About this file

This is a Request for Proposals (RFP) Scope of Work document issued by the Beaufort County Library System in South Carolina for the replacement of automated materials handling systems and self-checkout kiosks through a lease agreement. The Beaufort County Library System seeks vendor proposals for leasing new RFID automated materials handlers (AMH), replacement RFID returns, and new self-service checkout kiosks across six library branch locations: Beaufort, St. Helena, Port Royal, Lobeco, Bluffton, and Hilton Head. The proposed systems must integrate seamlessly with the library's existing software, equipment, RFID tags, barcode standards, and ILS (Integrated Library System), specifically SirsiDynix Symphony. The hardware deployment includes two AMH systems with 5-bin sorting capability and one induction point per location in Beaufort and Bluffton, RFID returns across multiple locations, and self-checkout kiosks totaling 15 units across all branches. The tentative project schedule targets completion by the end of calendar year 2026. Proposals must address comprehensive technical specifications, vendor qualifications, implementation timelines, staff training programs, and detailed cost structures.

The lease agreement must include parts and labor maintenance provisions for the full contract term, with defined end-of-lease requirements including equipment removal, data migration, transition assistance, and clear specification of costs at lease expiration. Vendors are required to provide buyout options and renewal options as part of their lease terms. The RFP evaluation criteria allocate 30 points to technical compliance, 25 points to vendor qualifications, 30 points to implementation and support planning, and 15 points to cost. Vendors must demonstrate qualifications by submitting a minimum of three references from public sector projects completed within the past five years, preferably utilizing SirsiDynix Symphony ILS. The proposal must include detailed hardware specifications, dimensional drawings, network diagrams, system performance metrics (including accuracy rates and throughput capabilities), noise level measurements, and comprehensive staff training details. Pricing proposals should provide fully itemized lease rates per location and device, sample invoices detailing all charges, and clearly articulated warranty and service maintenance options for the full lease term.
