About this file
This document is a Draft Statement of Need (SON) for the 9th Operations Support Squadron's (OSS) requirement for new parachute racks. The 9 OSS needs a parachute storage solution that adheres to technical data requirements and prevents further damage to parachutes and the storage facility. The racks must be able to store 30 back automatic parachutes, each weighing 42 lbs, in a confined space of 85" H x 130" W x 24" D. The racks must secure the parachutes at least 4 inches from the wall. Delivery, access, and other base requirements are specified. This SON is related to a pre-solicitation for the Parachute Racks requirement, Solicitation Number FA468624QPARA, issued by the Department of the Air Force's Air Combat Command. The government is requesting NAICS and PSC code information, as well as small business socio-economic status, if applicable, to be submitted to the government POC.

Statement of Need
For
9 OSS Parachute Racks
Background:
The 9th Operations Support Squadron’s (OSS) mission is to drive the 9th Operations Group and 9th Reconnaissance Wing’s global reconnaissance operations through world-class training and support of the U-2S Dragon Lady, T-38A Talon and KC-135 Stratotanker aircraft. The parachute storage system currently in use is causing premature wear to the parachutes and damaging the wall in building 1025. To prevent further damage to parachutes and to the facility, a storage solution that adheres to the technical data requirements is needed. The current racks do not allow for storage of parachutes at least four (4) inches from the wall.
Requirements:
The Government is in need of one (1) Parachute rack that support the rapid gear up of 12 pilots at a time. Racks should be able to support/hang 30 back automatic parachutes.
Parachutes are 42lbs each. Useable room space is confined to 85” H x 130” W x 24” D. The unit will be placed against a wall, single sided storage system required. Parachutes are maintained in secure facility, no locking or security mechanisms required or wanted.
Technical Order 14D3-11-1 EMERGENCY PERSONNEL RECOVERY PARACHUTE (CHEST, BACK, SEAT, AND TORSO HARNESS) dictates clearance requirements for stored BA-22 parachutes. Racks must be able to secure parachutes at least four (4) inches from wall.
