16 HAZARDOUS MATERIAL SURVEYS:
16.1 Hazardous materials testing is not required under this contract. If through the execution of this contract the Contractor encounters materials in which they suspect may be hazardous they should immediately notify the Government Project Manager.
17 DESCRIPTION OF OTHER SERVICES:
17.1 The Contractor shall develop alternatives to resolve natural gas system deficiencies associated with emergency power to the existing gas heater at RS-1 and a redundant heat source for gas passing through RS-1.
17.1.1 The Contractor shall develop a list of alternatives, to include the Government listed alternatives below, to be presented during the Design Charrette meeting. For each alternative presented the Contractor shall provide:
17.1.1.1 An overview of the work involved.
17.1.1.2 Extent of outages required to support the alternative.
17.1.1.3 A preliminary range of costs associated with the alternative.
17.1.2 At the conclusion of the Design Charrette meeting the Contractor will further develop up to two (2) alternatives for emergency power and three (3) alternatives for heater redundancy.
17.2 Emergency Power
17.2.1 In Jan 2022 Hanscom AFB lost commercial power. As a result it was identified that the Bruest natural gas heater did not have an alternate source of emergency power. One of the goals of this feasibility study is to identify emergency power sources for the Bruest natural gas heater. The Government has identified the following options:
17.2.2 The Contractor shall also review electrical power requirements of all other gas distribution equipment to determine if other equipment should be connected to emergency power.
17.2.3 Alternative #1: Natural Gas Generator
17.2.3.1 Under this alternative the Contractor shall size a natural gas powered emergency generator capable of handling the electrical load of the existing Bruest natural gas heater and any other identified emergency loads.
17.2.4 Alternative 2: Emergency Power Circuit
17.2.4.1 Evaluate the feasibility of extending the existing emergency power circuit located at RS-3 to the Bruest natural gas heater at RS-1 as well as any other identified emergency loads.
17.3 Gas Heater Redundancy
17.3.1 In Feb 2022, Hanscom AFB experienced an extreme winter storm. This storm highlighted the need to have a redundant source of heat in order to eliminate a single point of failure and ensure continuity of system operation. A failure of the Bruest heater affects gas that is being supplied to the Central Plant and to the base distribution system.
The Contractor shall assist the Government with the development of alternatives to ensure redundancy and that our supply system is not at risk due to a failure of the Bruest heater. The Government has identified the following options:
17.3.2 Alternative #1: Redundant Heater
17.3.2.1 This alternative would install a redundant natural gas heater adjacent to RS-1.
17.3.3 Alternative #2: Interconnection of RS-1 & RS-3
17.3.3.1 This alternative would interconnect the gas heating systems located at RS-1 and RS- 3.
17.3.4 Option #3: Interconnection of RS-4 & RS-2
17.3.4.1 Under this alternative, in the event of a failure of the Bruest heater, gas could be supplied to the base distribution by creating a connection between RS-4 and RS-2.
17.3.4.2 It is understood that this option would require the central plant to convert over to oil during the emergency and that the full requirement of gas may not be available to the Heat Recovery Steam Generator located in the cogeneration plant.
17.4 The Contractor shall take the following items into consideration when developing alternatives.
17.4.1 It is desired that the implementation of any proposed alternative does not require an interruption of service to the base distribution system.
17.4.2 In order to facilitate the proposed upgrades the CHP plant can be shut down and the Central Plant can run on fuel oil.
