monthly with an invoice for the services rendered that month and shall become the property of the Government. No payment will be made prior to receipt of these records and acceptance of the work performed.

2. Quality Control Plan

The Contractor shall submit to the CO, a Quality Control Plan (QCP), that will detail the methods the Contractor will perform self-inspection to ensure the requirements of this contract are performed in accordance with the contract documents. The QCP shall at a minimum record the reference task order, location, frequency, type of test and resulting outcome. QCPs shall be submitted with the Accomplishment Report and no payment will be made prior to receipt of these records and acceptance of the work performed.

3.3. Specifications Applicable to Individual Task Orders

3.4.Submittals

The contractor shall submit the following information unless otherwise required in the specification:

Date and revision dates.

Project name and contract number.

Names of Contractor, subcontractor, supplier, and manufacturer.

Specifications section number.

Field dimensions and relation to adjacent structures.

Applicable standards such as ASTM or Federal Specifications.

Contractor's stamp, initial or signature, certifying the review of submittal, verification of field measurements and compliance with contract documents. Provide all submittals within 14 calendar days of contract award unless otherwise required by the specification.

The following submittals, shop drawings, material certifications and/or testing reports are required.

3.5.Local Disposal Sites

If debris are encountered in the maintenance (i.e., metals, scrap, trash, limbs, excessive material) and other waste materials generated in the maintenance, the contractor shall be responsible for disposing of material legally off the National Forest. If the material isn’t listed above and it unknown, please notify the Contracting Officer Representative/Contracting Officer

3.6.Hazardous Conditions Safety Plan

Chattahoochee-Oconee National Forests

The following conditions have been identified as inherently hazardous to a degree that failure to take the proper precautions could lead to serious injury or loss of life. This listing shall not be construed as all inclusive. The Contractor shall provide a written job-specific hazard analysis and safety plan that addresses and conforms to the requirements of 29 CFR 1910 and 1926 and the clause entitled Accident Prevention (FAR 52.236-13) included herein. Appropriate actions shall be taken by the Contractor to implement this plan during performance and to take any and all other necessary steps to mitigate the dangers from hazards.

SECTION 200- PERFORMANCE STANDARDS

BLADING AGGREGATE SURFACED ROADS

Maintenance Requirements

210.01(A) - Blading operations are to be done over the entire riding surface in order to remove, by cutting out, all ruts, potholes, corrugations, and berms. All suitable dislodged aggregate shall be smoothly redistributed over the entire riding surface to produce the proper cross slope or crown at 1/4” to ½” per foot, or as specified. Road structural terms are illustrated on Typical Section drawings attached.

Traveled way surfaces may be in sloped (toward the cut slope), out sloped (toward the embankment) or crowned (highest point near or at the road center sloping to both sides).

Elimination of all ruts, potholes, corrugations, and berms. These defects shall be repaired by scarifying or cutting to the bottom of such defects to provide for uniform compaction of roadbed material. High grading, or any method which merely fills depressions with loose material, does not eliminate the defect or provide for uniform compaction and is therefore not acceptable.

Large rock or organic material removed from drainage facilities during cleaning process shall not be used as fill.

Existing drainage dips shall be cleaned, and the out-slope grade restored to equal or exceed the gradient of the road.

Sections of roads constructed with a roadside ditch shall be bladed and reshaped to maintain crown at centerline of the roadbed, or in sloped except on curves where crown is omitted. Road cross sections shall slope uniformly both ways from crown apex to shoulders at a minimum blade of 2 percent and a maximum blade of 6 percent.

Chattahoochee-Oconee National Forests

210.02(A) - Aggregate surfacing which has been worked onto road shoulders by traffic maintenance activities are to be reclaimed and smoothly redistributed over the entire riding surface. Riding surface widths are to be perpetuated as existing. Dips and swales designated to control surface drainage are to be maintained. No undercutting of road surface nor material berms will be allowed. Assure proper road crowns and surface drainage after all operations.

At the conclusion of the grading and shaping operations the roadbed shall be smoothed and dressed to produce a uniform grade and cross section and a surface free of hollows, depressions, and projections above the adjacent roadbed surface. No berm or ridge greater than 1” of any material shall be left along either shoulder of the roadbed unless directed by the Contracting Officer or designated representative.

210.03(A) - Usual amounts of grass, leaf litter or pine straw is to be smoothly spread within the riding surface after sufficient movement to sift out surface aggregate. Where grass, leaf litter or pine straw is excessive, as determined by the COR, this material will be piled in spots along the road shoulder and left to decay. Care must be taken to ensure this material does not interfere with surface drainage nor present a safety hazard. Any such material is to be reclaimed in subsequent blading and smoothly spread within the riding surface.

210.04(A) - Blading operations are to be conducted as required to remove surface material and accumulated debris from bridge decks. Care is to be exercised to not damage any part of the bridge. All material shall be smoothly redistributed over the riding surface at the bridge approaches.

210.05(A) - Loose rocks protruding three inches or more above the graded surface will be removed. It is permissible to waste these rocks off the riding surface but away from ditch lines.

210.06(A) – Lead off and wing ditches are to be cleaned and reshaped to provide drainage away from the roadway and are incidental to the blading operations. Material excavated from these ditches is not to be reclaimed onto the roadway.

210.07(A) Lead off and wing ditches, designated by the Contracting Officer, are to be cleaned and reshaped to provide drainage away from the roadway. Material excavated from these ditches is not to be reclaimed onto the roadway.

Lead off and wing ditches will be measured if they extend over 100 feet and will be measured as ½ of a tenth of a mile, otherwise each designated lead off or wing ditch will be considered to be incidental to the pay item.

Soil Moisture Conditions

210.10(A) - Suitable moisture conditions for surface blading shall be from 10 - 15 percent by weight.

Unless authorized by the COR, no surface blading shall be performed while moisture content is outside this range. If conditions are too dry, the Contractor may provide water to increase moisture content at their own expense. It will be at the Government option to authorize additional water to increase moisture content using under Activity Code: 260 - Dust Abatement when blading is considered critical and is placed on the individual task order. If moisture conditions are too dry or wet, the Contractor will not be required to meet the requirements of prosecution of work under section F.

BLADING NATIVE SURFACED ROADS

Maintenance Requirements

210.01(B) Blading operations are to be done over the entire riding surface in order to remove, by cutting out, ruts, potholes, corrugations, and berms. All suitable dislodged material shall be smoothly redistributed over the entire traveled way to produce proper cross slope or crown at 1/4” to ½” per foot, or as specified.

Traveled way surfaces may be in sloped (toward the cut slope), out sloped (toward the embankment) or crowned (highest point near or at the road center sloping to both sides).

210.02(B) Elimination of all ruts, potholes, corrugations, and berms. These defects shall be repaired by scarifying or cutting to the bottom of such defects to provide for uniform compaction of roadbed material.

High grading, or any method which merely fills depressions with loose material, does not eliminate the defect or provide for uniform compaction and is therefore not acceptable.

210.03(B) Large rock or organic material removed from drainage facilities during cleaning process shall not be used as fill.

210.04(B) Existing drainage dips shall be cleaned, and the out-slope grade restored to equal or exceed the gradient of the road. Sections of roads constructed with a roadside ditch shall be bladed and reshaped to maintain crown at centerline of the roadbed, or in sloped except on curves where crown is omitted. Road cross sections shall slope uniformly both ways from crown apex to shoulders at a minimum blade of 2 percent and a maximum blade of 6 percent.

Method of Measurement

Measurement shall be made to the nearest tenth of a mile using an odometer calibrated over a measured mile.

Basis of Payment

Payment shall be made for all work of this activity, inspected, and accepted, in accordance with the following pay item and the bid unit price.

ACTIVITY CODE: 220 - SPOT ROAD AND AGGREGATE SURFACE REPAIR

220.01 - This activity consists of replacement of road segments and aggregate surfaces lost due to surface failure, traffic wear or erosion. The work includes preparation of the existing roadbed, furnishing, loading, hauling, and spreading borrow and aggregate material, necessary compaction of borrow and

Chattahoochee-Oconee National Forests Road Maintenance Services finished blading, as described in each task order. The task order will delineate the location of the necessary work and establish quantities of work required.

220.02 - Road segments requiring borrow material shall have the borrow material deposited in the section being worked, mixed when required and shaped to achieve proper grade, thickness, and template as directed by the COR. Insure all borrow material placed is fully compacted equal to existing undisturbed roadbed and/or the compaction is achieved by running hauling and spreading equipment over road segment until no visible deflection of the fill occurs. Shape the borrow to match into the existing roadbed template to provide for a smooth transition from the beginning to the end of the road segment being worked.

220.03 - Surface replacement for road segments shall be performed by cutting out, all damaged areas of the surface, and working aggregate material smoothly over the entire riding surface width. Avoid disturbing base or subgrade material during the placement of aggregate material. All roads to receive aggregate surfacing shall have the new aggregate deposited in the section being worked, mixed when required, and shaped to achieve proper grade, thickness and template as directed by the COR. Aggregate surface material shall not be allowed to remain in ditch lines. Aggregate surface material shall be compacted by operating the hauling and spreading equipment over the full width of each layer of aggregate (see Section 220.02). The entire area being worked shall be finish bladed in accordance with Activity Code 210.

220.04 - Contractor is to provide and place crushed aggregate for spot surface repairs. The Contractor will deliver the crushed aggregate to the location of spot repair and provide weigh tickets for each delivery in accordance with Method of Measurements.

Material

Borrow Material - Government Furnished

220.05 - Contractor will deliver to the location of restoration, borrow material for installation of embankments. Contractor will be allowed to utilize the borrow material from the available borrow sites located on the Chatt-Oconee NF approved by the Government. The Contractor will be required to maintain the side-slopes of the borrow excavation to a 1V:2H or flatter and ensure the site properly drains when completed with the task order period. The contractor may be required to pit blend overburden as directed by the COR.

Select Borrow Material - Contractor Furnished

220.06 - Contractor will deliver to the location of restoration borrow material used for embankment repair that is obtained from outside the roadway prism. Borrow excavation includes select borrow for roadway embankments repairs. Material shall be from a commercial source off site. The material is to be free from chunks of clay, vegetative matter, or other foreign material. The select borrow material source is to be approved by the COR/CO.

220.07 – Select Borrow material to be furnished by the Contractor shall be suitable, well-graded material conforming to the following:

(a) Gradation Table 220-1

(b) Liquid limit, AASHTO T 89, Method A 30 max.

Method of Measurement

Crushed aggregate and borrow will be measured by either tons or cubic yards as indicated in the bid schedule. Measurement will be made to the nearest one tenth of a pay unit for all materials provided, placed, inspected, and accepted in place at the job site/spot repair location. Where material is measured by weight, the Contractor shall supply weight tickets from state approved scales showing aggregate type, source gross, tare, and net weight. All materials supplied by volume shall be measured at the time for delivery by the COR. Material receipts shall be furnished by the Contractor for each truck load delivered and accepted.

ACTIVITY CODE: 230 - CLEAN AND RESHAPE DITCHES

230.01 - All ditches are to be maintained in their original location and at a grade required to ensure proper drainage. Ditches are to be shaped as shown on the Exhibit D ( Section J), unless otherwise directed by the COR. Drainage structures and road appurtenances are not to be damaged during this operation and the Contractor will be responsible for any damage that occurs from this operation. Handwork required to properly connect ditch flow lines to drainage structure inlets is considered a part of this activity.

Road Ditches

230.02 - All suitable material, having the same character as the road surface, excavated through this activity is to be reclaimed and used within the riding surface. Unsuitable material is to be spread along back slopes or fill slopes to assure road surface drainage and prevent unsuitable material from being pulled onto riding surfaces. Following this work the riding surface may be bladed and incidental to Activity Code 210 and payment for blading will be made under pay item 210(01)A and 210.(01)B.

Lead Off and Wing Ditches

230.03 - Lead off and wing ditches, designated by the Contracting Officer, are to be cleaned and reshaped to provide drainage away from the roadway. Material excavated from these ditches is not to be reclaimed onto the roadway.

Cleaning of Culverts

230.04 - Culverts associated with road and lead off ditches included in this contract are to be cleaned of dirt, silt, rock, debris, and vegetative matter for a minimum distance of 3 feet into and away from the inlet and outlet ends of each culvert. Material extracted from around the ends of the culvert is to be spread off

Chattahoochee-Oconee National Forests Road Maintenance Services of the roadway and away from ditch lines. This work is considered to be incidental to this activity and will not have a separate pay item.

Seed and Fertilizer

230.05 - All ditch lines and other areas disturbed through this activity may be seeded and fertilized, as directed by the COR, in accordance with Activity Code 240 of this contract and payment for seed and fertilizer will be made under pay item 240(01).

Method of Measurement

Road ditches will be measured to the nearest tenth of a mile, using an odometer calibrated over a measured mile. Measurement will be made for each side of the road. Lead off and wing ditches will be measured if they extend over 100 feet and will be measured as ½ of a tenth of a mile, otherwise each designated lead off or wing ditch will be considered to be incidental to the pay item.

ACTIVITY CODE: 240 - SEED AND FERTILIZER

240.01 - This shall consist of preparing seedbeds and furnishing and placing required seed and fertilizer.

Seed and fertilizer will be applied with approved mechanical seeding equipment such as: seed drills, landscape seeders, no-till-drill, cult packer seeders, fertilizer spreaders or hand operated seeders. Areas to be seeded are to be scarified to a minimum depth of 2" prior to application. Rocks larger than 6 inches, trash or other debris that interfere with the seeding operation are to be removed. Seed and fertilizer are to be applied separately, with the fertilizer being applied first. Both are then to be incorporated into areas by dragging. Dragging equipment and method are to be approved by the Contracting Officer.

Fertilizer

240.02 - Fertilizer is to be homogenized or blended and is to provide the following minimum percentages of available nutrients - 10% Nitrogen, 10% Potassium and 10% Phosphorus. It is to be furnished in new, clean sealed containers with the name, weight and guaranteed analysis of contents clearly marked. If fertilizer is supplied in bulk, it shall be certified to meet these nutrient requirements. Fertilizer is to be applied uniformly at a rate of 500 pounds per acre.

Seed

240.03 - All seed is to be furnished separately or in a mixture in unopened containers with the following:

1. Seed name

2. Lot number

3. Percentage of purity and germination

4. Percentage of maximum weed seed content

240.04 – Seeding Dry Method, Apply the seed with approved power-driven seeders, drills, or other mechanical equipment. Hand-operated seeding methods are satisfactory on areas inaccessible to mechanical equipment.

240.05 – Seeding Hydraulic Method, Use hydraulic-type equipment capable of providing a uniform application using water as the carrying agent. Add a tracer material consisting of either wood or grass cellulose fiber mulch to the water. Apply the tracer material at a rate of 400 pounds per acre (450 kilograms per hectare) to provide visible evidence of uniform application. Add the seed to the water slurry no more than 30 minutes before application. Seed by hand areas inaccessible to seeding equipment.

240.06 - Bag tag figures are to be evidence of purity and germination. No seed will be accepted with a date of test of 9 months or more prior to the date of application. All seed which has become wet, moldy, or otherwise damaged in transit or in storage will not be accepted. The percent of noxious weed seed allowable is defined in the current state law relating to agricultural seed. All seeding is to be performed in accordance with the following list of seasonal schedule and rates of application:

Seed mix shall be provided to the contractor by the Contracting Officer Representative/Contracting Officer. upon request and before contractor make any purchase of the seed mix. The contractor shall confirm with the Contracting Officer Representative/Contracting Officer. in regard to the time frame to apply seed.

Mulch

240.07 - Straw hay shall be approved herbaceous mowing free of noxious weeds, mold, or other objectionable material. Straw hay is to be air dried, fairly light in color and not musty, caked or otherwise of low quality. Mulch is to be applied at a rate of 4000 pounds per acre and is to be applied no later than two days after seeding operations are complete. The Contractor will stabilize the mulch so it will not be blown or washed away from applied surfaces.

240.08 - Mulch is to be applied to areas of soil disturbance or seeded areas as directed by the COR and noted on the task order. Not all areas seeded will necessarily require mulch application under this activity code.

240.09 - The Contractor may substitute the dry mulch method above with hydro mulch application upon written submittal to CO of materials and rates of application to be used. Approval must be in writing from the CO prior to the start of any hydro mulching operation by the Contractor.

240.10 - Mulching Dry method.

If wood chips are used, do not import without approval from the CO. Apply mulch within 48 hours after seeding by the following methods:

Spread mulch material, except wood and grass cellulose fibers, by a mulch spreader utilizing forced air to blow the mulch material onto the seeded area. Apply straw mulch at a rate of 3200 pounds per acre (3600 kilograms per hectare). Anchor the mulch material with an approved tackifier or approved mechanical method. Do not mark or deface structures, pavements, utilities, or plant growth with tackifier.

240.11 - Mulching Hydraulic method.

Apply mulch in a separate application from the seed using hydraulic-type equipment according to Subsection 240.05 above.

Apply wood fiber or grass straw cellulose fiber mulch at a rate of 1500 pounds per acre (1700 kilograms per hectare).

Apply bonded fiber matrix hydraulic mulch at a minimum rate of 3000 pounds per acre (3400 kilograms per hectare). Apply so no hole in the matrix is greater than 0.04 inches (1 millimeter). Apply so that no gaps exist between the matrix and the soil.

Mulch by hand areas inaccessible to mulching equipment.

Method of Measurement

Application of seed, fertilizer and mulch will be measured by longitudinal and lateral measurements to the nearest foot and converted to the nearest tenth of an acre.

ACTIVITY CODE: 250 - HAZARD TREE REMOVAL

Maintenance Requirements

250.01 - This activity consists of two types of activities: (1) removing trees which have fallen into the road's traveled way, and (2) cutting and removing potentially hazardous standing dead or leaning trees in close proximity to the road's traveled way. The Government reserves the right to remove trees which have fallen into road's traveled way by its own employees. All trees for removal under this activity are to be designated by the COR.

250.02 - The Contractor is to remove all trees with a base diameter of 4" or larger which have fallen into the traveled way. The tree is to be removed by means determined by the Contractor as most beneficial to his/her operation so long as this does not damage adjacent trees. The tree is to be moved outside of the road right of way.

250.03 - The Contractor is to remove potentially hazardous dead or leaning trees in close proximity to road right of ways. Care is to be taken to avoid damage to adjacent trees while felling designated trees.

Ensure traffic is controlled during the felling. Dispose of hazardous trees outside of right of way and ensure the trees are placed and scattered to prevent unsightly slash concentrations.

ACTIVITY CODE: 260 - DUST ABATEMENT

260.01 - This activity consists of watering aggregate surfaced roads during certain times of the year to control dust thrown from vehicular traffic. Water will be available from the designated water sources (see map) at no cost to the Contractor. Water spread rates is 2000 gallons per mile and 20 feet per pass.

Watering may be required for any road on site necessary to abate dust as determined by the task order and the COR.

260.02 - The Contractor shall be required to have the ability to provide a minimum of 20,000 gallons of water, at the required spread rates, for various roads on site for each day during the task order period. The Contractor's equipment must have an adjustable spread rate bar for various distribution as determined by the COR.

ACTIVITY CODE: 280 - EMERGENCY EQUIPMENT MOVEMENT

280.01 - Any movement or transportation of equipment to or from work area(s) required to pursue the work which was not scheduled in the task order and the Contractor is required to respond within 24 hours will be authorized under this Activity Code. The Contractor will be compensated for each piece of equipment requested by the Contracting Officer to be moved to a location on the Savannah River Site.

Method of Measurement

280.02 - Measurement will be paid to the nearest mile from existing location of the equipment on the SRS or the distance will be measured from a site boundary barricade if the equipment is located off of SRS.

All measurements will be measured along the most feasible route ONE WAY. No mileage will be paid to return the equipment to its original location.

280.03 - Equipment requested to be moved designated as slow-moving equipment (e.g. - Motorgrader that is required to have slow moving emblem) will be paid for under this pay item. No mileage will be allowed for delivery equipment (e.g. - dump trucks) under this pay item.

280(01) Emergency Equipment Movement Mile

ACTIVITY CODE: 290 - EQUIPMENT REQUIRMENTS

290.01 - The Contractor shall provide equipment with competent operator to perform various maintenance activities that cannot be readily paid for under other activity code pay items of this contract or for which the work varies greatly from one job to the next. Examples of work to be performed, but not limited to, are grading of parking lots, removal of beaver dams around and/or in existing culverts, delivering borrow to specific areas, excavation at bridge abutments and facility grounds, soil and water erosion restoration and other incidental items.

290.02 - Each project will be identified by the COR and placed on a Work Order with an estimated number of hours and required equipment to perform the operation. A map showing the location will be given with each Work Order and the COR will show the Contractor the specific location prior to the start of work.

290.03 - For certain projects, the Government will provide materials to be delivered and worked into the required operations. Government will provide borrow material and aggregate at the borrow and aggregate source locations as shown in the attached maps.

290.04 - Following is a list of equipment requirements. All listed equipment is to be provided with a calibrated hour meter and a competent operator. All equipment furnished must be in satisfactory, safe condition able to perform as per the equipment requirements below:

290.05: Trackhoe - Trackhoe shall be in the CAT 315, KOMATSU 220 brand name or equal, be equipped with hoe and bucket.

290.06: Backhoe - Backhoe shall be in the CAT 416, CAT 426 or JD 310 brand name or equal, be equipped with hoe and bucket and have a new fly wheel HP of 60 or greater.

290.07: Motor Grader - Motor Grader shall be in the class of a CAT 12-G brand name or equal, have a 12' wide blade and have a rating of 135 horsepower or greater.
